Minutes 2015-04-07 1 PRATTVILLE CITY COUNCIL CITY COUNCIL MINUTES TUESDAY, APRIL 7, 2015 6:00 P.M. The Prattville City Council met in regular session on Tuesday, April 7, 2015, at 6:03 p.m. in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Council President Wood gave the invocation. Roll was called and all Councilors were present. THE CHARACTER TRAIT OF THE MONTH IS TRUTHFULNESS: Earning future trusts by accurately reporting past facts. APPROVAL OF MINUTES: City Council Meeting March 17, 2015. Councilor Boone made a motion to adopt the minutes and Councilor Whiteside seconded the motion. There being no discussion, the minutes were adopted (7-0). COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA: John Dozier, 188 Ridgewood Road, Prattville, thanked the Mayor and Council on behalf of the residents of the College Heights area for the drastic improvements the City has made to the sewer system. Mr. Dozier asked that the City keep them in their future plans for improvements. MAYOR’S REPORT: Mayor Gillespie thanked Mr. Dozier for his comments. The City is dedicated to improving the College Heights area. The Facilities Maintenance Department has installed new LED lighting in the Council Chambers. The new lights will make videos of public meeting easier to view and save money on the electric bill. Board of Education board member Mark Hindman has accepted a position on the Planning Commission. The Mayor appreciates Superintendent Spence Agee’s willingness to continue to grow our partnership for the betterment of Prattville and Autauga County. The next paving project will commence tomorrow evening on East Main Street between Shady Oak and McQueen Smith Road. The City has done extensive analysis on the Sanitation Division of Public Works in an effort to make it more efficient and more effective. As a result of the City’s growth pattern, the routes have become unbalanced. The City has optimized the routes and will put these changes in place tentatively on May 4th. All available methods to inform our residents of the changes will be used. Postcards will be sent to all households affected by the change. The Mayor thanked the Parks & Recreation Committee for entertaining Agenda Item # 2 and asked that the Council move forward on that item. The Pratt Pool tile work has proven to be more costly than estimated, but it is considerably less than the $2.9 million to replace the pool. This additional investment into America’s Favorite Park will allow our citizens to utilize this facility for many years to come. 2 Agenda Item # 10 will streamline the process for dealing with repeat offenders of the weeded lots ordinance and reduce time and cost requirements. The Mayor provided the Council with a list of repeat offenders. Agenda Item # 11 will save the City over a million dollars over the life of the bonds. This shows good stewardship of taxpayer dollars and puts the City’s new AA- bond rating and lower interest rates to good use. Bassmasters will be in town next week beginning on Wednesday, April 15th for a tournament. Prattville Girls Softball opens their season on Saturday, April 11th at 9 a.m. The Mayor will be at Newton Park to throw out the first pitch on opening day. Councilor Starnes asked for an update on dilapidated structures. The Mayor explained that his office has been in communication with the property owners and that he hopes to see the Council take action at the next Council meeting. Council President Wood thanked the Mayor for his report. President Wood recognized scouts from troop 111 who were attending the meeting to earn their citizenship and community merit badges. Council President Pro Tempore Striplin made a motion to suspend the rules and Councilor Whiteside seconded the motion. The rules were suspended (7-0). Councilor Boles asked the Mayor to explain how the changes in this Ordinance will streamline the weeded lots process. Mayor Gillespie explained that the City will be able to move forward on properties who are repeat offenders without having to waste resources, such as sending certified letters. It will save the City time and money. Mr. Nobles thanked the Council for the opportunities the City has given him to repair or demolish the dilapidated 7 structure on his property. Mr. Nobles informed the Council that he would be tearing the structure down within 30 days. Reverend John Davis, 741 Martin Luther King Street, Prattville, thanked the Council for passing Agenda Item # 9. CLOSING COMMENTS: The Mayor recognized former Councilor Gene Hall and former employee Edward Clinton. The Mayor thanked the Council for all of their hard work. Council President Wood thanked all employees and Council Committees. He encouraged the committees to continue to meet regularly.
