Members present were Chairman Tim Sanford, Vice-Chairman Taylor 12 Stewart, Mr. Zack Barker, Mrs. Jean Davis, Mr. Scott Ferguson, and Mrs. Teresa Nettles. Members Absent: 13 Ms. Kristi Rollins. 14 15 Quorum present 16 17 Also present was Mr. Scott Stephens, City Planner; Mr. Darrell Rigsby, Senior Planner; Mr. Tommie 18 Williams, Planner, and Ms. Alisa Morgan, Secretary. 19 20 Minutes: 21 Mrs. Davis moved to approve the minutes of the March 4, 2021 special meeting as corrected. Mrs. Nettles 22 seconded the motion. The motion passed unanimously. 23 24 Committee Reports: 25 There were no reports to be made. 26 27 Old Business: 28 There was no old business to discuss. 29 30 New Business: 31 Certificate of Appropriateness 32 New Structure-Bridge, Sidewalk, Fence 33 Intersection of Bridge St. & Maple St. 34 City of Prattville, Petitioner 35 36 Chairman Sanford recused himself for this item due to a conflict of interest. Vice-Chair Stewart chaired 37 the case. 38 39 Mr. Rigsby provided the staff report for the Certificate of Appropriateness to construct a pedestrian bridge 40 and sidewalk along Bridge Street and to install fencing along Bridge Street and Maple Street right-of-way. 41 He stated that both requests are consistent with the guidelines and the staff recommended approval. 42 43 Robby Anderson of the City of Prattville, petitioner’s representative, presented the request for the 44 Certificate of Appropriateness to construct a pedestrian bridge and sidewalk along Bridge Street and to 45 install fencing along Bridge Street and Maple Street right-of-way. He stated that the proposed fencing is 46 consistent with existing fencing in the district on city property. 47 48 Vice-Chairman Stewart opened the floor for public comments. Jon Lee Finnegan, 211 Deer Trace inquired 49 about the fencing along Maple Street asking if it was being installed for a private citizen. Mr. Anderson 50 addressed the comment stating that the fencing would be on the city’s property separating the public and 51 private space. 52 53 Tom Miller, 115 Maple Street, spoke via Zoom, stating that his private property was being used by the 54 public. After their discussion, the vote was called. Mrs. Davis 59 moved to approve the request as submitted. Mr. Barker seconded the motion. The motion to approve 60 passed unanimously. 61 62 After action of the agenda item, Chairman Sanford resumed his seat as Chairman and presided over the 63 meeting. 64 65 Certificate of Appropriateness 66 New Structure-Addition 67 342 S. Chestnut St. 68 City of Prattville, Petitioner 69 70 Mr. Williams provided the staff report for the Certificate of Appropriateness to add a new structure on the 71 property at 342 S. Chestnut Street. He stated that structure would be constructed on the northwest corner 72 of the house under the patio and would be used as a public restroom. 73 74 Robby Anderson along with Dale Gandy of the City of Prattville, petitioner’s representatives, presented the 75 request for the Certificate of Appropriateness to construct a building to be used for a public restroom to 76 service the Creek Walk. He stated that the building would be constructed on an existing slab. He stated 77 that this site is the best viable location for the structure. He stated that all ADA compliance rules will be 78 followed. 79 80 Chairman Sanford opened the floor for public comments. There were none. The public hearing was closed. 81 82 After no further discussion, the vote was called. Mrs. Davis moved to approve the request as submitted. 83 Mr. Ferguson seconded the motion. The motion to approve passed unanimously. 84 85 Miscellaneous: 86 Mr. Stephens presented to the Commission a resolution to support applications for grant funding for training 87 and preservation planning offered by the Certified Local Government (CLG) program. 88 89 Mr. Sanford read a resolution recommending approval of the support for training grant by the CLG program. 90 Ms. Stewart moved to approve the resolution. Mrs. Nettles seconded the motion. The motion to approve 91 passed unanimously. 92 93 Mr. Sanford introduced a read recommending approval of the support for preservation planning and design 94 guidelines grant offered by the CLG program. Mrs. Davis moved to approve the resolution. Mr. Barker 95 seconded the motion. The motion to approve passed unanimously. 96 97 Mr. Stephens informed the Commission of a recent request by a citizen to refresh a mural on one of the 98 buildings located in the district. He stated that there are no requirements in the guidelines on this type of 99 request. This would increase the value of the dwelling and give a more aesthetically pleasing view. Evaluation Since the subject property/structure is a residential property, the requested alterations were reviewed against the standards contained in the Prattville Residential Design Review Guidelines Manual. The relevant sections of the manual are included. Staff comments/evaluations are summarized at the end of the section. Item 1. New Structure-Adding new window boxes and shutters (replacing old shutters) Windows (page 37) Windows are prominent building components. They help to establish the rhythm of a building or streetscape. Historic windows should be retained, maintained, and, if needed, repaired. 1. Historic windows should be retained and maintained. 2. Historic windows should remain visible and their openings transparent. 3. Deteriorated or damaged windows should be repaired so that the windows retain their historic appearances. 4. The replacement of original windows with vinyl or aluminum windows is discouraged. 5. Missing windows or elements should be replaced so that they replicate the historic windows or other historic examples. Window openings should not be added or removed from locations visible from the street. 6. Historic shutters should be retained and maintained. 7. Shutters should not be added unless the building historically had them and replacements replicate historic shutters, fit the window opening, and are constructed of painted wood. 8. Screen and storm windows should be constructed of painted wood, baked-on enamel, anodized aluminum, or painted-to-match-the-frames mill-finish aluminum. 9. Screen, storm, and security windows should fit within the window frames and be full view design or have a central meeting rail in the same location as the window. 10. New Fence Fence (page 46) Fences and walls have historically been used to define ownership or function and to separate public and private space. Historic fences and walls should be retained and maintained. New fences and walls should use design, materials, and placement that minimize their effect on the district’s historic character. 1. Historic fences and walls should be retained and maintained. 2. Wood and metal picket fences are appropriate new construction. If wooden, they should be painted using colors complementary to the adjacent house. They should be less than three feet tall, and the pickets should be set less than three inches apart and be less than four inches in width. 3. Cast iron fences are appropriate for 19th and early 20th century dwellings. These fences should be less than three feet tall. 4. Wood board fences may be located in back yards and should be less than six feet tall. Flat tops, dog-ear tops, or pointed tops are all appropriate designs. Fences should be painted to blend with the building. 5. Free-standing brick or concrete walls may be located in back yards or, if not visible from the street, side yards. 6. Chain-link fences may be located in back yards or, if not visible from the street, side yards. Chain-link fences should be painted dark green or black, coated with green or black plastic, or screened with plants. 7. Split or horizontal rail, railroad tie, or timber fences may be located in rear yards but should be avoided on the fronts of houses.
