PH Minutes 2015-06-02 1 PRATTVILLE CITY COUNCIL PUBLIC HEARING MINUTES TUESDAY, JUNE 2, 2015 6:00 P.M. CALL TO ORDER: The Prattville City Council met in public hearing on Tuesday, June 2, 2015 at 6:00 p.m. in the Council Chambers at City Hall. Council President Wood called the meeting to order. Roll was called and all Councilors were recorded as being present. 1. RESOLUTION: To Declare Various Weeded Lots to be a Public Nuisance and Ordering Their Abatement per Title 11, Chapter 67 of the Code of Alabama, 1975, as Amended. (Sponsored By: Councilor Starnes) No one was present to speak for or against the Resolution. 2. RESOLUTION: To Grant a Retail Beer (On or Off Premises) and a Retail Wine (On or Off Premises) License to Prattville Pizza Kitchen d/b/a Midtown Pizza Kitchen. (Sponsored By: Councilor Starnes) Will Meacham, 3567 Wiley Road, Montgomery, AL introduced himself as owner of Prattville Pizza Kitchen d/b/a Midtown Pizza Kitchen. Mr. Meacham informed the Council that this restaurant will be his second location; the first is in Montgomery. He stated that this will be a family oriented restaurant, and will be serving beer and wine only. 3. ORDINANCE: To Zone Property Located at Glenbrooke Subdivision to R-3, Single Family Residential and R-5 Patio Garden Homes. (Sponsored By: Councilor Brown) Blake Rice, of Barret-Simpson, Inc., spoke as representative to the petitioner. Mr. Rice stated that the property has been developed for some time now, and has reached capacity. The petitioner is requesting a zoning of R-3, Single Family Residential and R-5 Patio Garden Homes. John Lee Finnegan, 211 Deer Trace, Prattville, addressed the Council regarding this zoning request. Ms. Finnegan voiced her concern that Old Ridge Road would not be able to handle the increased traffic created by new construction. City Planner Joel Duke informed Ms. Finnegan that the road does have sufficient capacity for increased traffic created by the new construction, following this zoning. Ms. Finnegan asked when the Old Farm Lane extension would take place. Mr. Duke informed her that there is no set time frame for an extension at this time. 4. ORDINANCE: To Zone Property Located at Rocky Mount Road at Old Farm Lane to R-4, Multi-Family Residential. (Sponsored By: Councilor Brown) Greg Gillian, of Larry Speaks and Associates, spoke as representative to the petitioner. The request is to zone the property to R-4, Multi-Family Residential, for the purpose of marketing the property for a high-density mix use. The property is not currently in the City limits of Prattville. The petitioner has sent a letter requesting that the Council hold this item until the annexation process is complete. 2 Jerry Cimis, 1471 N. Chestnut Street, Prattville, addressed the Council regarding this zoning request. Mr. Cimis voiced his concern that there is no development plan, no sewers within 1200 feet of the property and not traffic signals. He recommended that the Council consider a zoning of FAR, Forest, Agricultural, Residential, instead, in order to give the City time to assess the potential impact that an R-4 zoning may have. Jon Lee Finnegan also addressed the Council in opposition of this item. Ms. Finnegan suggested that the City do a traffic study of Old Farm Lane and Rocky Mount before moving forward with annexation. Council President Wood stated that the petitioner is requesting that this item be held until the annexation process is complete.
