Members present were Chairman Thea Langley, Vice-Chairman Joel McCord, 12 Mrs. Jean Davis, Ms. Kate Musgrove, Mrs. Teresa Nettles, and Mr. Tim Sanford. Members Absent: Mr. 13 Scott Ferguson. 14 15 Quorum present 16 17 Also present was Mr. Scott Stephens, City Planner; Mr. Darrell Rigsby, Senior Planner; Mr. Tommie 18 Williams, Planner, and Ms. Alisa Morgan, Secretary. 19 20 Minutes: 21 Mrs. Davis moved to approve the minutes of the September 24, 2020 meeting. Mrs. Nettles seconded the 22 motion. The motion passed unanimously. 23 24 Committee Reports: 25 There were no reports to be made. 26 27 Old Business: 28 Certificate of Appropriateness 29 Demolition-Remove existing Awning 30 161 West Main Street 31 Debra Pace, Petitioner 32 33 Mr. Stephens provided the staff comments to the request to remove the existing awning from property 34 located at 161 West Main Street. He stated that the petitioner was approved for a permit to modify the 35 awning, but what was installed is not what was approved. A Stop Work Order was issued for the violation. 36 He stated that the petitioner appeared before the Prattville Municipal Court and the municipal judge 37 suggested that the petitioner return to the HPC to find a solution that can be approved by the HPC. 38 39 Debra Pace, petitioner, stated that the improper awning was an unintentional error. She stated that the 40 awning that was placed over the existing structure frame will be removed. 41 42 After no further discussion, the vote was called. Mr. McCord moved to approve the request as submitted 43 contingent that the previous existing 4 bars remain connected to the building. Ms. Musgrove seconded the 44 motion. The motion to approve passed unanimously. 45 46 There were no public comments. 47 48 New Business: 49 Certificate of Appropriateness 50 Sign-Install sign West Main Coffee House 51 167 West Main Street 52 Matthew Cuthbertson, Petitioner 53 54 DRAFT Draft Prattville Historic Preservation Commission December 10, 2020 Minutes Page 2 of 3 Mr. Williams provided the staff report for the sign installation request at 167 West Main Street. He stated 55 that historic signage should be retained and maintained. He stated that the petitioner proposes to use the 56 existing base of the structure. 57 58 Matthew Cuthbertson, petitioner, along with sign installer, Kevin Sims, presented the request to place a 59 sign on property located at 167 West Main Street. 60 61 The staff received comments in favor of the request from Benjamin Akers (email attached). There were no 62 public comments. 63 64 After no further discussion, the vote was called. Mrs. Davis moved to approve the request as submitted. 65 Mr. McCord seconded the motion. The motion to approve passed unanimously. 66 67 Certificate of Appropriateness 68 Demolition – Remove siding, repair and replace walkway and driveway 69 Addition- Construct garage, media/storage room, and detached RV garage 70 126 East 5th Street 71 J.B. & Jaylene Carteret, Petitioner 72 73 Mr. Rigsby provided the staff report for the demolition and alterations proposed for structure on property 74 located at 126 East Fifth Street. He stated that the proposed demolition to replace siding, repair and replace 75 walkway and driveway and the proposed addition to construct garage, media and storage room, and 76 detached RV garage are in keeping with the guidelines. 77 78 J. B. and Jaylene Carteret, petitioners, presented the request for demolition and alterations to structure on 79 property located at 126 East Fifth Street. They outlined the proposed alterations to be made to remove old 80 siding and replace with Hardie Plank; to repair and replace walkway to front door and driveway with 81 concrete; to construct an attached 1 ½ story 48’ x 56’ three-bay garage and media/storage structure attached 82 to back of house; to construct a detached RV garage at rear of property; and to repair existing storm 83 windows, storm door, rear deck, and front patio. 84 85 Ms. Musgrove moved to separate the requested items. Mr. Sanford seconded the motion. The motion 86 passed unanimously. 87 88 Item 1: (Siding) 89 Mr. McCord moved to approve the request as submitted. Ms. Musgrove seconded the motion. The motion 90 to approve passed unanimously. 91 92 Item 2: (Driveway) 93 Mr. McCord moved to approve the request as submitted. Mrs. Davis seconded the motion. The motion to 94 approve passed unanimously. 95 96 Item 5: (Windows, door, rear deck, and front patio) 97 Ms. Musgrove moved to approve the request as submitted contingent that the proposed Trex flooring be 98 applied to the front patio and rear deck. Mrs. Davis seconded the motion. The motion to approve passed 99 unanimously. 100 101 Item 3: (Attached garage/media and storage room) 102 The Commission requested more details on the proposed structure. They suggested that the profile of the 103 proposed structure remain contiguous with the main structure. 104 105 Mrs. Davis moved to table the request until the next meeting. Ms. Musgrove seconded the motion. Previous Approvals: N/A 1984/2007 Historic Properties Inventory Details 130 Fourth Street (Ward Chapel A.M.E. Church): c.1891; one story over raised basement, frame (now covered with brick veneer except for pediment of facade), rectangular with gable roof and projecting corner belltower capped by pyramidal steeple, Gothic window openings all round. Building severely altered in 1953, including brick veneer and present brick-pier porch. African Methodist Episcopal congregation purchased church site in 1891 for $150 from estate of DRAFT Page 2 of 4 Merrill Pratt, Daniel Pratt's nephew. Church erected soon afterward. Proposed Alteration, Renovation or Addition The following alterations have been requested by the applicant. See the application included as Attachment A for a description of each element. 1. Replace current parking lot with asphalt paving PLANNING STAFF EVALUATION: Reviewed by: Darrell Rigsby, Senior Planner Site Visits Conducted: January 2021 Recommendation: Approval Proposed project is in keeping with the Historic Preservation Commercial Guidelines. Proposed project does not detract from the existing structure. Evaluation: Since the subject property/structure was initially developed as, and remains a commercial/institutional structure, the requested alterations were reviewed against the standards contained in the Prattville Commercial Design Review Guidelines Manual. The relevant sections of manual are included. Staff comments/evaluations are summarized at the end of each section. The following changes are proposed: 1. Replace current parking lot with asphalt paving Parking Lots (page 47) Parking lots can have dramatic affects on the historic character of the district. Their construction should include planning to mitigate these affects by avoiding the demolition of historic buildings or the creation of large physical voids in the landscape. 1. In planning and constructing parking lots, historic landscape elements, particularly buildings, should be protected. 2. In the commercial downtown, the current pattern of street parking and locating parking lots behind historic buildings and out of pedestrian view should be continued. DRAFT Page 3 of 4 3. Shared parking used by businesses or institutions with different peak use times should be utilized. 4. Parking and pedestrian areas should be clearly differentiated. Item 1 Recommendation: Approval There is little guidance in the Prattville Commercial Design Review Guidelines specifically concerning development or modification of parking lots. The majority of the guidance is along the lines of maintaining and preserving the historic landscape elements, historic buildings, and pedestrian areas. The existing parking facility at Wards Chapel church is made up of crushed gravel and grass. Applicant is proposing ____ parking spaces in the new asphalt parking lot.
