Minutes 2017-04-04 1 PRATTVILLE CITY COUNCIL CITY COUNCIL MINUTES TUESDAY, APRIL 4, 2017 6:00 P.M. The Prattville City Council met in regular session on Tuesday, April 4, 2017, at 6:00 p.m. in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Council President Striplin gave the invocation. Roll was called and all Councilors were present. THE CHARACTER TRAIT OF THE MONTH IS HUMILITY: Acknowledging that achievement results from others’ investment in life. APPROVAL OF MINUTES: City Council Meeting March 21, 2017 Council President Pro Tempore Brown made a motion to adopt the minutes and Councilor Strichik seconded the motion. With no discussion, the minutes were adopted (7-0). COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA: None MAYOR’S REPORT: The Mayor was granted a Point of Privilege to present a Commendation to Autauga County PALS. The Mayor thanked Councilor Marcus Jackson, Sanitation Superintendent Tracy Simpson, Autauga County PALS and PALS Chairman, John-Paul O’Driscoll for the recent neighborhood cleanup in the Spring Hill community. He also thanked Elizabeth Taylor for organizing the event. Mr. O’Driscoll announced that Autauga County Pals turned 10 years old on this day. He presented the Mayor and Council with a 10 year report outlining some of the achievements in the past 10 years. This report is made part of the official record. He acknowledged the original committee members and gave special recognition to Mrs. Hazel Lee, on behalf of her late husband, Mr. Robert “Bob” Lee. Mr. Lee was an original member and instrumental in getting the organization started. The Mayor expressed his appreciation for Mr. and Mrs. Lee. The Mayor thanked the Public Safety, Public Works and other dedicated employees the City for their efforts during the previous night’s severe weather. April is Autism Awareness month. The Mayor thanked Judge Joy Booth and Jennifer Barret for bringing awareness to autism in this community. Maxwell Air Force Base will be holding their Air Show on Saturday and Sunday acknowledging the U.S. Air Force’s Heritage to Horizon, A Celebration of 100 Years of Air Power since WWI. Opening ceremonies will be at 11:00 a.m. on both days. Police, Fire and IT have moved into the Public Safety building. 2 The bid process has taken place on our Public Works building at just about the time that the site work is being completed. With Council approval, the Public Works building will be ready to inhabit five months from the date of contract award. REPORT FROM COUNCIL ON SPECIAL COMMITTEES: Council President Striplin reported that the Finance Committee met on April 3, 2017 at 3:30 p.m., and all members were present. The committee heard general comments concerning the City audit, a franchise agreement with Alabama Gas Co., and received notice the documents requested from the Martins had been received. The City will have several opportunities to address issues with various small parcels of property. The Committee desires to have all of the properties being considered for surplus addressed at one time. There is a possibility for a smaller golf tournament in the fall of this year. A process for relocation and renovation of certain offices within City Hall is being considered. The Committee went into executive session to review several economic development opportunities, and discuss matters with their attorney. The committee exited executive session, reconvened and adjourned at 5:15 p.m. AGENDA 1. ORDINANCE: To Repeal City of Prattville Code of Ordinances, Chapter 62, Division III – Truck Routes, Section 62-116-Prohibited. (Sponsored By: Council President Pro Tempore Brown) ORDINANCE BOOK 2017, PAGE 006 Council President Pro Tempore Brown made a motion to adopt the Ordinance and Councilor Boone seconded the motion. By point of order, it is necessary that the council rules be suspended if immediate action is to be considered. Councilor Starnes made a motion to suspend the rules and Council President Pro Tempore Brown seconded the motion. There being no discussion, the rules were suspended (7-0). There being no discussion, the Ordinance was adopted with the following results: AYES : STRIPLIN, JACKSON, BROWN, STARNES, CABLES, STRICHIK, BOONE 7 NAYS : NONE 0 ABSTAINED : NONE 0 ABSENT : NONE 3 2. RESOLUTION: To Set a Public Hearing to Rezone Property Located at Martin Luther King, Jr. Drive and Moses Road from R-3 (Single Residential) to PUD (Planned Unit Development). (Sponsored By: Councilor Jackson) RESOLUTION BOOK 2017, PAGE 057 Councilor Jackson made a motion to adopt the Resolution and Councilor Cables seconded the motion. There being no discussion the Resolution was adopted with the following results: AYES : STRIPLIN, JACKSON, BROWN, STARNES, CABLES, STRICHIK, BOONE 7 NAYS : NONE 0 ABSTAINED : NONE 0 ABSENT : NONE Councilor Jackson introduced the Ordinance written in Resolution Book 2017, Page 057. Council Jackson made a motion to hold the Ordinance and Councilor Starnes seconded the motion. The Ordinance was held until May 2, 2017. COMMENTS FROM PERSONS PRESENT: None CLOSING COMMENTS: Councilor Cables thanked Mr. O’Driscoll and the Autauga County PALS for all of their hard work. He also recognized Assistant Chief of Police Diane Hamm, and the police department for their help with the Centerpoint Fellowship Church ½ marathon. He thanked Parks and Recreation Director Kellie Cook and Barbara Simpson for a successful Cultural Arts event over the weekend. Council President Striplin announced that the Council needed to enter Executive Session to discuss economic development. City Attorney David McDowell had provided the City Clerk with a letter of explanation for the Executive Session. That letter is made part of the official record. Councilor Starnes made a motion to enter into Executive Session and Council President Pro Tempore Brown seconded the motion. With a vote of (7-0), the Council entered Executive Session at 6:22 p.m. Council President Striplin announced that the Executive Session was expected to last approximately one hour and the Council would return to adjourn. The Council exited the Executive Session and reconvened the Regular Session at 7:32 p.m. ADJOURN: There being no further business to come before the council, Council President Pro Tempore Brown made a motion to adjourn and Councilor Cables seconded the motion.
