PUBLIC HEARING AGENDA
PRATTVILLE CITY COUNCIL
TUESDAY, AUGUST 18, 2020

ROLL CALL:
CALL TO ORDER:
1. RESOLUTION: To Authorize the Mayor to have Various Weeded Lots Abated per Title 11,
Chapter 67 of the Code of Alabama, 1975, as Amended. (Sponsored By: Councilor Starnes)
There was no one present to speak in favor of or in opposition to the resolution.
2. RESOLUTION: To Grant a Lounge Retail Liquor - Class II (Package) License for Sunday,
Inc. d/b/a Jacks Liquor and Tobacco Outlet. (Sponsored By: Councilor Starnes)
Council President Striplin opened stating there have been several meetings held regarding th is
application. While safety is the primary concern, other areas of concern previously mentioned
have been the attraction of high crime, sidewalk traffic, the proximity to the Autauga-Prattville
Public Library and the Prattville Kindergarten, and parking areas. The council is always
interested in hearing comments from the public and they would like to hear any new comments
or concerns relative to this application.
No one was present to speak in favor of the resolution.
Dr. Cimis, 141 N. Chestnut Street, presented a handout (attached) to the Mayor and each
council member. Dr. Cimis referenced the handout as he expressed the following concerns:
1. The property does not meet City of Prattville Code of Ordinances parking
requirements
2. The ABC application contains numerous false statements
3. The proposed location is within 700 feet of the Autauga-Prattville Public Library and
the Prattville Kindergarten
4. A 2018 John Hopkins Public Health Study concluded that for every 10% increase to
liquor and beer/wine outlets, there is a 4.2% greater association with violent crim e.
Dr. Cimis concluded requesting the Council to vote no to this request.
Clifton Rich, S. Northington Street, stated this is the third meeting on this application. The
disadvantages have been previously discussed and Mr. Rich asked the council what the
advantages are to this business being located in downtown Prattville. Mr. Rich compared the
City of Prattville to the City of Montgomery. The City Council of Montgomery has recently
denied three liquor store applications. Mr. Rich quoted Montgomery Councilman Pruitt as
having said that it is a privilege to do business in the city, not a right. Mr. Rich suggested that
an ordinance be put in place in the future so that if this matter comes up again, there will not
be this back and forth between the community and the Council. Mr. Rich concluded with
discussion regarding the parking area and obstruction to the sidewalk for this location.
Willie Sayer, 346 S. Washington Street, stated that he stands with the two gentlemen who have
spoken against this license. Mr. Sayer is also opposed to this license being granted.

There being no further comments, Council President Striplin closed the Public Hearing at 6:12
p.m.
