7 WHEREAS, bids were let for Bid No. 020-004 for one (1) or more cargo trailer(s) for 8 9 water rescue response pursuant to the general competitive bid law, Sections 41-16-50, et 10

13 WHEREAS, three (3) sealed bids were received, opened, and read in public at 10:00 14 15 a.m. on February 25, 2020; and 16
17 WHEREAS, Renown Cargo Trailers, LLC was the apparent low bidder; and 18 19 WHEREAS, Fire Chief Terry Brown recommends that the bid received from Renown 20

Cargo Trailers, LLC be rejected for the following reason: 22 23

of May, 1987, are hereby amended to reclassify the property described in Attachment “A”; 17 18 and 19 20
THAT this proposed ordinance and a synopsis was advertised for two (2) weeks in the 21

Prattville Progress, a newspaper of general circulation within the City Limits of the City of 23 24 Prattville, and that the City Council of the City of Prattville, at its Public Hearing on the 3rd day 25 26
of March, 2020 at 6:00 p.m., considered said proposed ordinance and that at such time and 27 28 place all persons who desired had an opportunity to be heard in favor of or in opposition to 29 30

13 one (1) appointed Administrative Assistant in the Executive Department; and 14 15 WHEREAS, said additional personnel positions shall require funding in an amount not 16

13 WHEREAS, an executive mobile folding stage system, with fixed stair system and 14 15 guardrails, is available from The Stage Depot at a cost not to exceed $13,533.00; and 16
17 WHEREAS, the Finance Director has identified a certain sum of surplus funds 18 19 available for departments that came in under budget for Fiscal Year 2018; and 20
21 WHEREAS, a portion of the Parks and Recreation Department allocation of said surplus 22 23 funds will be used for said stage system. 24 25 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville 26

13 WHEREAS, the Alabama Department of Transportation (ALDOT) will participate in 14 15 certain costs for Construction Engineering Inspection services for said project; and 16
17 WHEREAS, said engineering services are available from Civil Southeast, LLC at a 18 19 cost not to exceed $28,000.00 (net cost to the City not to exceed $5,600.00); and 20
21 WHEREAS, §41-16-51(a)(3) Code of Alabama, 1975, as amended, allows contracts to 22 23 secure services with engineers possessing a high degree of professional skill to be let without 24 25 competitive bidding. 26

WHEREAS, Fire Department personnel drafted specifications for said trailer; and 13 14 WHEREAS, three (3) sealed bids were received, opened, and read aloud at 15 16
10:00 a.m. on February 25, 2020; and 17 18 WHEREAS, TNT Outfitters, LLC was the lowest responsible bidder with a cost of 19 20
$29,990.00; and 21
22 WHEREAS, the City of Prattville shall be reimbursed for the cost of said trailer through 23 24 the Alabama Law Enforcement Agency (ALEA) under the Homeland Security Grant Program. 25 26
