CITY COUNCIL MINUTES
TUESDAY, NOVEMBER 21, 2017
6:01 P.M.
The Prattville City Council met in regular session on Tuesday, November 21, 2017, at 6:01
p.m. in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag,
Council President Striplin gave the invocation. Roll was called and all Councilors were present.
THE CHARACTER TRAIT OF THE MONTH IS WISDOM: Seeing and responding to life
situations from a perspective that transcends current circumstances.
APPROVAL OF MINUTES: Public Hearing and City Council Meeting November 7, 2017.
Councilor Boone made a motion to adopt the minutes and Councilor Strichik seconded the
motion. With no discussion, the minutes were adopted (7-0).
COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA:
None
MAYOR’S REPORT:
Thanksgiving is here and the Christmas season is right around the corner. Mayor Gillespie
thanked the dedicated employees for their hard work, time and effort to transform the City into
a Christmas wonderland.
The Christmas Tree Lighting will be held on November 28th at 5:30 p.m., with the tree lighting
countdown at 7:00 p.m. The Annual Christmas Parade will take place on December 1st at 7:00
p.m. and A Main Street Christmas will be held on December 12th at 5:00 p.m.
The Way Off Broadway Theatre will being showing A Charlie Brown Christmas on December
7th. The Way Off Broadway Theatre has presented three sold out shows this year, including
Hairspray, To Kill a Mockingbird, and now A Charlie Brown Christmas. Mayor Gillespie thanked
the Cultural Arts Department for their commitment to success and looks forward to what they
have in store for next year.
The Mayor encouraged all to remember to keep their faith, family, and friends at the forefront,
and to lean on each other, pray for each other, and lift up those in need during this holiday
season.
REPORT FROM COUNCIL ON SPECIAL COMMITTEES:
Council President Striplin reported that the Finance Committee met on November 16, 2017 at
4:00 p.m. and that all members were present. The committee briefly discussed in general terms
annexation, apartments, and matters concerning individual property sites around the City.
REPORT ON THE STATUS OF CITY FINANCES:
Finance Director Daniel Oakley presented the finance reports for October 2017. The General
Fund Revenue report showed that revenue for October was $186,334.03, an increase of 0.86%
in comparison to the prior year. September sales taxes collected in October were pushed back
to show as September revenue.

The Tax Breakdown Comparison report showed revenue increased by 1.24% in comparison
to the prior year.
The Expenses by Department report showed that with 8.33% of the budget year complete,
overall expenses were at 14.59%. The annual premiums for the City’s liability insurance was
paid in October.
The Wastewater Enterprise Fund Income Statement showed a net loss of ($1,416,322.69) for
October 2017. This loss was due to $1.6 million in expenses paid from reserve funds for the
plant expansion project. The Wastewater Enterprise Fund was reimbursed for those expenses
yesterday and those numbers will reflect in the November 2017 report.
The Sanitation Enterprise Fund Income Statement showed a net loss of ($14,745.83) for
October 2017. This loss was due to liability insurance premiums being paid in October.
The Judicial Special Revenue Fund Income Statement showed a net income of $6,549.32 for
October 2017. Expenses were also below budget.
The Bank Balances report showed a total cash balance of $16,868,128.69 as of October 31,
2017.
The City Wide Accounts Payable and Debt Balances report show total debt at $33,999,434.95
as of October 31, 2017.
The East Development Cost/Benefit Report was a new report which included revenue and debt
service for High Point, Town Center, and The Exchange since FY2007. To date, the total net
income was $53,483,444.33. The total debt service payments were $31,903,058.94. The net
return on investment to date was $21,580,385.39.

Council President Pro Tempore Brown made a motion to place Item #’s 1-5 on a Consent
Agenda and Councilor Starnes seconded the motion. Councilor Cables requested that the
development of a process to review applications for appointment be kept on the front. Councilor
Jackson agreed with Councilor Cables, adding that it is essential to develop a plan of action
for future appointments. There being no further discussion, the items were placed on a Consent
Agenda (7-0). Councilor Starnes made a motion to adopt the Consent Agenda and Councilor
Cables seconded the motion. There being no discussion, the Consent Agenda was adopted
with the following results:

COMMENTS FROM PERSONS PRESENT:
Jon Lee Finnegan, 211 Deer Trace, addressed the Council regarding the two individuals who
were recently hit by a vehicle while crossing McQueen Smith Road near Walmart, and the
proposed senior apartments to be located near the Rochester Hills Apartments. Ms. Finnegan
asked if pedestrian crosswalks have been considered for this area.
CLOSING COMMENTS:
Mayor Gillespie wished all a safe and family-filled Thanksgiving and wished safe travels for
those traveling during this holiday. He thanked citizens, dedicated employees, and the City
Council for all they do to contribute to this City.

Councilor Jackson wished all a Happy Thanksgiving and urged everyone to spend quality time
with friends and family and to shop locally on Black Friday.
Council President Pro Tempore Brown thanked employees for their hard work to make the City
look breathtaking. She wished all a Happy Thanksgiving.
Councilor Starnes wished all a Happy Thanksgiving.
Councilor Cables wished all a Happy Thanksgiving and encouraged all to serve someone in
need during this holiday season.
Councilor Strichik thank Parks & Recreation Director Kellie Cook, other department heads and
employees for the beautiful work in the downtown area and around the City. He wished all a
Happy Thanksgiving and encouraged time spent with family. He wished his Council family a
Happy Thanksgiving.
Councilor Boone wished everyone a Happy Thanksgiving.
Council President Striplin expressed appreciation to the City staff and Council. He wished all a
Happy Thanksgiving.
ADJOURN:
There being no further business to come before the council, Councilor Cables made a motion
to adjourn and Councilor Jackson seconded the motion. The meeting adjourned (7-0) at 6:20
p.m.
