Minutes 2020-11-17 1 PRATTVILLE CITY COUNCIL CITY COUNCIL MINUTES TUESDAY, NOVEMBER 17, 2020 6:02 P.M. The Prattville City Council met in regular session on Tuesday, November 17, 2020, at 6:02 p.m. in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Councilor Jackson gave the invocation. Roll was called and all Councilors were present. THE CHARACTER TRAIT OF THE MONTH IS HOSPITALITY: Cheerfully sharing food, shelter and friendship with others. APPROVAL OF MINUTES: Organizational Meeting November 2, 2020; Public Hearing and City Council Meeting November 3, 2020. Councilor Strichik made a motion to adopt the minutes and Councilor Jackson seconded the motion. With no discussion, the minutes were adopted (7-0). COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA: None MAYOR’S REPORT: Mayor Gillespie was granted a point of privilege. The Prattville Police Department recently finished a promotional process. The Mayor recognized and congratulated the following: Promoted to Lieutenant: Lt. Steven Ashley Lt. Timothy “TR” Hope Lt. Nathaniel Bennett New Officers: Officer Michael Croxton Officer George McMichael The Prattville Exchange Club recognized the following: Police Officer of the Year: Christopher Brasie Firefighter of the Year: Battalion Chief Joshua Brown The Mayor thanked City Webmaster Jamie Sutton for her work on a project to honor Home Town Heroes with banners displayed throughout the City. 2 The Mayor presented the Council with the FY2020/2021 City of Prattville Budget Proposal. In the proposed budget, there is a 3% increase to the Pay and Compensation Plan, and a 2.5% merit raise for employees. The Mayor thanked all Clean City Professionals as it is Clean City Professionals Week in the City of Prattville. The City of Prattville, Prattville Area Chamber of Commerce and Autauga County Commission have signed proclamations declaring November 16th -20th Farm City Week. The Annual Christmas Parade will be held Friday, December 4, 2020 at 7pm. An untraditional Christmas Tree Lighting will take place in conjunction with Small Business Saturday on November 28th at 6pm. REPORT FROM COUNCIL ON SPECIAL COMMITTEES: None REPORT ON STATUS OF CITY FINANCES: Finance Director Daniel Oakley presented the finance reports for October, 2020. The General Fund Revenue report showed that the total revenue collected was $3,423,666.00 in October, 2020. The year-to-date revenue was $523,007.00; which excludes the revenue accrual amount for September revenue. The Tax Breakdown Comparison report showed revenue increased by 15.58% in comparison to the prior year. The Expenses by Department report showed that with 8.33% of the budget year complete, overall expenses were $4,328,402.00 as of October, 2020. The Wastewater Enterprise Fund Income Statement showed a net income of $263,315.00 for October, 2020. The Sanitation Enterprise Fund Income Statement showed a net income of $56,966.00 for October, 2020. The Judicial Special Revenue Fund Income Statement showed a net income of $7,192.00 for October, 2020. The Bank Balances report showed a total cash balance of $26,691,249.00 as of October, 2020. The City-Wide Accounts Payable and Debt Balances report show total debt at $57,116,043.00, including total non-enterprise debt at $22,732,559.00, as of October, 2020. 3 CONSENT AGENDA 1. RESOLUTION: To Authorize the Mayor to have Various Weeded Lots Abated per Title 11, Chapter 67 of the Code of Alabama, 1975, as Amended. (Sponsored By: Councilor Strichik) RESOLUTION BOOK 2020-A, PAGE 189 Councilor Strichik made a motion to place items #1-5 on a Consent Agenda and Councilor Gornto seconded the motion. The items were placed on a Consent Agenda (7-0). Council President Pro Tempore Boone made a motion to adopt the Consent Agenda and Councilor Gornto seconded the motion. There being no discussion, the Consent Agenda was adopted with the following results: AYES : STRIPLIN, JACKSON, CHAMBERS, STARNES, GORNTO, STRICHIK, BOONE 7 NAYS : NONE 0 ABSTAINED : NONE 0 ABSENT : NONE COMMENTS FROM PERSONS PRESENT: Eric Morgan, 376 Austin Valley Drive, representing the Prattville Area Chamber of Commerce addressed the Council regarding economic development. On behalf of the Chamber, Mr. Morgan urged the Council to continue the contract for services that the Chamber has held for many years to provide economic development for the community. The Chamber’s board of directors feel that they are best equipped to handle these functions from a resource, talent and skill set perspective. As leaders of the business community they feel strongly that they have represented the economic development interest of the community, citing that over the past 5 years there have been 175 new business established in Prattville, 2375 new jobs and over $800 million in capital investment. 4 CLOSING COMMENTS: Councilor Chambers congratulated all of the officers who received promotions and wished all a happy and safe Thanksgiving. Councilor Strichik wished all a happy Thanksgiving, and thanked Interim City Clerk Jamie Clayton for her help over the last four years and wished her well in her future endeavors. Council President Starnes congratulated Commissioner Larry Stoudemire for winning his election. Council President Starnes called a City Council and Planning Commission Work Session for a joint review of the Project Prattville 2020 Comprehensive Plan on Thursday, November 19, 2020. Council President Starnes also called a City Council Work Session/Budget Hearing to review the FY2020/2021 Budget on Friday November 20th. ADJOURN: There being no further business to come before the council, Councilor Strichik made a motion to adjourn and Councilor Chambers seconded the motion.
