PUBLIC HEARING MINUTES
TUESDAY, OCTOBER 2, 2012
6:00 P.M.
CALL TO ORDER: The Prattville City Council met in public hearing on Tuesday, October 2,
2012 at 6:00 p.m. in the Council Chambers at City Hall. Council President Mike Renegar
called the meeting to order. Roll was called and Council President Pro Tempore Fank was
recorded as being absent.
AGENDA
1. RESOLUTION: To Grant a Restaurant Retail Liquor License for Cesar Campos Reyes of
El Patron Mexican Grill of Prattville, LLC d/b/a El Patron Mexican Grill. (Sponsored By:
Councilor Wood)
No one spoke in favor or in opposition of this Resolution.
2. RESOLUTION: To Grant a Retail Beer (On or Off Premise) License and Retail Table
Wine (On or Off Premise) License for Cindy Stephens of Cindy Enterprises, LLC d/b/a
Pasta Pizzeria and Grill. (Sponsored By: Councilor Wood)
No one spoke in favor or in opposition of this Resolution.
3. RESOLUTION: To Declare Various Weeded Lots to be a Public Nuisance and Ordering
Their Abatement per Title 11, Chapter 67 of the Code of Alabama, 1975, as Amended.

No one spoke in favor or in opposition of this Resolution.
4. ORDINANCE: To Amend City Code Division 2. Sales Tax, Section 38-92 (c) Imposition
of Certain Sales and Use Taxes. (Sponsored By: Councilor Striplin) (Previously introduced
on September 18, 2012)
Lonnie Brand, 258 Teri Lane, Prattville, spoke in opposition to this Ordinance. Mr. Brand
asked which Council members voted to adopt the last Ordinance to amend City Code Division
2. Sales Tax, Section 38-92 (c) Imposition of Certain Sales and Use Taxes. Councilors Striplin,
Wood, Renegar Miller and Boles responded that they had voted to adopt said Ordinance.
Councilor Boles Stated that 1% sales tax increase needed to be extended until the debt has
been paid.
Mr. Brand asked why the Ordinance did not give an end date to the sales tax extension.
Councilor Wood responded that the businesses located in Prattville, as well as potential
investors, need tax stability.
Councilor Striplin stated that the final maturity of the City of Prattville’s debt is the year 2031.
The City has a potential revenue stream with the 1% sales tax increase, but the debt is
guaranteed. Councilor Striplin announced that he would propose to keep the 1% sales tax
increase until the year 2031 or until the debt is paid off.
Council President Renegar announced that he would propose an end date to the 1% sales tax
increase of September 30, 2014, so that the new Council can revisit the issue.
ADJOURN:
There being no further business to come before the council, Councilman Miller made a
motion to adjourn and Councilman Boles seconded the motion. The public hearing was
adjourned at 6:03 p.m.
