Preliminary Plat: Shepherd Ridge, Plat 127 Location: North of Ridge Trail 28 Petitioner: Leonard & Carrie Schaefer 29 30 The action on the requested approval for preliminary plat of Shepherd Ridge, Plat 1 was held at the 31 petitioner’s request until the next meeting (June). 32 33 2. Preliminary Plat Time Extension: Park Lane34 Location: Ridgewood Rd, west of Mt Airy Drive 35 Representative: Larry E. Speaks & Associates, Inc. 36 37 The item was tabled at the previous meeting (May 20, 2021) because there was no representative in 38 attendance. Mr. Stephens introduced the request for the time extension of the approved preliminary plat 39 of Park Lane subdivision. Mr. Greg Gillian of Larry E. Speaks & Associates, Inc., petitioner’s 40 representative presented the request. 41 42 Chief Johnson introduced a resolution recommending approval of the time extension of one year for the 43 preliminary plat of Park Lane Subdivision and moved for its approval. The motion to approve passed unanimously. 58 59 Mayor Gillespie introduced a resolution recommending approval of the time extension of one year of the 60 preliminary plat of Dawson’s Mill Phase IV and moved for its approval. Preliminary Plat Time Extension: Heather Drive Subdivision Plat No. 1 64 Location: Heather Drive and Dee Drive 65 Representative: Larry E. Speaks & Associates, Inc., petitioner’s representative presented the 69 request for the time extension of the approved preliminary plat of Heather Drive Subdivision Plat 1. 70 71 Mayor Gillespie introduced a resolution recommending approval of the time extension of one year for the 72 preliminary plat of Heather Drive Subdivision Plat 1 and moved for its approval. Chief Johnson seconded 73 the motion. The motion to approve passed unanimously. 74 75 New Business: 76 5. Annexation: SJT Properties, LLC 77 Location: South side of County Road 4 W between Highway 14 W & Echlin Blvd. 78 Petitioner: SJT Properties, LLC 79 80 Mr. Williams provided the staff report for the annexation of SJT Properties, LLC. He stated that the 81 approximately 70 acres is located outside the city’s limits and is requesting to be zoned FAR. He stated 82 that public water is available to the site, but sewer is not available and would require private septic 83 system. 84 85 Vice-Chairman Gardner opened the floor for public comments. 86 87 Jon Lee Finnegan, 211 Deer Trace had questions about the identity of the property owner and what’s 88 being developed. 89 90 After no further comments, the public hearing was closed. 91 92 Mr. Hayden introduced a resolution recommending approval of the annexation of SJT Properties, LLC (approx. 93 70 acres) and moved for its approval. Mr. Daniel seconded the motion. 94 95 Jessica Causey, petitioner’s representative, stated that her parents are the owners of the property and are moving 96 back to the area and wants have city services to the lot. 97 98 Mayor Gillespie asked Mr. Stephens if the property was contiguous to the city limits. Mr. Stephens stated that 99 he has consulted with the city’s attorney and the property has been verified to be contiguous to the city limits. 100 101 After no further discussion, the vote was called. The motion to approve passed unanimously. 102 103 6. Chief Johnson seconded the motion. 123 124 Mr. Stephens clarified that FAR zoning allows for single family residential use. Any further subdividing of the 125 property would have to do this same process. 126 127 After no further discussion, the vote was called. The motion to approve passed unanimously. 128 129 7. Preliminary Plat: McGriff Street Plat 1 130 Location: Southwest corner of McGriff Street & Washington Ferry Road 131 Petitioner: Goodwyn Building Company 132 Representative: Larry E. Speaks & Associates, Inc. 133 134 Mr. Williams presented the preliminary plat request for McGriff Street Plat 1. He stated that the 135 preliminary plat consists of a vacant 4.80-acre parcel currently zoned R-2, Single-Family Residential. The 136 proposal is to subdivide the tract into (10) ten single-family residential lots. Seven proposed lots will face 137 McGriff Street and three lots will face Washington Ferry Road. 138 139 Greg Gillian of Larry E. Speaks & Associates, Inc., petitioner’s representative, presented the preliminary 140 plat of McGriff Street Plat 1. He stated that development is expected to start within the next 3 months. 141 142 Vice-Chairman Gardner opened the floor for public comments. Kayla Kyle, 797 Rice Street asked for additional 143 information about the development. Phillip Goodwyn, petitioner, provided the additional information requested. 144 145 Jon Lee Finnegan, 211 Deer Trace, asked about the design of the proposed homes. 146 147 After no further comments, the public hearing was closed. 148 149 Mr. Daniel introduced a resolution recommending approval of the preliminary plat of McGriff Street Plat 1 and 150 moved for its approval. He stated that the petitioner 160 proposes to replat the property lines for 424 and 444 Wetumpka Street. He stated that both lots meet the minimum 161 requirement of the R-2 zoning. 162 163 Vice-Chairman Gardner opened the floor for public comments. There being none, the public hearing was closed. 164 165 Mrs. Carpenter introduced a resolution recommending approval of the preliminary plat of Strickland Subdivision 166 and moved for its approval. Members present were Dallis Johnson, Ken Daniel, and Seth Hayden (via Zoom). Tim Smith arrived approximately 2:20pm. Staff present: Scott Stephens, Darrel Rigsby, and Tommie Williams. Also participating via Zoom was Mr. Jason Fondren, KPS Group, the consultant for the zoning ordinance re-write. Mr Fondren began with general recommendations for the whole zoning ordinance. He then went through and discussed proposed Articles 1 through 3. There was some discussion amongst those present and the public. Mr Stephens announced that the agenda for the June 17th meeting only had one item, so it would be a good time to continue the discussion on the zoning ordinance re-write.
