Minutes 2019-03-19 1 PRATTVILLE CITY COUNCIL CITY COUNCIL MINUTES TUESDAY, MARCH 19, 2019 6:00 P.M. The Prattville City Council met in regular session on Tuesday, March 19, 2019, at 6:00 p.m. in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Council President Striplin gave the invocation. Roll was called and all Councilors were present. THE CHARACTER TRAIT OF THE MONTH IS DISCERNMENT: Understanding the deeper reasons why things happen. APPROVAL OF MINUTES: City Council Meeting March 5, 2019. Councilor Strichik made a motion to adopt the minutes and Councilor Cables seconded the motion. With no discussion, the minutes were adopted (7-0). COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA: None MAYOR’S REPORT: Mayor Gillespie reported that the spring baseball and softball season is officially underway. The Parks and Recreation Department is extremely busy with the spring season and preparing for summer sports. Sports are much more important than just hitting, running, and playing. Players will be able to take life lessons learned on the fields with them for years to come. Prattville native Wilson Pickett would have celebrated his 78th birthday on March 18, 2019. The Mayor encouraged all to attend the Wilson Pickett Music and Arts Festival to be held in Pratt Park on April 6, 2019. REPORT FROM COUNCIL ON SPECIAL COMMITTEES: None REPORT ON STATUS OF CITY FINANCES: Finance Director Daniel Oakley presented the finance reports for February 2019. The General Fund Revenue report showed that year-to-date revenue was $18,333,050.21, an increase of 5.52% in comparison to the prior year. The Tax Breakdown Comparison report showed revenue increased by 8.57% in comparison to the prior year. The Expenses by Department report showed that with 41.67% of the budget year complete, overall expenses were at 40.75%. The Wastewater Enterprise Fund Income Statement showed a net income from operations of $213,547.06 for February 2019. Expenses were below budget at 32.12%. 2 The Sanitation Enterprise Fund Income Statement showed a net loss of ($1,417.05) for February 2019. This was primarily due to the purchase of two trucks during the month. Expenses were slightly below budget at 39.74%. The Judicial Special Revenue Fund Income Statement showed a net income of $17,504.58 for February 2019. Expenses were slightly below budget at 38.73%. The Bank Balances report showed a total cash balance of $25,474,785.06 as of February 28, 2019. The City Wide Accounts Payable and Debt Balances report show total debt at $58,946,148.08 as of February 28, 2019. Total non-enterprise fund debt was $25,810,561.08. CONSENT AGENDA: 1. RESOLUTION: To Declare Various Weeded Lots to be a Public Nuisance, Order Their Abatement and Set a Public Hearing per Title 11, Chapter 67 of the Code of Alabama, 1975, as Amended. RESOLUTION: To Declare an Emergency and to Authorize Emergency Procurement Procedures for the Repair of a Collapsed Box Culvert Located Underneath a Portion of Greystone Way, between Twelve Oaks Lane and Rambling Brook Lane. (Sponsored By: Council President Pro Tempore Brown) 3. RESOLUTION: To Grant a Retail Beer (Off Premises Only) and a Retail Table Wine (Off Premises Only) License to 82 HWY, Inc. d/b/a Beeline 509. (Sponsored By: Councilor Starnes) 4. RESOLUTION: To Name Voting Delegate and Alternates for the Annual Business Session during the 2019 Alabama League of Municipalities’ Convention in Mobile. (Sponsored By: Council President Striplin) 5. RESOLUTION: To Support the Autauga County PALS “Annual Bob Lee Spring Cleanup Day” to be Held on Saturday, April 20, 2019. (Sponsored By: Councilor Boone) Council President Pro Tempore Brown made a motion to place Items #1-5 on a Consent Agenda and Councilor Starnes seconded the motion. There being no discussion, the items were placed on a Consent Agenda (7-0). Councilor Starnes made a motion to adopt the Consent Agenda and Councilor Cables seconded the motion. Councilor Boone noted that Bob Lee was one of her constituents and a notable and memorable member of the community. Councilor Boone added that he will continue to be missed and that she was glad to sponsor this resolution in his memory. (Sponsored By: Council President Striplin) Councilor Strichik made a motion to adopt the ordinance and Councilor Cables seconded the motion. By point of order, it is necessary that the council rules be suspended if immediate action is to be considered. Councilor Starnes made a motion to suspend the rules and Councilor Strichik seconded the motion. The rules were suspended (7-0). By point of order, it is necessary that the council rules be suspended if immediate action is to be considered. Councilor Cables made a motion to suspend the rules and Councilor Strichik seconded the motion. The rules were suspended (7-0).
