Minutes 2015-11-17 1 PRATTVILLE CITY COUNCIL CITY COUNCIL MINUTES TUESDAY, NOVEMBER 17, 2015 6:00 P.M. The Prattville City Council met in regular session on Tuesday, November 17, 2015, at 6:00 p.m. in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Council President Wood gave the invocation. Roll was called and all Councilors were recorded as present. THE CHARACTER TRAIT OF THE MONTH IS WISDOM: Seeing and responding to life situations from a perspective that transcends my current circumstances. APPROVAL OF MINUTES: City Council Meeting and Public Hearing November 3, 2015. Councilor Boone made a motion to adopt the minutes and Councilor Starnes seconded the motion. With no discussion, the minutes were adopted (7-0). COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA: None MAYOR’S REPORT: Mayor Gillespie requested a point of privilege and asked Police Chief Mark Thompson and Lt. David Fowler to come forward. Chief Thompson and Lt. Fowler presented a Police Service Award plaque to James Jones, owner of The Medicine Shoppe, and his staff for their assistance during the Take Back Initiative. During this initiative, 114.5 pounds of unwanted prescription drugs were turned in by the public. Mayor Gillespie and Council President Wood attended the National League of Cities Conference in Nashville, Tennessee from November 4-8, 2015. Along with thirty-five other cities nationwide, the City of Prattville was recognized by the National League of Cities for achieving the 5 Gold Medal Award in the “Let’s Move! Cities, Towns, and Counties” program. The City worked in cooperation with the Autauga County Board of Education to achieve the five goals. Mayor Gillespie thanked Executive Assistant Teresa Lee for her assistance in developing this program for the City of Prattville. Ms. Lee stated that this accomplishment was due to a partnership with the Autauga County Board of Education. She also thanked Parks and Recreation Kellie Cook for her assistance with developing a Recreation Plan. There was a tremendous turnout for Veteran’s Day. Mayor Gillespie expressed pride that Prattville retains its patriotism and small town feel. The Farm City Banquet will be held on Thursday, November 19, 2015. City offices will be closed for Thanksgiving on November 26 and November 27, 2015. The Sanitation Department has an adjusted schedule and information is available on the website. 2 The Tree Lighting event will be held on Monday, November 30, 2015. The Mayor added that our hearts and thoughts and prayers are with the citizens of Paris following the acts of terrorism last Friday evening. REPORT FROM COUNCIL ON SPECIAL COMMITTEES: Councilor Boone reported that Lose and Associates will present the Parks and Recreation Master Plan to the Council at the December 1, 2015 meeting. REPORT ON THE STATUS OF CITY FINANCES: Finance Director Doug Moseley presented the finance reports for October 2015. The Unaudited General Fund Revenue report showed revenue was down $177,455.63 compared to the prior year. This is due to the ambulance contract with Autauga County. The expense of gas and vehicles is also reduced due to this change. The Tax Breakdown Comparison report compared October 2015 to the prior year. The Unaudited Expenses by Department report showed that departments are in-line with the budget. In the past the City has financed the liability coverage. This year the premium was paid in cash – this will save approximately $20-30,000 in interest. The Wastewater Enterprise Fund Income Statement showed the department in-line with the budget. The Sanitation Enterprise Fund Income Statement showed the department in-line with the budget. The Judicial Special Revenue Fund Income Statement showed the department in-line with the budget. Revenue is down, but the department is catching up. The balance in the suspense account is low. The Bank Balances report showed a total cash balance of $15,251,157.36 as of October 30, 2015. The City Wide Accounts Payable and Debt Balances report show total debt at $40,186,832.83 as of October 30, 2015. CONSENT AGENDA: 1. Council President Wood thanked City employees, the administration, and the Council for their hard work, and encouraged Councilors to continue their work in committees.
