Adjourn: Approved 11/21/19 Prattville Historic Preservation Commission October 24, 2019 Minutes Page 1 of 2 CITY OF PRATTVILLE HISTORIC PRESERVATION COMMISSION MINUTES October 24, 2019 Call to order: The regular meeting of the Prattville Historic Preservation Commission was called to order on Thursday, October 24, 2019 at 4:33 p.m. Roll Call: Ms. Morgan called the roll. Members present were Chairman Thea Langley, Mr. Will Barrett, Mrs. Jean Davis, Mr. Scott Ferguson and Mr. Joel McCord. Members Absent: Ms. Kate Musgrove. Quorum present Also present was Mr. Austin Brass, Senior Planner, and Ms. Alisa Morgan, Secretary. Minutes: Mr. Barrett moved to approve the minutes of the September 26, 2019 meeting. Mr. Ferguson seconded the motion. The motion passed unanimously. Old Business: There was no old business to discuss. New Business: Certificate of Appropriateness Sign-New Installation 153 West Main Street Leonardo Rodriquez, Petitioner Leonardo Rodriquez presented his request to place a sign on his property at 153 W. Main Street. He presented the sign to be installed. Mr. Brass presented the staff report. He stated that the in the drawings submitted shows the sign’s proposed location circled in red. He stated that the sign meets the guidelines. The Chairman opened the public hearing. There were none to speak, the public hearing was closed. After no other discussion, the vote was called. Mr. Barrett moved to approve the sign installation as submitted. Mr. McCord seconded the motion. The motion to approve passed unanimously. Certificate of Appropriateness Alteration-Replace siding and screen front porch 311 South Washington Street Don Sawyer, Petitioner The petitioner, Don Sawyer, submitted a request to withdraw 311 S. Washington Street from the agenda. Miscellaneous: There was discussion about changing the regular meeting dates of the November and December meetings. The Chairman asked that the staff would provide possible dates for them to consider. Also, the Commission Approved 11/21/19 Prattville Historic Preservation Commission October 24, 2019 Minutes Page 2 of 2 discussed holding a work session to review “like for like” provision in the guidelines and how extensive maintenance can be before requiring a Certificate of Appropriateness and approved materials. Adjourn: With no further business, Mrs. Davis moved to adjourn and Mr. McCord seconded. Previous Approvals: January 24th, 2013- Approval, Sign at entrance to 153 W. Main Street will be 36” x 48” two sided, aluminum painted gray with black or blue copy. Sign at entrance to 151 W. Main Street will be 36” diameter round two sided, aluminum painted gray with black or blue copy. March 14th, 2016- Sign request approved by staff. 1984/2007 Historic Properties Inventory Details 197. 151 – 153 West Main Street, (circa 1900, contributing) This one-story brick building has an elaborate neoclassical façade with a Corinthian pilastrade surmounted by a cornice and modillions, dentils, and egg- and- dart molding. The Eastern commercial unit has two arcuated bays and the Western has three glazed bays. windows Proposed Alteration, Renovation or Addition Page 2 of 3 The following alteration has been requested by the applicant. See the application included as Attachment A for a description of each element. 1. Install 3 x 3 hanging sign PLANNING STAFF EVALUATION: Reviewed by: Austin Brass, Senior Planner Site Visits Conducted: October 21st, 2019 Recommendation: Approval, see analysis below Evaluation: Since the subject property/structure was initially developed as and remains a commercial structure, the requested alterations were reviewed against the standards contained in the Prattville Commercial Design Review Guidelines Manual. The relevant sections of manual are included. Staff comments/evaluations are summarized at the end of each section. Signs (page 29) Signs are important elements in the historic and commercial character of the downtown business district, and historic signage should be retained and maintained. Signs are also important means of advertising and establishing business identities. 2. New signs should be of traditional materials such as finished wood, glass, copper, or bronze. 3. New signs should be installed in locations historically used for signs such as on awnings, on upper façade walls covering five percent or less of the wall surface, inside windows, or projecting from the building façade or elevation. Signs should not cover or obscure architectural features. 4. New signs should be properly proportioned relative to their buildings. 5. Letters should be eighteen or less inches high and should cover sixty percent or less of the total sign area. 6. Colors used in signs should be coordinated with their buildings. Three colors or less should be used per sign. 7. Mounting equipment should be anchored in mortar, not bricks or stones, and should avoid damaging the building. 8. Lighting sources for signs should be external and concealed. The exception is if historic or replica neon signs are used. Page 3 of 3 Analysis: The petitioner intends to install a double sided 3 x 3 metal blade (hanging) sign at the front elevation of the building. Per the applicant’s submission, the sign is consistent with guideline 3 as it will be placed in a location that is historically used for signs reflecting the pedestrian scale context of the historic district projecting from the buildings front façade. Guideline 4 & 5 will be met as the sign is proportioned relative to the building and is of a size that is of minimal scale. Lastly, guideline 6 is met as this sign is coordinated with the building using two neutral colors of black & white that consists of less than three colors. Guideline 7 & 8 are omitted as the proposed sign will not be lighted nor will it be anchored in mortar, bricks or stone. ATTACHMENTS A. Application and attachments B.
