Minutes 2020-12-011 PRATTVILLE CITY COUNCIL CITY COUNCIL MINUTES TUESDAY, DECEMBER 1, 2020 6:04 P.M. The Prattville City Council met in regular session on Tuesday, December 1, 2020, at 6:04 p.m. in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Councilor John Chambers gave the invocation. Roll was called and all Councilors were present. THE CHARACTER TRAIT OF THE MONTH IS SINCERITY: Eagerly do what is right with transparent motives. APPROVAL OF MINUTES: Public Hearing and City Council Meeting November 17, 2020; Special Called City Council Meeting November 19, 2020; Prattville City Council and Planning Commission Work Session November 19, 2020; and City Council Work Session Budget Hearing November 20, 2020. Councilor Strichik made a motion to adopt the minutes and Councilor Gornto seconded the motion. With no discussion, the minutes were adopted (7-0). COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA: None. MAYOR’S REPORT: The Mayor mentioned that we had a wonderful non-traditional Christmas Tree Lighting Saturday night as Downtown is officially a Winter Wonderland for the Holidays. He thanked all of the departments for their hard work in this transformation for the Christmas Season, and he showed a list up on the screen too. The Mayor mentioned that the City of Prattville is scheduled to have the Annual Christmas Parade Friday, December 4, 2020 at 7pm. The Grand Marshals are the lineman of Alabama Power and Central Alabama Electric Cooperative. He mentioned that they will be honoring these men and women who worked tirelessly to restore power to our community after the recent storms. I have spoken with one of our local health officials, and we are still monitoring COVID- 19. We will update everyone if these plans are subject to change. The Mayor requested that Agenda Items #2 and #4 be held because the City Planner will not be here tonight. He stated that Resolution #10 are the lights that were removed from the bid package to save the City money. This means that the City saved $60,000 on the lighting system for the new Mac Gray Fields and $19,000 on the lighting system for the existing fields 1 and 2. These savings are indicated on the Musco quotes. We need this to pass with or without the budget this evening to ensure the savings as there will be a price increase next year. He requested support on Resolution #6 for the budget, looks forward to the opportunities before the City. I appreciate the hard work and dedication of the Department Heads on this budget. I appreciate the councilors that I have discussed the budget with, and I am still happy to answer any questions or concerns. We have a significant budget that has grown and is just over $64 Million Dollars. He mentioned his appreciation for Councilor Jackson for sitting on the City Clerk interview panel as we are making progress in the search. He also thanked the Interim City Clerk, Lisa 2 Byrd, for her hard work and his appreciation for her stepping up to fill the role of Interim City Clerk during this search. There is a lot more involved to getting these packets ready and operations out of that office than people realize. I have a new appreciation for the position of City Clerk from what I have recently learned with this position somewhat operating out of the Mayor’s office. The Resolution was adopted with the following results: AYES : STRIPLIN, JACKSON, CHAMBERS, STARNES, GORNTO, STRICHIK, BOONE 7 NAYS : NONE 0 ABSTAINED : NONE 0 ABSENT : NONE CLOSING COMMENTS: Bryant “Bo” Evans, 411 Sheila Blvd, wanted to talk about the City’s Budget, very disappointed would cut funding for the Chamber and gave to the City. Heavily involved and support the Chamber, they have done a great job. I think it is disappointing to take from a private organization to make City government bigger. Mayor Gillespie thanked the council and employees for their hard work and dedication to our City. Councilor Striplin wanted to thank the employees for the seasonal decorations. Councilor Jackson wanted people to know why he abstained from the budget. He wanted to make it clear that it had nothing to do with employees or pay. He wanted to create his own narrative because he’s seen in the past where certain individuals have vilified certain people on the council for their vote and how they voted. He wanted the citizens and employees to know that his vote had nothing to do with pay raises or cost of living. He wanted it perfectly clear that we have some of the best employees here. We seem to give a lot of credit to the leaders and overlook the front-line workers, which is why he spent the Wednesday before Thanksgiving having lunch with the Parks and Recreation facilities maintenance. He wanted to show his appreciation, and hopefully, they don’t get in too much trouble for having lunch with a city councilor. Councilor Chambers stated how nice it was for the city officials that had anything to do with all the decorations. It is good to see all the families enjoying the decorations. He thanked the employees for the hard work. Councilor Gornto thanked the City workers who helped make Downtown beautiful and looks forward to the Christmas Parade if it is allowed. Councilor Strichik thanked everyone for the decorations, including the people not on the list. Thankful for their outstanding job. The budget is not an easy thing; the Chamber does a great job for the City. He said the Chamber relationship would remain strong and thankful for what they do for our City. He thanked Dale, Robby, and Kellie. Council President Pro Tempore Boone said Downtown is beautiful and people are really enjoying it. Merry Christmas and Stay well. Council President Starnes thanked Daniel for his leadership on the budget. He did a great job for the budget hearing; he did a fabulous job on that too. He thanked the Department Heads and city employees. On the Chamber, he said we are not cutting funding but trying to enhance and improve the relationship with the Chamber and County. We did not cut the Chamber funding, just the position, and hopefully, we will continue building the relationship with the Chamber. He thanked Councilor Striplin for guiding him tonight as there are many things to learn from this position, so thank you. 7 ADJOURN: There being no further business to come before the council, Councilor Jackson made a motion to adjourn and Councilor Strichik seconded the motion.
