Members present were Chairman Thea Langley, Mrs. Jean Davis, Mr. Scott Ferguson, Mr. Joel McCord and Ms. Teresa Nettles. Members Absent: Mr. Will Barrett, and Ms. Kate Musgrove. Quorum present Also present was Mr. Scott Stephens, City Planner, Mr. Austin Brass, Planner, and Ms. Alisa Morgan, Secretary. Minutes: Mr. McCord moved to approve the minutes of the November 21, 2019 meeting. Mr. Ferguson seconded the motion. The motion passed unanimously. Old Business: There was no old business to discuss. New Business: Certificate of Appropriateness Addition-Changing existing staircase layout; adding a second staircase 121 West Main Street Adrienne’s Bar, Petitioner Mr. Brass provided the staff report. He stated that the rooftop bar and staircase was approved in 2018. Since that approval, revisions were made to the staircase to allow for a double staircase. He stated that the proposed submission meets the intent of the guidelines. Darri Edwards, petitioner’s representative, presented the request for the staircase changes and addition. He stated that the fire safety codes required that an additional staircase be provided to the rooftop access. After no other discussion, the vote was called. Mrs. Davis moved to approve the staircase addition as submitted. Mr. McCord seconded the motion. The motion to approve passed unanimously. There were no public comments on this request. (Source: Thomason and Associates, 2007 Inventory of Daniel Pratt Historic District) Modification to cinderblock/flat roof addition to the rear of storefront Proposed Alteration, Renovation or Addition The following changes have been requested by the applicant. See the application included as Attachment B for the owner’s description of each item. 1. Addition of double outside staircase up to deck. PLANNING STAFF EVALUATION Reviewed by: Austin Brass Site Visits Conducted: December, 2019 Recommendation: Building is non-historic and non-contributing. Commission should review structure for general compatibility with guidelines and consistency with construction of the original building. . Evaluation: The requested alterations were reviewed against the standards contained in the Prattville Commercial Design Review Guidelines Manual. The relevant sections of the manual are included. Staff comments/evaluation follow the relevant sections. Item 1. Addition of double outside staircase up to deck at 121 W Main Street. Fire Escapes and Staircases (page 20) Fire Escapes are generally modern building components. However, when other means of upper-floor escape do not exist, they are important safety features. Fire escapes should not be visible from the street. 1. Fire escapes and staircases should be located on rear elevations or otherwise located so that they are not visible from the street. Page 3 of 3 2. The addition of fire escapes should not damages architectural features. 3. Fire escapes may be either open or enclosed. 4. If enclosed, fire escapes surfaces should be of wood siding, brick veneer, or stucco. 5. If open, fire escape surfaces should be of metal or wood. Analysis: The proposed stairway would meet the intent of guideline 1. Moreover, the current design guidelines do not specifically address railings. Nevertheless, the HPC previously approved a Certificate of Appropriateness for similar staircase design on November 28th, 2019. The primary difference in this design submitted is that there is an additional staircase being added that will terminate at an elevated landing connected to the proposed rooftop deck. ATTACHMENTS A.
