Minutes 2016-06-21 1 PRATTVILLE CITY COUNCIL CITY COUNCIL MINUTES TUESDAY, JUNE 21, 2016 6:03 P.M. The Prattville City Council met in regular session on Tuesday, June 21, 2016, at 6:02 p.m. in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Councilor Boone gave the invocation. Roll was called and all Councilors were present. THE CHARACTER TRAIT OF THE MONTH IS ENDURANCE: The inner strength to withstand stress and do my best. APPROVAL OF MINUTES: Public Hearing and City Council Meeting June 7, 2015. Councilor Boone made a motion to adopt the minutes and Councilor Whiteside seconded the motion. With no discussion, the minutes were adopted (7-0). COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA: Jon Lee Finnegan, 211 Deer Trace, addressed the Council regarding Agenda Item #3, the purchase of additional garbage cans. Ms. Finnegan provided the attached statement to be included in the official minutes. Councilor Boles requested that Ms. Finnegan resend the email which included the garbage collection ordinance from El Paso, Texas. Councilor Boles also stated that he is a fan of garbage cans and that citizens have the option to pay for additional trash cans. MAYOR’S REPORT: Mayor Gillespie thanked Code Enforcement Office Ray Rice for the job he is doing. The list of weeded lots on the agenda has been reduced due to his efforts. Mayor Gillespie thanked the hometown heroes, the dedicated public employees, for their quick response to the weather event on Friday, June 17, 2016. The Mayor thanked the Fire, Police and Engineering employees for their first response and thanked the Public Works and Parks & Recreation employees for their clean-up efforts. Teamwork is very important and all of these departments worked together toward a common goal above and beyond expectations. The paving project on Main Street from Memorial Drive to Shady Oak Lane will begin on June 27, 2016. In an effort to be less disruptive, contractors will work at night. A successful softball tournament was held last week at Mac Gray Park in a cooperative effort with the City of Montogmery. The Mayor expressed appreciation for the partnership, but more importantly thanked the Parks and Recreation Department staff for working all weekend to make it a great event. The Summer Creekwalk Concert Series kicked off on June 14, 2016 featuring Souled Out. There was a great crowd and by all indications, it was a great success. The next concert will be held on June 28, 2016 at 7:00 p.m. on the Creekwalk featuring Hollye Horton. The Prattville Pops & Community Chorus will hold a Patriotic Concert on July 2, 2016 at 7:00 p.m. at the Pratt Park Amphitheatre. This event will kick off the Independence Day events. 2 The annual 4th of July Parade will kick off at the Courthouse at 9:00 a.m. and end at Stanley- Jensen Stadium. The Lions Club BBQ will begin at 10:00 a.m. at Pratt Park. Participants in the Cardboard Boat Races will start to build their boats at 10:00 a.m. at Pratt Pool. This year will be the 15th anniversary of the fireworks presentation. Gates will open at 6:00 p.m. with a concert featuring the band Creativity. Fireworks will begin at dusk. There will be an adjusted Sanitation schedule for the week of July 4, 2016. Details will be available on the website. There may be slight delays on Martin Luther King Jr. Drive in the near future due to a piping project that will not only provide curb appeal, but also allow City crews to mechanize their landscaping tasks. Mayor Gillespie encouraged Councilors to support Consent Agenda Item #4 to apply for a CDBG grant for the demolition of the Gloria Plant on Martin Luther King Jr. Drive. Removal of the building will allow for parks related activities on that property. REPORT FROM COUNCIL ON SPECIAL COMMITTEES: Council President Pro Tempore Striplin reported that the Sanitation Committee met on June 13, 2016 to discuss the public’s demand for additional trash cans. The committee recommended purchasing an additional load of trash cans in the current budget year and to review recommendations for additional cans for the 2017 budget year. REPORT ON THE STATUS OF CITY FINANCES: Finance Director Doug Moseley presented the finance reports for May 2016. The Unaudited General Fund Revenue report showed that overall revenue was up by $151,638.38 in comparison to May 2015, and by 4.02% in comparison to prior year. The Tax Breakdown Comparison report showed revenue increased 5.77% in comparison to the prior year. The Unaudited Expenses by Department report showed expenses were in line with the budget. With 66.67% of the year complete, overall expenses were at 60.69%. The Wastewater Enterprise Fund Income Statement showed that with 58.33% of the budget year complete, revenue was at 61.22%. Expenses were at 59.23% with 66.67% of the budget year complete. Recent capital outlay projects were included. The Sanitation Enterprise Fund Income Statement showed that with 58.33% of the budget year complete, revenue was at 56.75%. Expenses were at 75.77% with 66.67% of the budget year complete. The loan for new equipment did show on this report. Loan payments for the equipment should begin this month or the beginning of next month. 3 The Judicial Special Revenue Fund Income Statement showed a net of ($8,159.01) for the month of May. Revenue has been running behind, but is starting to catch up now and show some positive growth. The Bank Balances report showed a total cash balance of $20,731,605.16 as of May 31, 2016. The City Wide Accounts Payable and Debt Balances report show total debt at $39,270,723.49 as of May 31, 2016. CONSENT AGENDA: 1. Ms. Finnegan stated she has brought this matter to the Council’s attention since 2009. The City of Montgomery has recently amended their ordinance to include more severe penalties for repeat offenses of vehicles parked on residential lawns. Ms. Finnegan noted that parking on lawns is not attractive and detracts from those property owners who care about their homes and their lawns. CLOSING COMMENTS: Mayor Gillespie thanked other City departments which operate more behind the scenes, including the City Clerk, Finance, Human Resources, and Planning Departments. It takes all to move this mechanized service-oriented organization forward, including the Council. Councilor Whiteside thanked Sanitation Superintendent Tracy Simpson for visiting residences in his district door-to-door with information on the sanitation schedule. Councilor Boles wished all a Happy 4th of July. Councilor Boles will not be present at the next meeting due to being in attendance at the graduation of his daughter in Texas. Council President Wood thanked each employee for the job they do for the City and thanked Councilors for their continued work in their committees. ADJOURN: There being no further business to come before the council, Councilor Boone made a motion to adjourn and Councilor Starnes seconded the motion.
