CITY COUNCIL MINUTES
TUESDAY, MAY 17, 2016
6:02 P.M.
The Prattville City Council met in regular session on Tuesday, May 17, 2016, at 6:02 p.m. in the
Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Council
President Wood gave the invocation. Roll was called and Councilors Starnes and Whiteside
were recorded as being absent. Councilor Starnes was on military leave and Council Whiteside
was attending additional training following the Alabama League of Municipalities’ Annual
Convention.
THE CHARACTER TRAIT OF THE MONTH IS SINCERITY: Doing what is right with
transparent motives.
APPROVAL OF MINUTES: City Council Meeting and Public Hearing May 3, 2016.
Councilor Boles made a motion to adopt the minutes and Councilor Boone seconded the
motion. With no discussion, the minutes were adopted (5-0).
COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA:
None
MAYOR’S REPORT:
Mayor Gillespie requested a Point of Privilege and presented “Bee Meaningful” medals to the
youth participating in the “Bee Meaningful” service project. USA National 2016 Miss Alabama
Princess, 8-year old Mylee Kervin, began the “Bee Meaningful” Campaign with the slogan
“Don’t be mean, BEE MEANingful!” During the last six months, 30 participants ranging in age
from 4 – 21 provided over 450 hours of community service.
The Mayor presented a proclamation to Police Chief Mark Thompson recognizing May 15-21,
2016 as National Police Week, and proclaiming May 15, 2016 as Peace Officers Memorial Day.
Mayor Gillespie also recognized May 15-21, 2016 as Public Works and Infrastructure Week.
CityFest was hugely successful. Mayor Gillespie congratulated the Chamber of Commerce for
their efforts. He also thanked all City departments and employees who participated in or
assisted with this event.
Mayor Gillespie and Councilor Whiteside attended the Alabama League of Municipalities’
Annual Convention in Huntsville, Alabama from May 15-17, 2016.
Consent Agenda Item #3 was previously awarded to the Dog Pound Beach area in 2012, but
was determined by all involved that the better location was Allenville Road. Due to the location
change, the City was required to return the grant and reapply. ADECA considers this a good
project and the maximum amount of Land and Water Conservation Fund (LWCF) grant funds
allowed per project has increased since the initial application. The Resolution authorizes a 50%
match of cash and/or in-kind services for the maximum cap, but the actual amount needed for
the project has yet to be determined.

The Armed Forces Day program will be held on Saturday, May 21, 2016 at 9:00 a.m. at the
Whetstone Sports Complex. At 9:45 a.m., the Mayor’s Bike Ride will begin at Upper Kingston
Park and end at Pratt Park, and at 10:00 a.m., the Touch-a-Truck event will begin at Pratt
Park.
REPORT FROM COUNCIL ON SPECIAL COMMITTEES: None
REPORT ON STATUS OF CITY FINANCES:
Finance Director Doug Moseley presented the finance reports for April 2016. The Unaudited
General Fund Revenue report showed that overall revenue was up by 3.64% in comparison to
prior year. This is positive since the current year does not include ambulance fees from Autauga
County.
The Tax Breakdown Comparison report showed revenue increased 2.97% in comparison to the
prior year.
The Unaudited Expenses by Department report showed that with 50% of the year complete,
overall expenditures were at 53.95%. This was due to the debt service payment at the beginning
of the year.
The Wastewater Enterprise Fund Income Statement showed that with 50% of the budget year
complete, revenue was at 53.96%. With 58.33% of the budget year complete, expenses were at
54.02%.
The Sanitation Enterprise Fund Income Statement showed that with 50% of the budget year
complete, revenue was at 49.60%. With 58.33% of the budget year complete, expenses were at
69.98%. This was due to the capital expenditure for new equipment.
The Judicial Special Revenue Fund Income Statement showed that with 58.33% of the budget
year complete, revenue was at 42.04%. Revenue should continue to trend up due to income tax
interceptions. With 58.33% of the year complete, expenses were below budget at 45.44%.
The Bank Balances report showed a total cash balance of $19,762,385.79 as of April 30, 2016.
The City Wide Accounts Payable and Debt Balances report show total debt at $37,920,831.22
as of April 30, 2016.

Councilor Brown introduced the Ordinance printed in Resolution Book 2016, Page 096.
Councilor Brown made a motion to adopt the Ordinance and Boone seconded the motion. By
point of order, the Ordinance will hold over until after the public hearing on June 21, 2016.
COMMENTS FROM PERSONS PRESENT:
Steve Boyer, 734 Smith Avenue, addressed the Council regarding continued traffic issues on
Smith Avenue. The speed detector had technical issues and did not collect any data. The police
presence has tapered off some and speeding has worsened.
CLOSING COMMENTS:
Council President Wood will call a Finance Committee meeting in the near future. Council
President Wood thanked all who attended the meeting, and thanked all City employees, the
Council, Mayor, and the citizens of Prattville for their support of this community.
ADJOURN:
There being no further business to come before the council, Councilor Boles made a motion to
adjourn and Council President Pro Tempore Striplin seconded the motion. The meeting
adjourned (5-0) at 6:32 p.m.
