CITY COUNCIL MINUTES
TUESDAY, JULY 19, 2015
6:04 P.M.
The Prattville City Council met in regular session on Tuesday, July 19, 2016, at 6:04 p.m. in the
Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Council
President Wood gave the invocation. Roll was called and all Councilors were present.
THE CHARACTER TRAIT OF THE MONTH IS RESPONSIBILITY: Knowing and
doing what is expected of me.
APPROVAL OF MINUTES: Public Hearing and City Council Meeting July 5, 2016.
Councilor Boone made a motion to adopt the minutes and Councilor Starnes seconded the
motion. With no discussion, the minutes were adopted (7-0).
COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA:
None
MAYOR’S REPORT:
Mayor Gillespie had the opportunity to welcome the new Air War College class at Maxwell this
morning. Many in the class were already aware of the amenities that Prattville has to offer. The
Mayor expressed thankfulness that Maxwell continues to thrive in the River Region.
The Main Street paving project should be complete in the next two weeks. Mayor Gillespie
commended city crews for an excellent job on the Martin Luther King Jr. Drive piping project.
This project will provide additional space to walk, allow the City to mechanize maintenance,
provide curb appeal, and enhance storm drainage – making Prattville better one project at a
time.
July 20, 2016 is Founder’s Day in the Fountain City. The City will celebrate the occasion of
Daniel Pratt’s 217th birthday with a wreath laying ceremony at the Pratt Family Cemetery at
9:00 a.m., followed by a reception at the Prattaugan Museum.
The final Creekwalk Concert of the summer will be held on July 26, 2016, featuring Steven Bray.
It will be Military Appreciation Night and the Special Events Department will partner with the
Chamber of Commerce’s Military Affairs Committee to make this a great event.
The qualification period to run for elected municipal office ended at 5:00 p.m. today. Some
candidates were unopposed, some candidates have competition, and one Councilor has
completed his civic duty and has decided not to seek re-election. Mayor Gillespie thanked all
Councilors for their service to date and wished God’s blessings on them as they move forward.
REPORT FROM COUNCIL ON SPECIAL COMMITTEES: None
REPORT ON THE STATUS OF CITY FINANCES:
Finance Director Doug Moseley presented the finance reports for June 2016. The Unaudited
General Fund Revenue report showed the year-to-date revenue received at $27,516,145.65.
Revenue was up 4.55% in comparison to prior year.

The Tax Breakdown Comparison report showed revenue increased 5.35% in comparison to the
prior year.
The Unaudited Expenses by Department report showed that with 75% of the year complete,
overall expenses were at 68.94%.
The Wastewater Enterprise Fund Income Statement showed a year-to-date net loss of
($321,876.87). This was due to early payoff of the SRF loan.
The Sanitation Enterprise Fund Income Statement showed a year-to-date net loss of
($242,835.460). This was due to the capital expenditure for equipment needed to keep the
department working efficiently.
The Judicial Special Revenue Fund Income Statement showed a year-to-date net loss of
($49,575.24). The department continues to run steady. With revenue at 52.79% of the budgeted
amount, expenses were also held down to 59.24% of the budgeted amount.
The quarterly Gas Tax Special Revenue Fund Income Statement and Capital Project Fund
Income Statement, showed revenue and expenses for April – June 2016.
The Group Health Fund Income Statement showed revenue and expenses for April – June
2016. In May 2016, the account balance was $10,706.99. In June 2016, $500,000.00 was
deposited into the account from the General Fund. Funding adjustments will be made during
the next budget year, as well as looking for additional ways to decrease expenses.
The Bank Balances report showed a total cash balance of $21,060,620.11 as of June 30, 2016.
The City Wide Accounts Payable and Debt Balances report show total debt at $38,765,216.13
as of June 30, 2016.

Councilor Brown made a motion to place Items #1-3 on a Consent Agenda and Councilor Boles
seconded the motion. The items were placed on a Consent Agenda (7-0). Council Pro Tempore

Striplin made a motion to adopt the Consent Agenda and Councilor Whiteside seconded the
motion. There being no discussion, the Consent Agenda was adopted with the following results:

CLOSING COMMENTS:
Council President Wood asked all to continue to pray for this nation that hearts would become
better. When the heart changes, men change. Council President Wood thanked citizens who
attended the meeting, thanked employees for all they do, and thanked the Council for their
hard work. For those not seeking re-election, the Council will see them at the next few meetings.
For those seeking office, Council President Wood wished all well during a productive, positive
campaign season.
ADJOURN:
There being no further business to come before the council, Councilor Boles made a motion to
adjourn and Councilor Starnes seconded the motion. The meeting adjourned (7-0) at 6:16 p.m.
