CITY COUNCIL MINUTES
TUESDAY, JANUARY 6, 2015
6:03 P.M.
The Prattville City Council met in regular session on Tuesday, January 6, 2015, at 6:03 p.m. in
the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag,
Council President Wood gave the invocation. Roll was called and all were recorded as being
present.
THE CHARACTER TRAIT OF THE MONTH IS DETERMINATION: Purposing to
accomplish right goals at the right time, regardless of the opposition.
APPROVAL OF MINUTES: Public Hearing and City Council Meeting December 16, 2014.
Councilor Boone made a motion to adopt the minutes and Councilor Starnes seconded the
motion. There being no discussion, the minutes were adopted (6-0).
Council President Wood announced that the Council needed to enter Executive Session. City
Attorney David McDowell had provided the City Clerk with a letter of explanation for the
Executive Session. That letter is made part of the official record.
Councilor Boles made a motion to enter Executive Session and Councilor Starnes seconded
the motion. With a vote of (6-0), the Council entered Executive Session at 6:05 p.m.
Councilor Starnes made a motion to adjourn Executive Session and re-enter Regular Session
and Councilor Brown seconded the motion. With a vote of (6-0), the Council re-entered
Regular Session at 7:00 p.m.
COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA:
None
MAYOR’S REPORT:
Mayor Gillespie announced that as the City moves into 2015, he will be reviewing all of the
policies and procedures to make sure the City is running the most efficient and effective
organization. He plans on inviting each of the Council committees to participate in tabletop
exercises, as a way to review these policies and procedures. The first initiative in this effort
will be weeded lots and dilapidated structures. The Mayor looks forward to presenting these
to the Finance Committee sometime in February.
The Mayor commended the Council on their efforts to fill the vacant District 5 seat, left empty
by Senator Clyde Chambliss. The Mayor expressed his appreciation to the Council for their
dedication to the residents of this district.
The City Prosecutor’s position is currently vacant, and the Mayor looks forward to working
with the Council to fill that position.

The Mayor asked the Council to move forward on Items # 2 and 3 to allow the City to make
application for transportation alternative program funds and to generate the City’s floodplain
management plan. Both of these items will allow the City to better serve the community.
The traffic light equipment is being installed at Old Farm Lane. City Engineer Robby
Anderson has gotten word from ALDOT that the traffic light will be set to flash by next
Thursday, and will remain flashing for at least two weeks. This 10-year-plus project should
finally be completed by the end of February.
The Mayor updated the Council on the following paving projects:
• The paving on Sixth Street is finished. The signs will be removed once ALDOT
completes their paperwork.
• Shady Oak to McQueen Smith on East Main is in pre-construction and should be
paved in February.
• Hwy 31 to Shady Oak on East Main has not been let yet by ALDOT, but is expected to
be paved sometime in June.
• The City has some municipal funding for paving projects. Court Street is at the top of
the list.
The Mayor asked the Council to let City Engineer Robby Anderson know if there are any
roads in their district that need attention.
Historic Prattville Redevelopment Authority acquired the Continental Eagle site on December
29, 2014. The first of these historic buildings was built in 1843. Over the next few weeks,
HPRA will take action to cleanup and secure the property and stabilize historic structures that
have been neglected since 2011.
The Mayor hopes everyone will join Council President Wood and himself at the Martin Luther
King Day Parade on January 19, 2015, at 9:00 am, at Stanley-Jensen Stadium. The parade
will go through downtown, ending at First Missionary Baptist Church where a church service
in King’s honor will be held. City offices will be closed that day, and the adjusted Sanitation
schedule will be posted on the City website.

construction. She is very pleased that City and County are working together to fund this

work.
