WHEREAS, RAM Prattville Hospitality, LLC d/b/a Tru By Hilton Prattville, to be located 17
18 at 2633 Legends Drive, Prattville, Alabama 36066, has made application for said licenses. 19 20 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of 21

WHEREAS, the City of Prattville, Alabama, has certain items of personal property 7
8 which are no longer needed for public or municipal purposes; and 9 10 WHEREAS, §11-43-56, Code of Alabama, 1975, as amended, authorizes the 11
12
municipal governing body to dispose of unneeded personal property. 13 14 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville 15 16
that the following personal property owned by the City of Prattville, Alabama, is no longer 17
18 needed for public or municipal purposes and said property shall be removed from the 19 20 inventory of the Police Department: 21

24 BE IT FURTHER RESOLVED that the City Council of the City of Prattville instructs 25

the Mayor has authority to scrap or dispose of said item for and on behalf of the City of 31

7 WHEREAS, the City of Prattville Municipal Election will be held on August 25, 2020, 8 9 and if necessary, a Run-Off Election will be held on October 6, 2020; and 10 11
WHEREAS, the City of Prattville has identified a need to declare a moratorium on 12
13 future annexations in the period leading up to the Municipal Election. 14 15 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville 16
17
that a moratorium on future annexations shall be in force from April 1, 2020 until November 1, 18 19 2020, after the completion of the 2020 Municipal Election cycle. 20 21

WHEREAS, the Prattville Planning Commission granted final approval for Oaks of 7
8 Buena Vista Plat No. 5 on July 21, 2016 and Plat No. 6 on March 17, 2016; and 9 10 WHEREAS, the owner of said subdivision must maintain the public utilities, rights-of- 11
12
way, and easements in the subdivision until accepted by the City Council; and 13 14 WHEREAS, the owner of the said subdivision has maintained the public utilities, 15 16
rights-of-way, and easements in the subdivision for the minimum period required by the 17
18 Prattville Subdivision Regulations (Article III, Section D (6) c.), and has corrected all 19 20 deficiencies presented by the Prattville Engineering Department; and 21
22 WHEREAS, all public utilities, rights-of-way, and easements in said subdivision were 23 24 inspected and approved by the City of Prattville Engineering, Planning, and Public Works 25 26
Departments. 27 28 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville 29 30 that all public utilities, rights-of-way, and easements in Oaks of Buena Vista Plats No. 5 and 6 31

WHEREAS, the Creekside Park (Pocket Park) was deeded to The Historic Prattville 8 9 Redevelopment Authority on August 23, 2006; and 10 11
WHEREAS, said property serves as an entrance to Creekside events held in historic 12
13 downtown Prattville and the City currently maintains said property; and 14 15 WHEREAS, the City of Prattville is interested in purchasing said park property from 16

The Historic Prattville Redevelopment Authority. 18 19 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville 20 21

[To Adopt a New City of Prattville Human Resources Personnel Policies and Procedures 3 Manual.] 4 5 {Sponsored By: Council President Striplin] 6

WHEREAS, the City of Prattville City Council adopted the current Personnel Policies 8
9
and Guidelines for the City of Prattville in Ordinance Book 14, Page 606, on February 15, 10 11
1994; and 12
13 WHEREAS, said Personnel Policies and Guidelines have been amended by the 14 15 City Council from time to time; and 16
17
WHEREAS, the City of Prattville Human Resources Director has identified a need 18 19 to update said policies and procedures to conform with Federal and State requirements and 20 21
to clarify other policies and procedures; and 22 23 WHEREAS, the Human Resources Department staff shall provide a copy of the 24 25 updated manual to all current and future employees and shall conduct education and training 26
27 for those employees regarding said policies subsequent to their adoption. 28 29 BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PRATTVILLE, 30 31
ALABAMA, as follows: 32 33 1. The City of Prattville Human Resources Personnel Policies and Procedures Manual 34 is hereby adopted effective May 1, 2020. 35
2. The City of Prattville Human Resources Personnel Policies and Procedures Manual 36 shall supersede all previous personnel policies and guidelines. 37 38 BE IT FURTHER ORDAINED that the City Council hereby authorizes the City of 39 40 Prattville Human Resources Director to make minor changes to said manual as a part of day- 41 42
to-day operations, including Federal and State law changes and clerical changes. Significant 43
44 changes in benefits, code of conduct, or any financial/budgetary changes shall require 45 46 City Council approval. 47
48 THIS Ordinance shall become effective upon its passage and execution as provided by 49 50 law. 51 52

WHEREAS, sealed proposals were due by 4:00 p.m. on February 10, 2020; and 13 14 WHEREAS, two (2) proposals were received for said project; and 15 16
WHEREAS, ThinkGard was the lowest responsible bidder at a total cost of $151,598.73 17

18 WHEREAS, Bid No. 019-007 was originally awarded by the City Council in Resolution 19 20 Book 2019, Page 063, on May 21, 2019; and 21
22 WHEREAS, the cost per vehicle awarded in Bid No. 019-007 shall be honored by Long- 23 24 Lewis of the River Region through February 2020; and 25 26
WHEREAS, said vehicle is a budgeted expense for the Public Works/Facilities 27 28 Maintenance Division. 29 30 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville 31

WHEREAS, in Resolution Book 2018-A, Page 108, on December 18, 2018, the City 8 9 Council authorized the Mayor to enter into a one-year lease agreement with Fountain City 10 11
BMX, Inc.to operate a BMX Park on city property located on County Road 4; and 12
13 WHEREAS, said lease agreement has expired; and 14 15 WHEREAS, Fountain City BMX, Inc., a non-profit organization, has expressed a 16
17
desire to continue to operate said BMX Park and possesses the degree of expertise 18 19 necessary to operate said course. 20 21
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Prattville 22 23 hereby authorizes the Mayor to enter into a Lease Agreement between the City of Prattville 24 25 and Fountain City BMX, Inc. for the continuing use of said city property to operate a BMX 26
