Zoning Amendment: Rezoning from R-3 (Single Family Residential) to T-2 (Mobile Home 30 Parking) 31 228 Lewis Street 32 Location: 228 Lewis Street 33 Petitioner: Linda Rosschild 34 35 Mr. Williams provided the staff report for the zoning amendment for property located at 228 Lewis 36 Street. He stated that the petitioner is requesting to rezone approximately 0.19 acre parcel from R-3 to 37 T-2. He stated that the staff recommends approval of the proposed rezoning as it is consistent with the 38 neighborhood. He also stated that there were two emails sent. One was from Melissa Pickett in 39 support of the rezoning and the other was from Mr. and Mrs. Craion opposing the rezoning. 40 41 Chairman Smith opened the floor for public comments. There being none, the public hearing was 42 closed. 43 44 Mr. Gardner introduced a resolution recommending approval of the zoning amendment located at 228 45 Lewis Street and moved for its approval. Paula Carpenter seconded the motion. 46 47 After no further discussion, the vote was called. The motion to approve passed 5-1. 48 49 2. Preliminary Plat: Oak Creek 1-A 50 Location: Live Oak Drive and Dunvegan Drive 51 Petitioner: Adam & Shannon Morrell 52 Representative: Pilgreen Engineering, Inc. 53 54 DRAFT Draft Prattville Planning Commission November 19, 2020 Minutes Page 2 of 2 Mr. Rigsby provided the staff report for the preliminary plat for property located on Live Oak Drive 55 and Dunvegan Drive. He stated that the petitioner is requesting to join two parcels to make one big 56 parcel. Mr. Rigsby stated that this does meet the city subdivision regulations and is satisfactory to 57 staff. 58 59 Chairman Smith opened the floor for public comments. There being none, the public hearing was 60 closed. 61 62 Mrs. Paula Carpenter introduced a resolution recommending approval for the preliminary plat and 63 moved for its approval. Chief Johnson seconded the motion. 64 65 After their discussion, the vote was called. The motion to approve passed unanimously. 66 67 3. Sketch Plan: Midtown Oaks Plat 6 68 Location: South of Sunset Drive & Honeysuckle Drive 69 Petitioner: Goodwyn Building Company, Inc. 70 Representative: Goodwyn, Mills, and Cawood, Inc. 71 72 The Planning Commission voted to table the sketch plan and form a committee to assist applicant to 73 resolve deficiencies. Councilman Chambers introduced a resolution and Mrs. Paula Carpenter 74 seconded. 75 76 4. EVALUATION/COMMENTS: Street Connectivity: The combined tract has an estimated 965’ of frontage along Old Farm Lane, and an estimated 830’ of frontage along Rocky Mt. Road. The proposed sketch plan shows a single connection to Old Farm Lane South to the west of the property and a single connection to Rocky Mount Road to the east of the property Water/Sewer: The proposed site could be served by water however, the nearest sanitary sewer line is 730’ south at the intersection of Howard Murfree Drive & Old Farm Lane. A sanitary sewer line is also present an estimated 850’ south on Rocky Mount. Road nearest to High Point Town Center. Staff Comments: This applicant proposes to rezone subject property under the Planned Unit Development designation. Additionally, the sketch plan proposes to subdivide the 56 +/- acre property into a residential subdivision with a total of 117 lots. Applicant proposes to develop the western half of the 56 acres into 116 single-family residential lots and the eastern half of the property into a multi-family development. Street connectivity will occur at Old Farm Road and Rocky Mount Road. The property is currently zoned F.A.R. Reviewed by: Darrell Rigsby, Senior Planner Recommendation: Postpone to future meeting Staff has provided extensive comments for this project that the applicant is in the process of addressing. Planning Commission review and recommendations to Council. The Planning Commission shall review the proposed planned unit development and take one (1) of the following actions: A. Request the developer to provide additional information and reconsider the proposal at the next regular meeting or at a future regular meeting when the developer can present the data requested. After three (3) requests for data by the Planning Commission, the developer may request the project to be referred to Council. B. Refer the proposal to the City Council with a statement either: (1) Recommending rezoning to PUD. A favorable recommendation shall include a report to the City Council that the applicant may proceed with initiation of the rezoning request and preparation of a preliminary plan. The recommendation shall be based on the following findings, which shall be included as a part of the report: (a) The proposal conforms to the comprehensive plan. (b) The proposal meets the intent, objectives and general requirements of the Planned Unit Development District. (c) The proposal is conceptually sound in that it meets a community need and conforms to accepted design principles in the proposed functional roadway system, land use configuration, open space system, and drainage and utility systems. (d) There are adequate services and utilities available in the construction of the development. (2) A conditional recommendation stating objections to the sketch plan and may include an alternate proposal by the Planning Commission for the zoning of the area under consideration. (3) Opposing the rezoning and stating the reasons for opposition.
