Preliminary Plat: Shepherd Ridge, Plat 1 Location: North of Ridge Trail Petitioner: Leonard & Carrie Schaefer The action on the requested approval for preliminary plat of Shepherd Ridge, Plat 1 was held at the petitioner’s request until the next meeting (June). 2. Preliminary Plat Time Extension: Park Lane Location: Ridgewood Rd, west of Mt Airy Drive Representative: Larry E. Speaks & Associates, Inc. The item was tabled at the previous meeting (May 20, 2021) because there was no representative in attendance. Mr. Stephens introduced the request for the time extension of the approved preliminary plat of Park Lane subdivision. Mr. Greg Gillian of Larry E. Speaks & Associates, Inc., petitioner’s representative presented the request. Chief Johnson introduced a resolution recommending approval of the time extension of one year for the preliminary plat of Park Lane Subdivision and moved for its approval. Annexation: SJT Properties, LLC Location: South side of County Road 4 W between Highway 14 W & Echlin Blvd. Petitioner: SJT Properties, LLC Mr. Williams provided the staff report for the annexation of SJT Properties, LLC. He stated that the approximately 70 acres is located outside the city’s limits and is requesting to be zoned FAR. He stated that public water is available to the site, but sewer is not available and would require private septic system. Vice-Chairman Gardner opened the floor for public comments. Jon Lee Finnegan, 211 Deer Trace had questions about the identity of the property owner and what’s being developed. After no further comments, the public hearing was closed. Mr. Hayden introduced a resolution recommending approval of the annexation of SJT Properties, LLC (approx. 70 acres) and moved for its approval. Mr. Daniel seconded the motion. Jessica Causey, petitioner’s representative, stated that her parents are the owners of the property and are moving back to the area and wants have city services to the lot. Mayor Gillespie asked Mr. Stephens if the property was contiguous to the city limits. Mr. Stephens stated that he has consulted with the city’s attorney and the property has been verified to be contiguous to the city limits. After no further discussion, the vote was called. The motion to approve passed unanimously. 6. Zoning Amendment: Pre-Zone to FAR (Forest, Agricultural, Recreation) SJT Properties, LLC Lot 7 Location: South side of County Road 4 W between Highway 14 W & Echlin Blvd. Petitioner: SJT Properties, LLC Mr. Williams provided the staff report for the zoning amendment of SJT Properties, LLC. He stated that the approximately 70 acres is located outside the city’s limits and is requesting to be zoned FAR. Rd. 4 W, asked if the proposed zoning will affect the residents on the opposite side of County Road 4. Mrs. Carpenter introduced a resolution recommending approval of the zoning amendment of SJT Properties, LLC (approx. 70 acres) to FAR and moved for its approval. Chief Johnson seconded the motion. Mr. Stephens clarified that FAR zoning allows for single family residential use. Any further subdividing of the property would have to do this same process. After no further discussion, the vote was called. The motion to approve passed unanimously. 7. Preliminary Plat: McGriff Street Plat 1 Location: Southwest corner of McGriff Street & Washington Ferry Road Petitioner: Goodwyn Building Company Representative: Larry E. Speaks & Associates, Inc. Mr. Williams presented the preliminary plat request for McGriff Street Plat 1. He stated that the preliminary plat consists of a vacant 4.80-acre parcel currently zoned R-2, Single-Family Residential. The proposal is to subdivide the tract into (10) ten single-family residential lots. Seven proposed lots will face McGriff Street and three lots will face Washington Ferry Road. Greg Gillian of Larry E. Speaks & Associates, Inc., petitioner’s representative, presented the preliminary plat of McGriff Street Plat 1. He stated that development is expected to start within the next 3 months. Vice-Chairman Gardner opened the floor for public comments. Kayla Kyle, 797 Rice Street asked for additional information about the development. Phillip Goodwyn, petitioner, provided the additional information requested. Jon Lee Finnegan, 211 Deer Trace, asked about the design of the proposed homes. After no further comments, the public hearing was closed. Mr. Daniel introduced a resolution recommending approval of the preliminary plat of McGriff Street Plat 1 and moved for its approval. Mr. Hayden seconded the motion. The vote was called. The motion to approve passed unanimously. 8. Preliminary Plat: Strickland Subdivision Location: 424 and 444 Wetumpka Street Owner: Samuel D. Strickland & June D. Strickland and Samuel C. Strickland & Katie M. Strickland Representative: Alabama Land Surveyors, Inc. Mr. Williams introduced the preliminary plat request for the Strickland Subdivision. He stated that the petitioner proposes to replat the property lines for 424 and 444 Wetumpka Street. He stated that both lots meet the minimum requirement of the R-2 zoning. Vice-Chairman Gardner opened the floor for public comments. There being none, the public hearing was closed. Mrs. Carpenter introduced a resolution recommending approval of the preliminary plat of Strickland Subdivision and moved for its approval. Chief Johnson seconded the motion. If you do not expect these issues to be resolved prior to mid-June, I would recommend withdrawing the application and resubmitting when it is ready. ANALYSIS: Street Connectivity: No new access point and street right-of-ways are being proposed within the preliminary plat. The proposed lots for this subdivision will have access from existing city streets. Water/Sewer: The proposed site is serviced by existing water mains. An existing sanitary sewer line can be accessed from proposed lots facing Washington Ferry Road. However, the existing sanitary sewer line dead ends on McGriff Street an estimated 197’ west off the McGriff Street & Rice Street intersections. The proposed preliminary plat shows the dead-end sanitary manhole within the middle of McGriff Street at Lot (1); therefore, a proposal has been made to serve Lot (10) by a single site sanitary septic system. Cited below are the City of Prattville standards for sewer and water based off of adjacent availability. As noted in the Ordinance standards, the availability of sewer for Lot (10) is within 1,200’ of an existing sanitary sewer line. R-2 Single-Family Residential District Performance Standards: Development requirements for uses in R-2 zoning include the following: MINIMUM YARD SIZE: Front Yard: 35 feet; Rear Yard: 40 feet; Side Yard: 10 feet. MINIMUM LOT SIZE: Area in Square Feet: 10,500; Width at building line: 75 feet. MAXIMUM HEIGHT: 35 feet; 2½ stories. MAXIMUM BUILDING AREA PERCENT: 25% OFF STREET PARKING CAR SPACES: One. Staff Comments/Comprehensive Plan: This preliminary plat consists of a vacant 4.80-acre parcel currently zoned R-2, Single-Family Residential. The proposal is to subdivide the tract into (10) ten single-family residential lots conforming to all standards of the R-2 zoning district as described above for yard and lot size. (7) Seven proposed lots will face McGriff Street ranging from 0.46 to 0.49 acres with a building line of 75’ wide and depths in excess of 250’. Lot (10) ten will be the largest lot within the proposed plat at 0.92 acres. In addition, (3) three lots will face Washington Ferry Road, including one corner lot that will be a minimum of 75’ at the building line and a depth of 129’. These lots will have sizes ranging from 0.26 to 0.33 acres. All lots will have (1) one private drive access from existing streets. Moreover, this proposal is an example of infill development within an established residential district, and is the type of development that is often encouraged in sustainable planning practice. Likewise, infill development should not require a large-scale upgrade in infrastructure. In the case of this preliminary plat proposal, the lots reflect the scale and use similar to neighboring properties, and take access off an existing city street. The public infrastructure upgrade is minimal, as no additional public streets, sewer and water lines will need to be added. As a public sidewalk does not exist at this location, and no proposal has been made for a sidewalk within the preliminary plat, staff has required that a 5’ wide sidewalk be added in front of all lots that is reflective of the City of Prattville subdivision regulations. From a policy standpoint, a sidewalk is also reflective of the City of Prattville Comprehensive Plan of considering all transportation users in encouraging complete streets.
