Minutes 2019-03-05 1 PRATTVILLE CITY COUNCIL CITY COUNCIL MINUTES TUESDAY, MARCH 5, 2019 6:00 P.M. The Prattville City Council met in regular session on Tuesday, March 5, 2019, at 6:00 p.m. in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Council President Striplin gave the invocation. Roll was called and Councilor Starnes was recorded as being absent. THE CHARACTER TRAIT OF THE MONTH IS DISCERNMENT: Understanding the deeper reasons why things happen. APPROVAL OF MINUTES: Public Hearing and City Council Meeting February 19, 2019. Councilor Strichik made a motion to adopt the minutes and Councilor Cables seconded the motion. With no discussion, the minutes were adopted (6-0). COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA: Jon Lee Finnegan, 211 Deer Trace, thanked Council President Striplin and Councilor Boone for their quick responses regarding her questions on tonight’s agenda. Ms. Finnegan requested that Councilor Boone explain to the public the background on Consent Agenda Item #6. MAYOR’S REPORT: Mayor Gillespie was granted a Point of Privilege to present Finance Director Daniel Oakley with a Certified Government Financial Management Proclamation. The Mayor also commended the following officers on their promotion to Corporal: Steven Tyler Ray Justin Thornell Jonathan Timbes Travis Ray John Brandon Strickland Wesley Blake Urban These officers were promoted to Corporal after scoring very well on the Corporal test, which is designed to test the candidate’s knowledge skills, management skills, departmental knowledge, and communication skills. The Mayor introduced the latest Police Academy Graduate Officer Desmond Bailey. Mayor Gillespie presented Mr. Leo Jameson with a Commendation for his years of service on the Board of Zoning Adjustment. Mr. Jamieson thanked the Mayor for the Commendation. After his retirement from the United States Marine Corps, Mr. Jamieson and his wife chose Prattville to be there home. Today, due to failing health they will be moving out of the City. Mr. Jamieson thanked the Mayor and Council 2 for the opportunity and privilege to serve on the BZA. The Mayor presented Mr. Jamieson with a Challenge Coin. The Mayor expressed his heartfelt sympathies for Lee County after the tornado damage and loss of life that occurred Sunday. The Mayor extended his sincere thoughts and prayers to Lee County, the families that lost loved ones, those injured, the First Responders, the recovery team, and everyone that has been effected by this tragedy. The Mayor reported that he had reached out to Autauga County EMA and Pamela Trammel with CARPDC to inquire about grant opportunities for storm shelters in the City of Prattville. The Engineering Department has identified an issue with the box culvert crossing under Greystone Way. Following the rain event Sunday, three of the double barrel 6x6 box sections, along with the wing walls on the outfall end of the culvert have been dislodged. The City Engineer recommends this drainage repair be declared an emergency for contract letting and will be working with an engineer to finalize plans and pricing. REPORT FROM COUNCIL ON SPECIAL COMMITTEES: Councilor Boone reported that the Parks and Recreation Committee met on Friday, March 1, 2019 to discuss land usage and revenue streams. Council President Striplin reported that the Finance Committee met on Wednesday, February 20, 2019, and Finance Director Daniel Oakley discussed current financial matters that he is working on. (Sponsored By: Councilor Boone) RESOLUTION BOOK 2019, PAGE 027 Council President Pro Tempore Brown made a motion to place Items # 1-6 on a Consent Agenda and Councilor Jackson seconded the motion. The items were placed on a Consent Agenda (6-0). Councilor Strichik made a motion to adopt the Consent Agenda and Council Cables seconded the motion. Councilor Boone explained that Consent Agenda Item #6 was essentially a house keeping measure to protect the City and the landowners. The City already uses the land for various events and this agreement adds a layer of protection for the City when holding future events there. No money is being exchanged. Council President Striplin thanked Dr. Brabham for her service to the City and wished her success in her new career in Auburn. ADJOURN: There being no further business to come before the council, Councilor Strichik made a motion to adjourn and Councilor Boone seconded the motion.
