CITY COUNCIL MINUTES
TUESDAY, DECEMBER 5, 2017
6:01 P.M.
The Prattville City Council met in regular session on Tuesday, December 5, 2017, at 6:01 p.m.
in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag,
Council President Striplin gave the invocation. Roll was called and all Councilors were present.
THE CHARACTER TRAIT OF THE MONTH IS COMPASSION: Investing whatever is
necessary to heal the hurts of others.
APPROVAL OF MINUTES: Public Hearing and City Council Meeting November 21, 2017.
Council President Pro Tempore Brown made a motion to adopt the minutes and Councilor
Strichik seconded the motion. With no discussion, the minutes were adopted (7-0).
COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA:
None
Council President Striplin recognized members of Boy Scout Troop 156 in the audience. The
Scouts introduced themselves by name and rank.
MAYOR’S REPORT:
Mayor Gillespie thanked the Parks and Recreation Department for a great job organizing the
Christmas Tree Lighting and the Christmas Parade. The Christmas Parade may have set the
record for the largest crowd in attendance. These events have become a Christmas tradition
for residents in the River Region. Many citizens have enjoyed the decorations downtown. The
Mayor thanked all who had a hand in transforming downtown into a Christmas Wonderland.
As the Christmas holidays approach, Mayor Gillespie encouraged citizens to check the City’s
website and Facebook to stay up to date on holiday sanitation schedules. He also encouraged
all to be mindful of their surroundings this Christmas season. Prattville is blessed to be the 10th
Safest City in Alabama per the Safe Home 2017 list of Safest Cities in Alabama. The Mayor
encouraged all to “See Something, Say Something.”
A Main Street Christmas will be held downtown on December 12th at 5:00 p.m. All were
encouraged to come out and enjoy the lights and decorations, visit with Santa, and complete
their shopping list while enjoying caroling, children’s projects, hot chocolate, prizes, carriage
rides and more.
The Community Chorus and the Prattville Pops will hold their Christmas Concert at the Doster
Center on December 8th. This is a free event.
A Charlie Brown Christmas will begin on December 7th. All tickets have been sold out for these
performances.

Bridge Street is now closed nightly from 7-10 p.m. in order to allow family and friends to enjoy
the lights.
Councilor Starnes attended the Alabama League of Municipalities Leadership Institute on
December 4-5th. While at the institute, he met with representatives from Montevallo, Athens,
and Alabaster. These communities have established Youth Councils in their cities. Councilor
Starnes asked for the Mayor’s support in establishing a Youth Council in Prattville. Councilor
Jackson would also like to participate in this program.
REPORT FROM COUNCIL ON SPECIAL COMMITTEES:
Councilor Starnes called a Police Committee meeting for December 8th at 10:00 a.m.
Councilor Strichik called a Fire Committee meeting for December 8th at 10:00 a.m.
Councilor Boone reported that the Parks and Recreation Committee met on November 29th
and discussed parks and recreation related fees and public usage of the City’s facilities.

1. RESOLUTION: To Authorize the Mayor to have Various Weeded Lots Abated per Title 11,
Chapter 67 of the Code of Alabama, 1975, as Amended. (Sponsored By: Councilor Starnes)

Councilor Boone made a motion to place Item #’s 1-2 on a Consent Agenda and Councilor
Cables seconded the motion. The items were placed on a Consent Agenda (7-0). Councilor
Cables made a motion to adopt the Consent Agenda and Councilor Starnes seconded the

1. RESOLUTION: To Request a Local Legislative Act for Proposed Annexation. (Sponsored

Council President Pro Tempore Brown made a motion to adopt the Resolution and Councilor
Starnes seconded the motion. Councilor Cables asked City Planner Joel Duke to explain

advertising requirements and notification to citizens. Mr. Duke explained that the State
Constitution requires that the newspaper advertisement run one time per week for four
consecutive weeks. Senator Chambliss has requested that citizens affected by the proposed
annexation receive direct notification. While work is completed to create the bill, notice will be
sent out to property owners based on the Revenue Commission tax records. Councilor Boone
asked if advertisement costs will be paid directly by the City or paid to the County on a
reimbursement basis. Mr. Duke explained that he did not have an answer to that question yet,
but would provide an answer when the information is available. There being no further

Councilor Cables introduced the Ordinance printed in Resolution Book 2017-A, Page 237.
Councilor Cables made a motion to adopt the Ordinance and Councilor Starnes seconded the
motion. By point of order, the Ordinance will hold over until after the public hearing on January
2, 2018.

CLOSING COMMENTS:
Mayor Gillespie thanked employees, the City Council, and citizens for all they do for the City.
Councilor Cables thanked the Parks & Recreation, Police & Fire Departments, and all other
City staff for a job well done in the Christmas Tree Lighting program and the Christmas Parade.
Many people turned out to enjoy these events.
Councilor Boone thanked all employees who have worked so hard to make Prattville beautiful
during the Christmas season.
Council President Striplin thanked all employees, department heads and council members for
all of their hard work.
ADJOURN:
There being no further business to come before the council, Councilor Boone made a motion
to adjourn and Councilor Strichik seconded the motion. The meeting adjourned (7-0) at 6:26
p.m.
