[To Amend the FY2020 Budget and to Authorize the Mayor to Enter into an Agreement with 4
Sain Associates, Inc. to Provide Surveying, Environmental, Geotechnical, and Engineering 5
Services for Fairview Avenue Improvements from U.S. Highway 31 to Jasmine Trail (ALDOT 6
Project STPMN-0015) at a Cost Not to Exceed $590,916.47 (Net Cost to the City Not to 7
Exceed $118,183.29).] 8

WHEREAS, the City has identified a need for surveying, environmental, geotechnical, 12
13
and engineering services for Fairview Avenue Improvements from U.S. Highway 31 to 14
15
Jasmine Trail (ALDOT Project STPMN-0015); and 16
17
WHEREAS, Sain Associates, Inc. has the expertise to provide said engineering 18
19
services at a cost not to exceed $590,916.47 (net cost to the City not to exceed 20
21
$118,183.29); and 22
23
WHEREAS, §41-16-51(a)(3) Code of Alabama, 1975, as amended, allows contracts to 24
25
secure services with engineers possessing a high degree of professional skill to be let 26
27
without competitive bidding. 28

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville 30
31
that the FY2020 Budget is hereby amended as follows: 32

Increase Capital Projects Fund/ Grant Income $472,733.18 34
Increase Capital Projects Fund/ Fairview Avenue Improvements $590,916.47 35
Decrease Capital Projects Fund/ Infrastructure Reserves $118,183.29 36

BE IT FURTHER RESOLVED that the Mayor is hereby authorized to enter into said 38
39
agreement with Sain Associates, Inc. for said engineering services at a cost not to exceed 40
41
$590,916.47 (net cost to the City not to exceed $118,183.29) and funds are approved and 42
43
appropriated from FY2020 Capital Projects Fund/Fairview Avenue Intersection 44
45
Improvements. 46

BE IT FURTHER RESOLVED that the Mayor is authorized to execute any and all 48
49
documents necessary to have this work performed for and on behalf of the City of Prattville. 50
