District 5 Miscellaneous: 1.Review of Bylaws 2.Election of Officers Adjourn: Approved 1/21/21 Prattville Planning Commission December 17, 2020 Minutes Page 1 of 2 CITY OF PRATTVILLE PLANNING COMMISSION MINUTES December 17, 2020 Call to order: Chairman Tim Smith called the meeting to order at 3:04 p.m. Roll Call: Members present were Mayor Bill Gillespie, Chairman Tim Smith, Vice-Chairman Reuben Gardner, Chief Dallis Johnson, Mrs. Paula Carpenter, and Mr. Mugs Mullins. Absent: Councilman Chambers and Mr. Martin Jackson. Mr. Seth Hayden arrived at the end of business. (Quorum present) Staff present: Mr. Scott Stephens, City Planner; Mr. Darrell Rigsby, Senior Planner; Mr. Tommie Williams, Planner; and Ms. Alisa Morgan, Secretary. Minutes: Mr. Gardner moved to approve the minutes of the November 19, 2020 meeting. Chief Dallis Johnson seconded the motion. The motion passed unanimously. Committee Reports: Mr. Stephens made the report of the Midtown Oaks Plat 6 committee meeting (Agenda Item #3). He stated that the developer is still working out details of the sketch plan and has requested to hold the item until the next meeting. Old Business: 3. Sketch Plan: Midtown Oaks Plat 6 Location: South of Sunset Drive & Honeysuckle Drive Petitioner: Goodwyn Building Company, Inc. Representative: Goodwyn, Mills, and Cawood, Inc. Chairman Smith moved to table the sketch plan of Midtown Oaks Plat 6 at the petitioner’s request. Mr. Mullins seconded the motion. The motion to hold passed unanimously. 1. Sketch Plan and Zoning Amendment: Henderson Property Location: Henderson Lane & US Highway 31 N Petitioner: William Henderson Representative: Flowers and White Engineering, LLC The petitioner requested that the sketch plan and zoning amendment be held until the next meeting (email attached). Mr. Mullins moved to table the sketch plan and rezoning amendment until the next meeting (January 21, 2021). Chief Johnson seconded the motion. The motion to table passed unanimously. New Business: 4. Preliminary Plat: McClain Landing North Location: SE corner of McQueen Smith Road S & Hwy 82 E; extension of Lee Audis Lane Owner: William H. Murfee Trust Representative: Barrett-Simpson, Inc. Mr. Williams provided the staff report for the preliminary plat of McClain Landing North. Blake Rice of Barrett-Simpson, petitioner’s representative, presented the preliminary plat of McClain Landing North. He stated that the proposed preliminary plat conforms to the approved sketch plan and all comments received from the city will be addressed accordingly. Approved 1/21/21 Prattville Planning Commission December 17, 2020 Minutes Page 2 of 2 Chairman Smith opened the floor for public comments. There being none, the public hearing was closed. Chief Johnson introduced a resolution recommending approval of the preliminary plat of McClain Landing North and moved for its approval. Mrs. Carpenter seconded the motion. After no further discussion, the vote was called. The motion to approve passed unanimously. 5. Sketch Plan: Thrash Property Sketch Plan Location: Old Farm Lane & Rocky Mountain Road (north of High Pointe shopping center) Owner: Betty Thrash Petitioner: Flowers and White Engineering, LLC. Representative: Flowers and White Engineering, LLC. The petitioner requested that the sketch plan of the Thrash Property be postponed prior to the meeting. Miscellaneous Business: The Bylaws were presented and reviewed by the Commission. Mr. Mullins moved to accept the bylaws as written. Mrs. Carpenter seconded the motion. The motion to approve passed unanimously. Election of Officers: Mrs. Carpenter moved to nominate Mr. Tim Smith as Chairman. Chief Johnson seconded the motion. There were no other nominations for Chairman. The motion to approve passed unanimously. Chairman Smith moved to nominate Mr. Reuben Gardner as Vice-Chairman. Mr. Mullins seconded the motion. There were no other nominations for Vice-Chairman. The motion to approve passed unanimously. Jason Fondren of KPS Group provided an update on the progress of the Project Prattville (Comprehensive Plan).
