PRATTVILLE CITY COUNCIL
AND PLANNING COMMISSION WORK SESSION MINUTES
THURSDAY, NOVEMBER 19, 2020
4:40 P.M.
The Prattville City Council and the Planning Commission held a joint work session on Thursday,
November 19, 2020, at 4:40 p.m. in the Council Chambers at City Hall.
The meeting was called to order by Council President Jerry Starnes and all councilors were
present with Councilor Striplin arriving at 5:15 p.m. and Councilor Strichik arriving at 5:25 p.m.
Members of the Planning Commission present were Mayor Gillespie, Councilman Chambers,
Vice-Chairman Gardner, Mrs. Carpenter, and arriving at 5:15 p.m. Chairman Smith. Chief
Johnson, Mr. Hayden, Mr. Jackson, and Mr. Mullins were recorded as being absent. The
purpose of the work session was to have a joint review of the first draft presentation of the
Project Prattville Comprehensive Master Plan.
Mayor Bill Gillespie, Jr. was recorded as being present, as well as the following staff: Finance
Director Daniel Oakley, City Planner Scott Stephens, and Mayor’s Executive Assistant Lisa
Byrd.
Council President Jerry Starnes turned the work session over to Scott Stephens. Mr. Stephens
introduced Jason R. Fondren, AICP, LEED AP Vice President, Principal Planner at KPS Group,
Inc. to present the Project Prattville 2040 Comprehensive Master Plan. Mr. Fondren went
through a detailed presentation of the first draft of the comprehensive master plan. Said
presentation is attached.
At the conclusion of the presentation, Mr. Fondren held a brief question and answer period.
ADJOURN:
There being no further business to come before the Council, the meeting adjourned at 5:25
p.m.
