CITY COUNCIL MINUTES
TUESDAY, NOVEMBER 15, 2016
6:09 P.M.
The Prattville City Council met in regular session on Tuesday, November 15, 2016, at 6:09 p.m.
in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag,
Council President Striplin gave the invocation. Roll was called and all Councilors were present.
THE CHARACTER TRAIT OF THE MONTH IS GRATEFULNESS: Demonstrating
appreciation to others for what I have and how they have helped me.
APPROVAL OF MINUTES: Public Hearing and City Council Meeting November 1, 2016 and
Organization Meeting November 7, 2016. Council President Pro Tempore Brown made a
motion to adopt the minutes and Councilor Strichik seconded the motion. With no discussion,
the minutes were adopted (7-0).
COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA:
None
MAYOR’S REPORT:
Mayor Gillespie congratulated Council President Striplin and President Pro Tempore Brown,
and welcomed the Council to the first regular meeting of the Quadrennium.
The Mayor requested a Point of Privilege and asked Doug Moseley to come forward. Mayor
Gillespie presented Mr. Moseley with a plaque which included the GFOA Certificate of
Achievement for Excellence in Financial Reporting. The Mayor told Mr. Moseley that it has
been a pleasure and honor working with him and thanked him for his service to the City of
Prattville, adding that Mr. Moseley has grown in his position as Finance Director and has
helped the City to grow.
The annual Veterans’ Day event was one of the best in recent history. The Mayor expressed
appreciation to American Legion Post 122 and VFW Post 1349 for their hard work. He also
thanked all City employees who assisted in making the event a success.
The Christmas Tree Lighting will be held on November 28, 2016 on Court Street adjacent to
Heritage Park. The event will begin at 5:30 p.m. and the tree lighting will take place at 7:00
p.m.
The Christmas Parade will be held on December 2, 2016 at 7:00 p.m. The parade will begin at
the Courthouse and end at the Stanley-Jensen Stadium. Local spiritual leaders will be the grand
marshals for the Christmas Parade.
The Parks and Recreation and Urban Management Departments are busy putting up Christmas
decorations in the downtown area, including a new covered bridge addition on Bridge Street.
REPORT FROM COUNCIL ON SPECIAL COMMITTEES:

REPORT ON THE STATUS OF CITY FINANCES:
Doug Moseley presented the finance reports for October 2016. The Unaudited General Fund
Revenue report showed that overall revenue was up by 6.59% in comparison to prior year. The
first column showed actual revenue received in October 2016. The second column showed year-
to-date totals. The zeroes indicate that much of the revenue received in October is earned in
September of the previous fiscal year.
The Tax Breakdown Comparison report showed revenue increased 6.64%, or $133,740.21, in
comparison to the prior year.
The Unaudited Expenses by Department report showed each department is broken down into
four categories – salary, benefits, operations and capital outlay. A portion of the salary and
benefits paid in October was accrued into the previous fiscal year.
The Wastewater Enterprise Fund Income Statement showed budgeted revenue budgeted at
0.00%. Budgeted expenses were at 8.33%.
The Sanitation Enterprise Fund Income Statement also showed revenue budgeted at 0.00%.
Budgeted expenses were at 8.33%.
The Judicial Special Revenue Fund Income Statement showed budgeted revenue at 8.33%
because all revenue is earned at the time it is received. A portion of the salaries and benefits for
the first payroll in October are pulled back into September.
The Bank Balances report showed a total cash balance of $19,286,370.98 as of October 31,
2016.
The City Wide Accounts Payable and Debt Balances report show total debt at $38,178,383.19
as of October 31, 2016.
Mr. Moseley thanked the Council for the opportunity to serve as the Finance Director of the
City of Prattville. Over the last six years, the City has been through much and at times it was a
bumpy road. Mr. Moseley stated he is thankful for the adventure and now it is time for him to
start a new adventure. The City is on the right path due to its leadership and the hard work of
all. He expressed gratitude for the many friendships he has gained through this job. He could
not have paid for the experience and hard lessons learned in this position. He thanked the
Mayor, Council, and all the citizens of Prattville for this opportunity.
Council President Striplin expressed appreciation to Mr. Moseley for his dedicated service to
the City of Prattville.

CLOSING COMMENTS:
Mayor Gillespie wished everyone a wonderful Thanksgiving filled with faith, family and friends.
He thanked the Council for their service.
Council President Striplin expressed appreciation to all City employees for their positive
approach to making Prattville the Preferred Community. He wished all a very fulfilling
Thanksgiving.
