Absent: Councilman Richard Cables, Mr. Martin Jackson, and Mr. Mugs Mullins. (Quorum present) Staff present: Mr. Scott Stephens, City Planner; Mr. Darrell Rigsby, Senior Planner; Mr. Tommie Williams, Planner; and Ms. Alisa Morgan, Secretary. Minutes: Mayor Gillespie moved to approve the minutes of the July 16, 2020 meeting. Mr. Hayden seconded the motion. The motion passed unanimously. Old Business: 1. Zoning Amendment: R-2 (Single Family Residential) to R-3 (Single Family Residential) Henderson Property Location: Henderson Lane and US Highway 31 N Petitioner: William Henderson Representative: Flowers and White Engineering, LLC Mr. Gardner moved to hold action on the Henderson Property at the petitioner’s request until the September meeting. Chief Johnson seconded the motion. The motion passed unanimously. New Business: 3. Preliminary Plat: Lee Subdivision Plat #1 Location: Ridge Terrace Petitioner: Scott & Mandy Lee Scott Lee, petitioner, presented the preliminary plat of Lee Subdivision Plat #1. He stated that the proposed lot is 3 acres divided from a larger 29 acre parcel for the development for their single family home. He stated that they were not aware that they had to go through the process of subdividing the property prior to purchasing the lot. He stated that he has talked with most of the neighbors and received no complaints. Chairman Smith opened the floor for public comments. Earl Wise, realtor, stated that he was involved with the transaction. He stated that he was not aware of the regulations and that this is an oversight by the property owner who divided the property. After no further comments, the public hearing was closed. Approved 9/17/20 Prattville Planning Commission August 20, 2020 Minutes Page 2 of 3 Mr. Gardner introduced a resolution recommending the approval of the preliminary plat of Lee Subdivision Plat #1 and moved for its approval. Mr. Hayden seconded the motion. The vote was called. The motion to approve passed unanimously. 4. Preliminary Plat: Midtown Oaks Plat 5 Location: South of Sunset Drive and Honeysuckle Drive Petitioner: Goodwyn Building Company, Inc. Representative: Goodwyn, Mills & Cawood, Inc. Taylor Watson of Goodwyn, Mills & Cawood, Inc., petitioner’s representative, made a request to table the preliminary plat of Midtown Oaks Plat 5 until the next meeting. Mr. Gardner moved to table the preliminary plat of Midtown Oaks Plat 5 until the next meeting at the petitioner’s request. Chief Johnson seconded the motion. The motion to table passed unanimously. 5. Zoning Amendment: R-2 (Single Family Residential) to R-3 (Single Family Residential) Midtown Oaks Plats 5 & 6 Location: South of Sunset Drive and Honeysuckle Drive Petitioner: Prattville Development Group, LLC Representative: Goodwyn, Mills & Cawood, Inc. Taylor Watson of Goodwyn, Mills & Cawood, Inc., petitioner’s representative, presented the rezoning request of property located south of Sunset Drive and Honeysuckle Drive. He stated that the 74 lots would be developed in the proposed Midtown Oaks 5 and 6 combined. Chairman Smith opened the floor for public comments. There being none, the public hearing was closed. A letter received from Tiffany Raines, 135 Lina Drive, is attached and made a part of the minutes. Mr. Hayden introduced a resolution recommending the rezoning of the Midtown Oaks Plats 5 & 6 from R-2 to R-3 and moved for its approval. Mrs. Carpenter seconded the motion. Mrs. Carpenter discussed concerns that the subdivision is being developed under R-3 zoning which is adjacent to R-2 zoned property and wanted to know what the future plans are for greenspace and parks. Juan Gacha of Goodwyn, Mills, & Cawood, stated that there are plans to continue to expand to the east and south. He stated that the market will dictate the type of future development. After their discussion, the vote was called. The motion to approve passed unanimously. 6. Zoning Amendment: R-2 (Single Family Residential) & O-1 (Office District) to B-1 (Local Shopping Business) Location: 1124 & 1114 East. Main Street Petitioner: Karen Jackson Mr. Stephens stated that the petitioner has requested to withdraw the rezoning request. 7. Subdivision Regulations Amendment: Flag Lots Mr. Stephens presented the proposed amendment to the Subdivision Regulations to address flag lots. Mrs. Carpenter suggested that the amendments should be further reviewed by a committee. Mrs. Carpenter moved to hold. Chief Johnson seconded the motion. The motion to hold passed unanimously. Subdivision Regulations Amendment: Access Roads Mr. Stephens presented the proposed amendment to the Subdivision Regulations to address access roads into subdivisions. Mayor Gillespie suggested that the amendments should be further reviewed in a work session. Mayor Gillespie moved to hold. Chief Johnson seconded the motion. The motion to hold passed unanimously. Miscellaneous Business: Project Prattville (Comprehensive Plan) status update was given by consultant Jason Fondren of KPS Group. I am inquiring if the structures being built are low income public housingunits. If that is the case, I am NOT in favor of these being built. I am a widowed mother of a young child and do not feel comfortable with a large housing development right outside myback yard. It’s a struggle already for me to feel safe living alone but with these being built so close to me I will be more afraid then I am now. Thank you for your time.
