Minutes 2016-04-05 1 PRATTVILLE CITY COUNCIL CITY COUNCIL MINUTES TUESDAY, APRIL 5, 2016 6:00 P.M. The Prattville City Council met in regular session on Tuesday, April 5, 2016, at 6:00 p.m. in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Council President Wood gave the invocation. Roll was called and all Councilors were present. THE CHARACTER TRAIT OF THE MONTH IS FORGIVENESS: Releasing feelings of resentment. APPROVAL OF MINUTES: Public Hearing and City Council Meeting March 15, 2016. Councilor Starnes made a motion to adopt the minutes and Councilor Brown seconded the motion. With no discussion, the minutes were adopted (7-0). COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA: Jon Lee Finnegan, 211 Deer Trace, addressed the Council regarding item #5. Ms. Finnegan suggested that the City let bids for projects of this nature in the future. MAYOR’S REPORT: The Mayor was granted a point of personal privilege to present badges to the newly promoted Lt. Boles and Sgt. Tousignant of the Prattville Police Department. Both men have recently been through the promotional process. Lt. Boles expressed his appreciation to Councilor Boone for visiting the officers on 3rd shift. He thanked the Council for all that they do and for the equipment that they approve for the Police Department. Sgt. Tousignant also thanked the Council for their support of the Police Department. Mayor Gillespie thanked the families of Lt. Boles and Sgt. Tousignant for their support. He also thanked Chief Mark Thompson and the Humane Resources Department for getting this promotional process in place. Mayor Gillespie reported that there was a great turnout for the Arts Festival this past weekend despite the heavy rain; between 4 and 6 inches. He thanked Barbara Simpson and Brittany Glenn for their hard work along with Parks and Recreation Director Kellie Cook and all the Arts Council volunteers. He also thanked all departments who were out working during the rain event. He thanked the Council for supporting and locating the funding for the 3 T’s, because without the time, tools and talent, the City would not have progressed to the degree that it has. Jackson Thornton will discuss the audit at the next council meeting. Opening Day for Girls Softball was rescheduled for Saturday, April 9, 2016 at 9:00 a.m. at Newton Park. 2 The City was honored that the State Bicentennial Commission chose Prattville for its first informational session last week. On the consent agenda is a resolution to support this effort. The first Autauga/Prattville local events meeting will be held on April 28, 2016. The Mayor encouraged all to contact the Mayor’s Executive Assistant Teresa Lee to get involved. The Community Chorus will hold their Spring Dinner Concert on April 14 and 15, 2016. REPORT FROM COUNCIL ON SPECIAL COMMITTEES: Councilor Starnes reported that the Public Safety Committee met on March 25, 2016. Police Chief Mark Thompson updated the Committee on the new Public Safety Building. This will be a state of art facility for the Police, Fire and EMT personnel. To set up Neighborhood Watch citizens should contact Chief Thompson’s office. The next Police and Fire Citizen Academy will begin April 7, 2016. Councilor Boles reported that the IT Committee met on March 24, 2016, and requests that the Council move forward on Item #2. Councilor Boone reported that the Parks and Recreation Committee met on March 21, 2016 to discuss safety in City parks, improvements to the Cooters Pond area and the upcoming budget. There being no discussion, the Resolution was adopted with the following results: AYES : STRIPLIN, WOOD, BROWN, STARNES, WHITESIDE, BOLES, BOONE 7 NAYS : NONE 0 ABSTAINED : NONE 0 ABSENT : NONE 5 COMMENTS FROM PERSONS PRESENT: Eddie Barnes, 762 Stapleford Trail, requested that the Council consider amending various City of Prattville Code sections pertaining to sidewalks. Mr. Barnes is a member of the Highland Ridge Home Owner’s Association.. He would like the code to be amended to reflect that the City and not the home owner is responsible for the sidewalks. Mr. Barnes provided his suggested amendments to the City Clerk and they are made part of the permanent record. Councilor Starnes thanked Mr. Barnes and announced that he would be attending the next Home Owner’s Association meeting. Stanley Boysen, 1860 Sanford Drive, thanked the Council for passing the Ordinance to name truck routes in the City, re-routing big trucks away from the main city roads. Mr. Boysen also commended the Prattville Police Department for their quick response and professionalism during a call to his home. He added that all the City services are great. Steve Boyer, Smith Avenue, informed the Council of a speeding problem on Smith Avenue which is near the Intermediate School. He asked that they consider placing a stop sign at Smith Avenue and Davis Street. Richard Harrison, 121 Irma Lane, requested that the Council place more regulations on fun runs in the City. There was a 5k last Saturday, and the one mile marker was located in front of Mr. Harrison’s home. He explained that the noise was excessive. Councilor Brown stated that she had gotten a few complaints about residents being blocked in their driveways during the run. Councilor Whiteside stated that he had spoken to the organization that held the run on Saturday, and he understands that it was the largest one they have had to oversee and they would be more than happy to make changes in how future runs are handled. Mayor Gillespie stated that the Parks and Recreation Department has been working with his office to look at having my regulations on these types of runs. They hope to have a path or trail that the City can recommend that the event holders use. The Mayor thanked Mr. Harrison for his comments. Jon Lee Finnegan, 211 Deer Trace, requested that the Council adopt an Ordinance outlining the responsibilities of the homeowners utilizing the new City provided trash cans. She requested that one of the requirements of the ordinance be that the homeowner only have cans out on the day of pick-up, and that this requirement be strictly enforced. CLOSING COMMENTS: Council President Pro Tempore Striplin thanked City Planner Joel Duke for his many years of hard work on the project for the new Public Safety Building. Councilor Starnes recognized Kevin Turner also known as KT. He passed away on March 24, 2016 from ALS (Lou Grigoris disease). He was one of the key players for the State Championship in 1984 at Prattville High School and graduated from Prattville in 1987. He went on to play for the University of Alabama and wore #24. After graduation he was drafted on to the New England Patriots and then to the Philadelphia Eagles. He was diagnosed with ALS approximately 7 years ago. He became a National Figure for advocating for a cure of ALS. Councilor Starnes is working with the Council to recognize Kevin Turner and let his name live on in the City of Prattville. 6 ADJOURN: There being no further business to come before the council, Councilor Boles made a motion to adjourn and Councilor Boone seconded the motion.
