SPECIAL CALLED MEETING
THURSDAY, SEPTEMBER 26, 2019
6:00 P.M.
The Prattville City Council met in a special called meeting on Thursday, September 26, 2019,
at 6:00 p.m. in the Council Chambers at City Hall. Roll was called and all Councilors were
present.
AGENDA
1. RESOLUTION: To Adopt the City of Prattville Fiscal Year 2019/2020 General Operating
Fund, Gas Tax Special Revenue Fund, Debt Service Fund, Capital Projects Fund, Sanitation
Enterprise Fund, Wastewater Enterprise Fund, and Judicial Special Revenue Fund Budgets.

Councilor Jackson made a motion to adopt the resolution and Councilor Strichik seconded the
motion.
Council President Pro Tempore Brown made a motion to amend the proposed budget and
Councilor Cables seconded the motion. Councilor Boone asked City Attorney David McDowell
if it was possible to separate the budget from the amendment and have the amendment voted
on second, or if it has to be voted on as one unit. Mr. McDowell explained that the Council has
the budget resolution before them and then the amendment was added. The Council would
need to work backwards to vote first on the amendment and then vote on the budget resolution.
Councilor Boone clarified that it will take two votes. Mr. McDowell confirmed that it would be
two separate votes. There being no further discussion, the budget amendment was approved
with the following results:
AYES : JACKSON, BROWN, STRIPLIN,
STARNES, CABLES 5
NAYS : STRICHIK, BOONE 2
ABSTAINED : NONE 0
ABSENT : NONE
Councilor Starnes requested that the vote to be held again as he thought the Council was
voting on the budget and then the amendment. The budget amendment was approved with
the following results:
AYES : JACKSON, BROWN, STRIPLIN,
CABLES 4
NAYS : STRICHIK, BOONE 2
ABSTAINED : STARNES 1
ABSENT : NONE
The budget amendment is attached and made part of the official record.

There being no further discussion, the resolution and amended budget were adopted with
the following results:

NAYS : NONE 0
ABSTAINED : NONE 0
ABSENT : NONE
ADJOURN:
There being no further business to come before the council, Councilor Strichik made a motion
to adjourn and Councilor Cables seconded the motion. The meeting adjourned (7-0) at 6:05
p.m.
