Chief Johnson seconded the motion. The motion passed unanimously. 21 22 Committee Reports: 23 Mr. Stephens provided a summary of the work session held on April 8, 2021 discussing the proposed amendments 24 to multi-family standards and zoning requirements. 25 26 Old Business: 27 1. Project Prattville 2040, the updated comprehensive master plan - Adoption 28 29 Chairman Smith opened the floor for public comments. Jon Lee Finnegan, 211 Deer Trace addressed the 30 commission about a center turning lane being added on Main Street to Shady Oak Lane. 31 32 After no further comments, the public hearing was closed. 33 34 After the Commission’s discussion, the vote was called. Councilman Chambers introduced a resolution 35 to adopt the updated comprehensive plan, Project Prattville 2040 and moved for its approval. Mr. 36 Gardner seconded the motion. The motion to approve passed unanimously. 37 38 The sketch plan of the Redfield Road Property was withdrawn at the petitioner’s request. 39 40 2. Proposed Ordinance Amendment: Multi-Family Residential & R-4 Zoning text amendment41 42 Chairman Smith opened the floor for public comments. Jon Lee Finnegan, 211 Deer Trace addressed the 43 commission stating that she does not oppose apartments and felt that the proposal of two story units only 44 would deter builders. 45 46 After no further comments, the public hearing was closed. During their discussion, the Commission 47 talked about changes in some of the areas as proposed to change which included, but not limited to 48 parking, roof pitch, lighting standards, traffic study, and the number of stories. Mayor Gillespie moved to 49 amend that the number of stories per unit is limited to two stories. Councilman Chambers seconded the 50 motion. The motion failed by 2/3 vote as recorded. Favor: Mayor Gillespie and Councilman Chambers. 51 Oppose: Mr. Hayden, Mr. Gardner, and Chairman Smith. He stated that the greenspace requirements have been met for the 76 PUD zoned property. 77 78 Mr. Williams provided the staff report for the preliminary plat of Hedgefield 5 and Hedgefield 6. He 79 stated that the all the lots are in the city’s limits but the counties are split between Autauga and Elmore 80 counties. 81 82 Chairman Smith opened the floor for public comments. 83 84 Jon Lee Finnegan, 211 Deer Trace had questions about the total number of homes to complete Hedgefield 85 Subdivision. Mr. Vaughn stated that approximately 147 lots are proposed for the entire Hedgefield 86 Subdivision. 87 88 After no further comments, the public hearing was closed. 89 90 Mr. Gardner introduced a resolution recommending approval of the preliminary plat of Hedgefield 5 and moved 91 for its approval. ANALYSIS: Street Connectivity: No new access point and street right-of-ways are being proposed within the preliminary plat. The proposed lots for this subdivision will have access from existing city streets. Water/Sewer: The proposed site is serviced by existing water mains. An existing sanitary sewer line can be accessed from proposed lots facing Washington Ferry Road. However, the existing sanitary sewer line dead ends on McGriff Street an estimated 197’ west off the McGriff Street & Rice Street intersections. The proposed preliminary plat shows the dead-end sanitary manhole within the middle of McGriff Street at Lot (1); therefore, a proposal has been made to serve Lot (10) by a single site sanitary septic system. Cited below are the City of Prattville standards for sewer and water based off of adjacent availability. As noted in the Ordinance standards, the availability of sewer for Lot (10) is within 1,200’ of an existing sanitary sewer line. Water and/or sewer will be considered available if lines of the proper size and flow, with pumping not required, are located within twelve hundred (1,200) feet of the property. Installation of all lines shall be the responsibility of the developer. If water and/or sewer is not available, private water supply and sewage disposal may be used subject to the approval of the appropriate county health department, and the Alabama Department of Environmental Management. R-2 Single-Family Residential District Performance Standards: Development requirements for uses in R-2 zoning include the following: MINIMUM YARD SIZE: Front Yard: 35 feet; Rear Yard: 40 feet; Side Yard: 10 feet. MINIMUM LOT SIZE: Area in Square Feet: 10,500; Width at building line: 75 feet. MAXIMUM HEIGHT: 35 feet; 2½ stories. MAXIMUM BUILDING AREA PERCENT: 25% OFF STREET PARKING CAR SPACES: One. Staff Comments/Comprehensive Plan: This preliminary plat consists of a vacant 4.80-acre parcel currently zoned R-2, Single-Family Residential. The proposal is to subdivide the tract into (10) ten single-family residential lots conforming to all standards of the R-2 zoning district as described above for yard and lot size. (7) Seven proposed lots will face McGriff Street ranging from 0.46 to 0.49 acres with a building line of 75’ wide and depths in excess of 250’. Lot (10) ten will be the largest lot within the proposed plat at 0.92 acres. In addition, (3) three lots will face Washington Ferry Road, including one corner lot that will be a minimum of 75’ at the building line and a depth of 129’. These lots will have sizes ranging from 0.26 to 0.33 acres. All lots will have (1) one private drive access from existing streets. Moreover, this proposal is an example of infill development within an established residential district, and is the type of development that is often encouraged in sustainable planning practice. Likewise, infill development should not require a large-scale upgrade in infrastructure. In the case of this preliminary plat proposal, the lots reflect the scale and use similar to neighboring properties, and take access off an existing city street. The public infrastructure upgrade is minimal, as no additional public streets, sewer and water lines will need to be added. As a public sidewalk does not exist at this location, and no proposal has been made for a sidewalk within the preliminary plat, staff has required that a 5’ wide sidewalk be added in front of all lots that is reflective of the City of Prattville subdivision regulations. From a policy standpoint, a sidewalk is also reflective of the City of Prattville Comprehensive Plan of considering all transportation users in encouraging complete streets.
