Minutes 2018-10-16 1 PRATTVILLE CITY COUNCIL CITY COUNCIL MINUTES TUESDAY, OCTOBER 16, 2018 6:02 P.M. The Prattville City Council met in regular session on Tuesday, October 16, 2018, at 6:02 p.m. in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Council President Striplin gave the invocation. Roll was called and all Councilors were present. THE CHARACTER TRAIT OF THE MONTH IS THOROUGHNESS: Taking care of necessary details. APPROVAL OF MINUTES: Public Hearing and City Council Meeting October 2, 2018. Councilor Strichik made a motion to adopt the minutes and Councilor Cables seconded the motion. With no discussion, the minutes were adopted (7-0). COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA: None MAYOR’S REPORT: Mayor Gillespie requested a Point of Privilege. On behalf of the Prattville Exchange Club, the following awards were presented: Firefighter of the Year/Prattville Fire Dept.: Captain Matthew Porter Officer of the Year/Prattville Police Dept.: Investigator John Coscette Deputy of the Year/Autauga County Sheriff’s Dept.: Deputy George Brooks Captain Matthew Porter has seventeen years of service with the Prattville Fire Department. Fire Chief Terry Brown accepted the award on Captain Porter. Captain Porter has been instrumental with the “Truck or Treat” events at Fire Station 3. Over 1,000 children have enjoyed this event over the past two years. This event is a partnership of the Police Department, the Sheriff’s Department, the Fire Department, and Sanitation Department. Chief Brown also thanked the Exchange Club. Investigator John Coscette was instrumental in the arrest of several suspects involved in recent breaking and entering of vehicles. Video evidence showed these suspects as being armed when crimes were committed. Investigator Coscette processed two latent finger prints which led to the arrest of these individuals. Deputy George Brooks noticed smoke coming from a mobile home. Deputy Brooks went to the door to wake the residents and contacted the Fire Department and medics. Mayor Gillespie thanked the City Council, noting it takes time, tools, and talent to be able to make Prattville a safe community. The Mayor also thanked Chief Thompson and Chief Brown, and their staff. Mayor Gillespie and Police Chief Mark Thompson presented a promotional badge to Sgt. Steve Davis. Sgt. Davis thanked the City Council, the Chief and staff, and his family for their support. 2 Mayor Gillespie thanked Sgt. Davis for his dedication and willingness to serve, and thanked his family for sharing him with the City. Mayor Gillespie presented badges to Officer Erik Gunn and Officer Connor Brown. Officer Gunn and Officer Brown recently graduated from the Alabama Advanced Criminal Justice Academy. Chief Thompson stated that Officer Gunn graduated as the top gun of the class, and Officer Brown graduated as the top academic recruit and won the Marvin Stanley award. The State will provide a helicopter on Wednesday, October 17, to take donated supplies to assist those who were affected by Hurricane Michael in southern Alabama and the Florida panhandle. The Annual Halloween Candy Walk will be held downtown on Tuesday, October 30, from 4:00 – 6:00 p.m. Bridge Street will be closed this week from 8:00 a.m. – 2:30 p.m. in order for City crews to set up for Christmas. Work should be completed by Friday, October 19, 2018. The City has hired Scott Stephens from Northport as the new City Planner. Mr. Stephens will begin work on November 5, 2018. Mayor Gillespie presented several photos of recent projects, including a new arch at Pratt Park, new floating docks at Cooter’s Pond Park, and ongoing improvements for the James Hardie Project and the Road and Bridge Project. Council President Striplin thanked the Civitans and all the other civic clubs in the community for their support. Council President Striplin also thanked the Sheriff and the Autauga County Commission for their cooperation and the projects that are able to be accomplished together. REPORT FROM COUNCIL ON SPECIAL COMMITTEES: None REPORT ON STATUS OF CITY FINANCES: Finance Director Daniel Oakley presented the finance reports for September 2018. The General Fund Revenue report showed that year-to-date revenue was $36,930,557.46, an increase of 4.56% in comparison to the prior year. The Tax Breakdown Comparison report showed revenue increased by 7.93% in comparison to the prior year. The Expenses by Department report showed that with 100% of the budget year complete, overall expenses were at 94.22%. The Wastewater Enterprise Fund Income Statement showed a net income of $125,967.31 for September 2018. Overall expenses and operating expenses were below budget for the year. 3 The Sanitation Enterprise Fund Income Statement showed a net income of $22,819.62 for September 2018. Operating expenses were slightly over budget at 107.17%. Overall expenses were at 91.97%. The Judicial Special Revenue Fund Income Statement showed a net income of $6,518.70 for September 2018. Expenses were below budget at 96.12%. The Gas Tax Special Revenue Fund Income Statement, presented quarterly for July – September 2018, showed revenue at $280,059.94, which was 103.84% of the budgeted amount. There were very few expenses for FY2018; most projects were rolled forward to the FY2019 budget. The Capital Projects Fund Income Statement, presented quarterly for July – September 2018, showed Lodging Fee revenue at 112.34% of budget. Many of the larger expenses for projects were rolled forward to FY2019 budget. Expenses for this quarter included the Road and Bridge project, the Industrial Access Road project, and Project Blackdog and Fairview Avenue improvements. The Group Health Fund Income Statement showed a net income of $292,200.25 for the year. The Group Health Fund performed well this year and no general fund supplements were required. The Bank Balances report showed a total cash balance of $22,694,742.45 as of September 30, 2018. The City Wide Accounts Payable and Debt Balances report show total debt at $58,174,586.33 as of September 30, 2018. The total non-enterprise debt was $24,869,960.74. This balance reflects the call of 2013 warrants, which were paid off in September. CONSENT AGENDA: 1. Ms. Finnegan recently noticed a mother with a stroller, a small girl, and another lady trying to cross this road. With the walking trails, there needs to be some place to cross. Ms. Finnegan also suggested the need for a short sidewalk at the steep portion of Deer Trace near Quail Run. Ms. Finnegan also suggested that citizens have input on paving locations if additional funding is available, including Pletcher Street. CLOSING COMMENTS: Council President Striplin thanked all attending the meeting. ADJOURN: There being no further business to come before the council, Councilor Starnes made a motion to adjourn and Councilor Jackson seconded the motion.
