Day, Petitioner Public Hearing Miscellaneous: Adjourn: Approved 12/19/19 Prattville Historic Preservation Commission November 21, 2019 Minutes Page 1 of 4 CITY OF PRATTVILLE HISTORIC PRESERVATION COMMISSION MINUTES November 21, 2019 Call to order: The regular meeting of the Prattville Historic Preservation Commission was called to order on Thursday, November 21, 2019 at 4:31 p.m. Roll Call: Ms. Morgan called the roll. Members present were Chairman Thea Langley, Mr. Will Barrett, Mr. Scott Ferguson, Mr. Joel McCord and Ms. Teresa Nettles. Members Absent: Mrs. Jean Davis and Ms. Kate Musgrove. Quorum present Also present was Mr. Scott Stephens, City Planner, Mr. Austin Brass, Planner, and Ms. Alisa Morgan, Secretary. Minutes: Mr. Barrett moved to approve the minutes of the October 24, 2019 meeting. Mr. McCord seconded the motion. The motion passed unanimously. Old Business: There was no old business to discuss. Chairman Langley changed the order that the agenda items were heard. New Business: Certificate of Appropriateness New Structure-Accessory structure 100 Maple Street Prattville Lodge #89, Petitioner Grady Welden, petitioner’s representative, presented his request to place a new accessory structure on property at 100 Maple Street. He stated that the 20x40 wooden and steel structure will be on a concrete slab with metal roof the color of the window sills of the main building. Mr. Brass provided the staff report. He stated that the proposed structure is already built. He stated that the main building is a contributing structure to the historic district. He stated that the proposed accessory structure essentially meets the guidelines. He stated that since the proposed accessory structure will be visible from a public vantage point, it is recommended that within the posts a masonry brick base be added to reflect and match the brick façade of the main structure. The Chairman opened the public hearing. Tom Miller, 115 Maple Street, spoke in favor of the request. After no further comments, the public hearing was closed. Mr. Welden stated that they were agreeable to placing brick at the base of the posts. After no other discussion, the vote was called. Mr. McCord moved to approve the accessory structure as submitted contingent that a brick base of 36”-40” be applied to the posts. Mr. Barrett seconded the motion. Certificate of Appropriateness Alteration-Install a ramp 131 First Street Alteration-Extend rear porch, install and screen front porch and install shutters on two windows. 135 First Street Lori & Richard Terrell, Petitioners Lori and Richard Terrell, petitioners, presented the request to install an aluminum ramp at 131 First Street and to expand the back porch, add a screen door, add window shutters to two western facing windows and additionally replace deteriorated sign at 135 First Street. Mr. Brass provided the staff report. He stated that the proposed ramp does not meet the guidelines in aluminum material. The guidelines recommends wood material. He stated that the porch needs to match the existing porch. The screened door needs to be wood material. He stated that shutters need to match the existing shutters. He stated that formal submission for the sign request needs to be submitted for formal review. Mr. McCord moved to separate the requested items for review. Mr. Barrett seconded the motion. The motion to separate the items passed unanimously. Item #2 - Increase size of back porch from 4’x5’ to 4’x11’ with treated lumber and paint the trim color. Mr. Barrett moved to approve the request as submitted contingent that it matches the building. Mr. McCord seconded the motion. The motion to approve passed unanimously. Item #3 - Installation of screened front door constructed of wood and screen and painted white to match the exterior of the home. Mr. Ferguson moved to approve the request as submitted. Ms. Nettles seconded the motion. The motion to approve passed unanimously. Item #4 - Installation of exterior shutters on two windows at west façade. Mr. Barrett moved to approve the request as submitted. Mr. McCord seconded the motion. The motion to approve passed unanimously. Item #1 - Install an aluminum 2’x6’ handicap ramp on rear of building. Mr. McCord moved to approve the request as submitted contingent that the material is wood and painted. Ms. Nettles seconded the motion. The motion to approve passed unanimously. The Commission and staff considered the minor changes proposed to the sign to be treated as maintenance and be approved at staff level once submitted for review. There were no public comments on this request. Sign-New installation. 135-141 W. Main Street Jeremy D. Day, Petitioner Jeremy Day, petitioner, presented the request to repaint exterior structure, replace ramp/stair in rear of the building, replace all second floor windows and a small 18”x18” sign on property located at 135-141 West Main Street. He also stated that the fabric awning was being replaced and was approved at staff level. Mr. Brass provided the staff report. He stated that the HPC does not regulate painting unless the brick has lost its protective coating per the guidelines. In which case the integrity of the brick is not present and painting the bricks would be in keeping with the guidelines. He stated that the proposals for the staircase and window replacement meets the guidelines as well as the sign’s proposed location. Chairman Langley opened the public hearing. There were none to speak. The public hearing was closed. Mr. Barrett moved to separate the agenda items for review. McCord seconded the motion. The motion to separate the items passed unanimously. Item #1 - Repaint entire exterior of brick structure. Mr. McCord moved to approve the request as submitted. Mr. Ferguson seconded the motion. The motion to approve passed unanimously. Item #2 - Replace ramp/stair in rear with steel framed balcony & stair. Mr. Barrett moved to approve the request as submitted. Ms. Nettles seconded the motion. The motion to approve passed unanimously. Item #3 - Replace all 2nd story windows. Mr. McCord moved to approve the request as submitted. Mr. Ferguson seconded the motion. The motion to approve passed unanimously. Item #4 - Add small company sign at existing sign bracket. Mr. Ferguson moved to approve the request as submitted. Mr. McCord seconded the motion. The motion to approve passed unanimously. Certificate of Appropriateness Alteration-Replace roof, siding, and windows. Add front porch column. 240-242 First Street Joshua Ramage & Stephen Thomas, Petitioners Stephen Thomas and Joshua Ramage presented the request for alterations at 240-242 First Street. Mr. Thomas stated that they would be replacing the roof with architectural shingles, replacing siding with LP SmartSide siding in cedar grain (shown on page 4 of their presentation), replacing windows (shown on page 1 of their presentation) made of vinyl, and adding columns on the front porch. He stated that the roof and windows replacement meet the guidelines crossbar element however wood frame is encouraged. He stated that the house is contributing and the siding should have a wood grain look and the columns should mimic the existing columns in keeping with an historic appearance. Chairman Langley opened the floor for public comments. There were none. The public hearing was closed. Mr. McCord asked if this would be single family residence. The petitioner stated that this is for single family residence; it is not a duplex. He stated that the existing left side entrance would be removed. He also stated that the windows had been previously replace with aluminum. Mr. McCord stated that exception should be given since the existing windows are aluminum. Although the public hearing was closed, Chairman Langley allowed public comments from Jo and Garner Clark who provided additional background history on the doors. After no further comments or discussion, the vote was called. Mr. McCord moved to approve the request as proposed and to remove the front left door and replace with a window similar to windows presented. Mr. Barrett seconded the motion. The motion to approve passed unanimously. Miscellaneous: Mr. Stephens briefly discussed plans for the Certified Local Government (CLG) Program to be discussed further in the upcoming year. The Commission changed their regular meeting date in December to December 19th. Adjourn: With no further business, Mr. Barrett moved to adjourn the meeting and Mr. Ferguson seconded.
