Minutes 2015-05-05 1 PRATTVILLE CITY COUNCIL CITY COUNCIL MINUTES TUESDAY, MAY 5, 2015 6:13 P.M. The Prattville City Council met in regular session on Tuesday, May 5, 2015, at 6:13 p.m. in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Council President Wood gave the invocation. Roll was called and all Councilors were present. THE CHARACTER TRAIT OF THE MONTH IS DILIGENCE: Investing all my energy to complete the tasks assigned to me. APPROVAL OF MINUTES: City Council Meeting and Public Hearing April 21, 2015. Councilor Boles made a motion to adopt the minutes and Councilor Boone seconded the motion. With no discussion, the minutes were adopted (7-0). COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA: Carmen Lamar Farris, 240 Rosemary Lane, addressed the Council regarding the dilapidated structure located at 419 East Sixth Street. The property owner, Neva Rudolph, lives out of state and is in poor health. Ms. Rudolph’s son, Donald, was in town over the weekend prepared to demolish the structure. A nephew, Herman Farris, has recently placed a new roof on this structure. Ms. Farris stated that Donald Rudolph and Carmen Farris have power of attorney. Council President Wood stated he is familiar with the structure and asked if Herman Farris intends to repair the structure. Ms. Farris replied that Herman Farris did not have permission to put a roof on the structure. Mr. Herman Farris, 157 Laurel Hill Drive, addressed the Council stating that he had a verbal agreement with his aunt and that he has paid taxes on the property. He is also repairing another structure owned by his aunt on the same street. Council President Wood asked for a report from Code Enforcement Officer Carl Wilson. Mr. Wilson reported that he has spoken today with Ms. Rudolph’s son and that Mr. Herman Farris had no right to put a roof on the structure. Mr. Herman Farris has not been able to produce a deed or paperwork showing ownership of the property. Mr. Wilson stated that all documents are in order for the City to proceed and recommended that the structure be demolished. Ms. Carmen Lamar Farris asked if Mr. Herman Farris would remove the roof from the structure. Council President Wood encouraged the family to get together and try to work something out. This item is on the agenda tonight and based on the recommendation of the Code Enforcement Officer, the resolution may be approved. Some time may be allowed for the family to tear down the structure. 2 MAYOR’S REPORT: Mayor Gillespie requested a Point of Privilege and presented a proclamation to Fire Chief Terry Brown in honor of the National Day of Recognition for Firefighters. The Mayor included recognition of fire medics and administrative personnel and expressed thanks for watching over and keeping all citizens safe. Mayor Gillespie presented two proclamations to Police Chief Mark Thompson in honor of National Police Week (May 10-16, 2015) and Peace Officers Memorial Day (May 15, 2015). The first proclamation honors the Prattville Police Department for service to this community and the second proclamation is a grim reminder of the sacrifices police officers make each day. The Mayor and Chief Thompson introduced new police officer Nathan Brown to the City Council. Assistant Chief Diane Hamm announced the Prattville Neighborhood Intervention Program has been reintroduced. The program is designed to build relationships between officers and neighborhoods. A Fun Day is scheduled for Highland Court on May 16, 2015. The day will be filled with fund, family and food. All Councilors are invited to participate in Fun Day. Council President Wood stated he is appreciative of the program and remembers the program being very successful. Unfortunately, on May 16, 2015, Council President Wood will be out of town and unable to attend. Mayor Gillespie congratulated the Chamber of Commerce and many City employees for their hard work on a great CityFest event. National Kids to Parks Day is Saturday, May 16, 2015. May is also National Bike Month. The annual Mayor’s Bike Ride from Upper Kingston Park to Pratt Park will start at 9:45 a.m. on May 16th. The Touch-a-Truck event will kick off at 10:00 a.m. at Pratt Park. Sanitation route changes were implemented yesterday and have been very positive. Mayor Gillespie expressed appreciation to his staff and the Sanitation and Public Works Departments for making a smooth transition. The Mayor asked the Council to move forward with Item #12 for much needed equipment for the Parks and Recreation Department and Item #13 for vehicles for the Police Department. The Parks Master Plan in Item #14 will be a guide for moving forward in the coming years for all recreational parks and facilities. Mayor Gillespie asked that the Council table Item #17, the resolution in support of Project Fountain, as all documentation has not yet been completed.
