CITY COUNCIL MINUTES
TUESDAY, MAY 2, 2017
The Prattville City Council met in regular session on Tuesday, November 15, 2016, at 6:04
p.m. in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag,
Council President Striplin gave the invocation. Roll was called and all Councilors were present.
THE CHARACTER TRAIT OF THE MONTH IS ALERTNESS: Being aware of what is taking
place around me so I can have the right responses.
APPROVAL OF MINUTES: City Council Meeting April 18, 2017
Councilor Starnes made a motion to adopt the minutes and Council President Pro Tempore
Brown seconded the motion. With no discussion, the minutes were adopted (7-0).
COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA:
None
MAYOR’S REPORT:
Mayor Gillespie was granted a point of personal privilege to award Fire Chief Terry Brown
with a Day of Recognition for Firefighters proclamation. Chief Brown thanked the citizens of
Prattville, City Council and Mayor.
The Mayor presented Deana Acklin, along with Prattville Area Cycling Enthusiasts and the
Montgomery Bike Club with a proclamation declaring May 2017 as Bike Month. Ms. Acklin
informed the council that the mission of these groups is to educate the public on how bicycles
and motor vehicles should share the road, as well as keeping families fit and active. She
hopes to be able to work with the City to make bike routes safer. The events that are held
during Bike Week generate tourism, bringing money into the City.
The Mayor announced that Crappiemasters are coming to Prattville this weekend and will be
launching from Cooter’s Pond.
On May 20, 2017 the Farmers’ Market opens for the season at 7:00 a.m., it is Armed Forces
Day at The David Whetstone Sports Complex, the Mayor’s Bike Ride begins at 9:45 a.m. and
Touch A Truck begins at 10:00 a.m.
REPORT FROM COUNCIL ON SPECIAL COMMITTEES:
Councilor Boone reported that the Parks and Recreation Committee met on Monday, April
24, 2017 to discuss the possibility of connecting certain parks to adjoining properties.

Boone seconded the motion. By point of order, it is necessary that the council rules be

“Back-to-School Sales Tax Holiday” Legislation. (Sponsored By: Council President

5. RESOLUTION: To Declare the Structure Located at 570 East 6th Street to Be Unsafe and
a Public Nuisance. (Sponsored By: Councilor Jackson)

Councilor Jackson made a motion to adopt the Resolution and Councilor Strichik seconded
the motion. Councilor Starnes asked what qualifies a structure as dilapidated. City Code
Enforcement Officer Brandon Johnson explained that there is a set procedure to determine if
a structure is dilapidated. In this particular case there is fire damage, a hole in the roof and
damage to the floor. Once code enforcement has evaluated the structure the City Building
Inspector verifies that the structure is indeed dilapidated. There being no further discussion,
the Resolution was held with the following results:

CLOSING COMMENTS:
The Mayor noted that this year’s National Day of Prayer Service will be held on Wednesday,
May 3, 2017, at 6:15 p.m., at First Baptist Church.
Council President Pro Tempore Brown called a Street Committee meeting for May 11, 2017
in the City Hall Annex conference room.
Councilor Strichik thanked all who attended the District 5 and 6 picnic. He also thanked all
employees for their hard work getting ready for City Fest.
In recognition of City Clerks Week, which is May 7-13, 2017, Council President Striplin
expressed his appreciation to City Clerk Cathy Dickerson and Assistant City Clerk Jamie
Ferrari.
Council President Striplin announced that there would be a public meeting for the Pine Creek
Plant Upgrade project on Tuesday, May 9, 2017.

Council President Striplin announced that the Council needed to enter Executive Session to
discuss economic development. City Attorney David McDowell had provided the City Clerk with
a letter of explanation for the Executive Session. That letter is made part of the official record.
Council President Pro Tempore Brown made a motion to enter into Executive Session and
Councilor Strichik seconded the motion. With a vote of (7-0), the Council entered Executive
Session at 6:30 p.m. Council President Striplin announced that the Executive Session was
expected to last approximately thirty minutes and the Council would return to adjourn.
The Council exited the Executive Session and reconvened the Regular Session at 7:03 p.m.
Councilor Boone did not return.
ADJOURN:
There being no further business to come before the council, Councilor Cables made a motion
to adjourn and Councilor Strichik seconded the motion. The meeting adjourned (6-0) at 7:03
p.m.
