Minutes 2016-03-15 1 PRATTVILLE CITY COUNCIL CITY COUNCIL MINUTES TUESDAY, MARCH 15, 2016 6:05 P.M. The Prattville City Council met in regular session on Tuesday, March 15, 2016, at 6:05 p.m. in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Council President Wood gave the invocation. Roll was called and Councilor Boles was recorded as being absent. Councilor Boles was attending his daughter’s graduation. THE CHARACTER TRAIT OF THE MONTH IS PATIENCE: Taking the time necessary to work through a difficult situation. APPROVAL OF MINUTES: City Council Meeting and Public Hearing March 1, 2015. Councilor Brown made a motion to adopt the minutes and Councilor Starnes seconded the motion. With no discussion, the minutes were adopted (6-0). COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA: None Council President Wood recognized Scout Troop #156 in the audience. Matt Holtzscher introduced the individual scouts and explained that they are working on their Communication and Citizen and Community badges. MAYOR’S REPORT: Mayor Gillespie welcomed the scouts of Troop #156 and recognized them as future leaders. Mayor Gillespie requested a Point of Privilege. Police Chief Mark Thompson introduced the new Code Enforcement Officer Ray Rice to the Council. Mr. Rice thanked the Council for the opportunity. Mr. Rice grew up in Prattville, served five years in the Army, and worked twenty- four years with the Federal Bureau of Prisons. The Fountain City Arts Festival Dinner was held Saturday, March 12, 2016, honoring The Artist Nall. Mayor Gillespie thanked Special Events and Cultural Arts Director Barbara Simpson, Festival Coordinator Brittany Glenn, the Arts Council, and Park and Recreation Director Kellie Cook for their hard work in pulling off a great event. The Artist Nall donated a piece of art to the Gallery located at the Scott House. The Fountain City Arts Festival will be held on Saturday, April 2, 2016, in Pratt Park. The City of Prattville was featured in the March/April 2016 edition of The Alabama Municipal Journal magazine, published by the Alabama League of Municipalities, in an article titled “Digital Engagement in the Fountain City,” by Teresa Lee. REPORT FROM COUNCIL ON SPECIAL COMMITTEES: None 2 REPORT ON THE STATUS OF CITY FINANCES: Finance Director Doug Moseley presented the finance reports for February 2016. The Unaudited General Fund Revenue report showed that 48.41% of budgeted revenue has been received and that overall revenue was up by 1.5% in comparison to prior year. The Tax Breakdown Comparison report showed that revenue has increased 13.15% in comparison to the prior year. The Unaudited Expenses by Department report showed that departments had spent 38.13% of budgeted expenditures overall. The Wastewater Enterprise Fund Income Statement showed income in line with the budget and expenses were below budget. The SRF has been paid off as approved by the Council at the last meeting. The Sanitation Enterprise Fund Income Statement showed income in line with the budget and expenses were below budget. The remaining equipment ordered should be received in the next two weeks. The Judicial Special Revenue Fund Income Statement showed that revenue was lagging. Revenue normally increases this time of year with income tax refunds. The department has also kept expenses below budget. The Bank Balances report showed a total cash balance of $21,942,114.70 as of February 29, 2016. There are two new accounts included under the Capital Projects Fund – the Parks and Recreation Reserve Account and the Transportation Reserve Account. After the Parks and Recreation plan was completed during the past year, the Finance Director and the Mayor determined there was a need to start setting funds aside for future projects. Funds will also be needed in the future for large transportation projects. The City Wide Accounts Payable and Debt Balances report show total debt at $38,425,199.38 as of February 29, 2016. Councilor Starnes expressed appreciation for the great reception for the 217th MP Co. Councilor Starnes thanked the citizens of Prattville; Mayor Gillespie and his staff, Executive Assistant Teresa Lee and Administrative Assistant Lisa Byrd; Police Chief Mark Thompson and the Police Department; Fire Chief Terry Brown and the Fire Department; Parks and Recreation Director Kellie Cook and the Parks and Recreation Department; Executive Director Kristi Pieper with the Prattville-Autauga Character Coalition; President Patty VanderWal, Project Coordinator Melody Colvert, and the Military Committee of the Prattville Chamber of Commerce; Autauga County Sheriff Joe Sedinger and the Autauga County Sheriff’s Office; Marty Roney with the Prattville Progress; media outlets WSFA and WAKA; and all involved who helped make the welcome home successful. The soldiers deeply appreciated the welcome home from the City of Prattville. Councilor Boone welcomed Code Enforcement Officer Ray Rice to the City of Prattville. Council President Wood thanked all employees, the Mayor and the Council for all they do for the City. Council President Wood expressed his appreciation to all who attended the council meeting. Council President Wood announced that the Council needed to enter Executive Session to discuss economic development. City Attorney David McDowell had provided the City Clerk with a letter of explanation for the Executive Session. That letter is made part of the official record. Council President Pro Tempore Striplin made a motion to enter into Executive Session and Councilor Whiteside seconded the motion. With a vote of (6-0), the Council entered Executive Session at 6:30 p.m. Councilor Wood announced that the Executive Session was expected to last approximately one hour and the Council would return to adjourn. The Council exited the Executive Session and re-entered Regular Session at 7:41 p.m. ADJOURN: There being no further business to come before the council, Councilor Boone made a motion to adjourn and Councilor Whiteside seconded the motion.
