Absent: 11 Councilman Richard Cables. 12 13 (Quorum present) 14 15 Staff present: Mr. Scott Stephens, City Planner; Mr. Austin Brass, Planner; and Ms. Alisa Morgan, Secretary. 16 17 Minutes: 18 Mr. Mullins moved to approve the minutes of the December 19, 2019 meeting as corrected. The motion passed 19 unanimously. 20 21 Old Business: 22 There was no old business to discuss. 23 24 New Business: 25 1. Zoning Amendment: R-3 (Single Family Residential) 26 Park Lane 27 Location: Ridgewood Road and Mt. Airy Drive 28 Petitioner: James B. Marshall, Jr. 29 Representative: Larry E. Speaks & Associates, Inc. 30 31 Prior to the hearing, Mayor Gillespie discussed the procedures for zoning approval. He provided some history 32 of the property being developed including that the city is the current owner. (The Mayor’s report is made a 33 part of the minutes). He stated that public safety and traffic concerns will be ensured before any new 34 development. He also stated that given his position in the City he would be following legal advice and abstain 35 from voting on this proposed rezoning. 36 37 Mr. Brass provided staff comments for the zoning amendment of Park Lane property located south of Old 38 Ridge Road and north of Mt. Airy Drive. He stated that the proposed rezoning meets the adopted consistency 39 of the Comprehensive Plan of a Low Density-Residential Future Land Use. 40 41 Greg Gillian of Larry E. Speaks & Associates, Inc., petitioner’s representative, presented the request for the 42 rezoning of Park Lane property. He stated that the proposed 21.16 acre lot is being requested for a R-3 zoning 43 designation which would allow for a 89 single family lot residential development. The current zoning as is 44 would permit a total of 118 residential lots. 45 46 Chairman Smith opened the floor for public comments. Reed, Vickie Varner and Tim Miller. 62 63 After no further public comments, the public hearing was closed. 64 65 Mr. Gardner introduced a resolution recommending the approval of the rezoning of Park Lane property from 66 R-2, R-3, & R-5 to R-3 and moved for its approval. Mr. Mullins seconded the motion. 67 68 After no further discussion, the vote was called. The motion to approve passed unanimously (7/0). Mayor 69 Gillespie abstained.
