Minutes 2019-07-161 PRATTVILLE CITY COUNCIL CITY COUNCIL MINUTES TUESDAY, JULY 16, 2019 6:02 P.M. The Prattville City Council met in regular session on Tuesday, July 16, 2019 at 6:02 p.m. in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Council President Striplin gave the invocation. Roll was called and all Councilors were present. THE CHARACTER TRAIT OF THE MONTH IS CAUTIOUSNESS: Knowing how important right timing is in accomplishing right actions. APPROVAL OF MINUTES: Public Hearing and City Council Meeting July 2, 2019. Councilor Strichik made a motion to adopt the minutes and Councilor Cables seconded the motion. With no discussion, the minutes were adopted (7-0). COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA: None MAYOR’S REPORT: Mayor Gillespie requested a Point of Privilege and asked Roy McAuley and his wife to come forward. The Mayor presented a Commendation to Mr. McAuley for his many years of dedicated service to this community, including service on the Planning Commission, the Annual Autauga County Water Festival, the YMCA Board, MACOA Board, Chairman of Prattville City Fest, and others. Mr. McAuley thanked to the Council and Mayor, adding that it was a blessing to go to work for Union Camp/International Paper in Prattville forty years ago. Mr. McAuley added that that they want to make a difference and that it has been a pleasure to be involved in this community that they love. Mayor Gillespie thanked the Council for continuing the Pledge of Allegiance. On the news, a community decided to pass a resolution doing away with the Pledge of Allegiance and later reversed that resolution. School will start in approximately three weeks. The Mayor encouraged all to participate in the “Back to School” Sales Tax Holiday which will be held July 19-21, 2019. Mayor Gillespie explained the Parks and Recreation and Police Departments have had recent challenges at the Doster Well park. The Police Department has responded to three separate disturbances in two days and is enforcing a zero-tolerance zone in that area. The new park hours at Doster Well will be 8:00 a.m. – 3:00 p.m. Anyone under the age of 18 must be accompanied by a parent or legal guardian. The Mayor will also be working with the Police Committee to monitor other community juvenile ordinances holding parents responsible for their children’s actions. The Doster Well park has been visited by citizens of Prattville for 50+ years. The City has invested time, energy, and funds into this park. It is saddening that the actions of a small group have caused these tough actions. 2 The Parks & Recreation Department saw an increase number of participants in the spring season of baseball and softball. Registration is underway for the fall season. The annual Founders Day Program will be held Saturday, July 20, 2019 at 9:00 a.m. in the historic Daniel Pratt Cemetery. The bicentennial presentation of “Sharing Our Story” will be held at the Prattville-Autauga Library at 9:45 a.m. A makeup Creekwalk Concert will be held at the Pratt Park Amphitheatre on Saturday, July 27, 2019 from 6:30-8:30 p.m. Mayor Gillespie encouraged all to attend the Farmers Market on Saturday morning in The Grove. REPORT FROM COUNCIL ON SPECIAL COMMITTEES: None REPORT ON STATUS OF CITY FINANCES: Finance Director Daniel Oakley presented the finance reports for June 2019. The General Fund Revenue report showed that year-to-date revenue was $29,775,816.06, an increase of 4.36% in comparison to the prior year. The Tax Breakdown Comparison report showed revenue decreased by 3.70% in comparison to the prior year. This decrease was caused by a couple of businesses with typically significant sales tax remittances which have not remitted their sales tax. The Finance Department is in the process of reaching out to those business to collect their sales tax. The Expenses by Department report showed that with 75% of the budget year complete, overall expenses were at 69.01%. The Wastewater Enterprise Fund Income Statement showed a net income of $214,492.42 for June 2019. With 75% of the budget year complete, operational expenses were at 68.26% and overall expenses were at 57.03%. The Sanitation Enterprise Fund Income Statement showed a net income of $29,306.96 for June 2019. Overall expenses were slightly under budget at 70.87%. The Judicial Special Revenue Fund Income Statement showed a net income of $8,179.69 for June 2019. Overall expenses were right at budget at 75.41%. The Capital Projects Fund Income Statement, presented quarterly for April - June 2019, showed $6,089,413.28 has been spent on projects year-to-date. For this quarter, project expenses included the Road and Bridge project and the Industrial Access Road for the South Industrial Park, engineering costs for Fire Station #4, the 2018 Sidewalk TAP project, and the Allenville Road project, The Gas Tax Special Revenue Fund Income Statement, presented quarterly for April - June 2019, showed that with 66.67% of the budget year complete, 75.96% of budgeted income has been received. The FY2018 paving project was wrapped up during this quarter. 3 The Group Health Fund Income Statement, presented quarterly for April - June 2019, has performed adequately. Net income was at $315.03 for the year. The account balance as of June 30, 2019 was $194,492.34. The Bank Balances report showed a total cash balance of $25,063,902.99 as of June 30, 2019. The City-Wide Accounts Payable and Debt Balances report show total debt at $58,606,831.91, including non-enterprise debt of $25,607,387.09, as of June 30, 2019. CONSENT AGENDA: 1.
