Chestnut St. City of Prattville, Petitioner Public Hearing Miscellaneous: Adjourn: Approved 4/22/21 Prattville Historic Preservation Commission March 25, 2021 Minutes Page 1 of 2 CITY OF PRATTVILLE HISTORIC PRESERVATION COMMISSION MINUTES March 25, 2021 Call to order: The Chairman called the regular meeting of the Prattville Historic Preservation Commission to order on Thursday, March 25, 2021 at 4:29 p.m. Roll Call: The secretary called the roll. Members present were Chairman Tim Sanford, Vice-Chairman Taylor Stewart, Mr. Zack Barker, Mrs. Jean Davis, Mr. Scott Ferguson, and Mrs. Teresa Nettles. Members Absent: Ms. Kristi Rollins. Quorum present Also present was Mr. Scott Stephens, City Planner; Mr. Darrell Rigsby, Senior Planner; Mr. Tommie Williams, Planner, and Ms. Alisa Morgan, Secretary. Minutes: Mrs. Davis moved to approve the minutes of the March 4, 2021 special meeting as corrected. Mrs. Nettles seconded the motion. The motion passed unanimously. Committee Reports: There were no reports to be made. Old Business: There was no old business to discuss. New Business: Certificate of Appropriateness New Structure-Bridge, Sidewalk, Fence Intersection of Bridge St. & Maple St. City of Prattville, Petitioner Chairman Sanford recused himself for this item due to a conflict of interest. Vice-Chair Stewart chaired the case. Mr. Rigsby provided the staff report for the Certificate of Appropriateness to construct a pedestrian bridge and sidewalk along Bridge Street and to install fencing along Bridge Street and Maple Street right-of-way. He stated that both requests are consistent with the guidelines and the staff recommended approval. Robby Anderson of the City of Prattville, petitioner’s representative, presented the request for the Certificate of Appropriateness to construct a pedestrian bridge and sidewalk along Bridge Street and to install fencing along Bridge Street and Maple Street right-of-way. He stated that the proposed fencing is consistent with existing fencing in the district on city property. Vice-Chairman Stewart opened the floor for public comments. Jon Lee Finnegan, 211 Deer Trace inquired about the fencing along Maple Street asking if it was being installed for a private citizen. Mr. Anderson addressed the comment stating that the fencing would be on the city’s property separating the public and private space. Tom Miller, 115 Maple Street, spoke via Zoom, stating that his private property was being used by the public. This fencing would mitigate public use of his private property. Vice-Chair Stewart opened discussion to the Board. After their discussion, the vote was called. Mrs. Davis moved to approve the request as submitted. Mr. Barker seconded the motion. The motion to approve passed unanimously. After action of the agenda item, Chairman Sanford resumed his seat as Chairman and presided over the meeting. Certificate of Appropriateness New Structure-Addition 342 S. Chestnut St. City of Prattville, Petitioner Mr. Williams provided the staff report for the Certificate of Appropriateness to add a new structure on the property at 342 S. Chestnut Street. He stated that structure would be constructed on the northwest corner of the house under the patio and would be used as a public restroom. Robby Anderson along with Dale Gandy of the City of Prattville, petitioner’s representatives, presented the request for the Certificate of Appropriateness to construct a building to be used for a public restroom to service the Creek Walk. He stated that the building would be constructed on an existing slab. He stated that this site is the best viable location for the structure. He stated that all ADA compliance rules will be followed. Chairman Sanford opened the floor for public comments. There were none. The public hearing was closed. After no further discussion, the vote was called. Mrs. Davis moved to approve the request as submitted. Mr. Ferguson seconded the motion. The motion to approve passed unanimously. Miscellaneous: Mr. Stephens presented to the Commission a resolution to support applications for grant funding for training and preservation planning offered by the Certified Local Government (CLG) program. Mr. Sanford read a resolution recommending approval of the support for training grant by the CLG program. Ms. Stewart moved to approve the resolution. Mrs. Nettles seconded the motion. The motion to approve passed unanimously. Mr. Sanford introduced a read recommending approval of the support for preservation planning and design guidelines grant offered by the CLG program. Mrs. Davis moved to approve the resolution. Mr. Barker seconded the motion. The motion to approve passed unanimously. Mr. Stephens informed the Commission of a recent request by a citizen to refresh a mural on one of the buildings located in the district. He stated that there are no requirements in the guidelines on this type of request. He stated that consideration should be given on how to address artwork and murals in the guidelines. Install Fence along Bridge and Maple Street ROW PLANNING STAFF EVALUATION: Reviewed by: Darrell Rigsby, Senior Planner Site Visits Conducted: March 2020 Recommendation: Approval Proposed project is in keeping with the Historic Preservation Guidelines. Proposed project does not detract from the neighborhood. Evaluation: Since the subject property/structure was initially developed as a residence, the requested alterations were reviewed against the standards contained in the Prattville Design Review Guidelines Manual. The relevant sections of manual are included. Staff comments/evaluations are summarized at the end of each section. 1. Construct Pedestrian Bridge and Sidewalk along Bridge Street Sidewalks (page 44 Commercial Guidelines) Sidewalk construction should follow historic examples. 1. Sidewalks in the commercial downtown have historically extended from building entryways to the street. This traditional placement should continue to be used along Main and Court Streets. 2. Construction materials should continue to emphasize concrete and brick or similar materials. Driveways, Sidewalks, and Walkways (Page 44, Residential Guidelines Driveways, sidewalks, and walkways are common district features. Historic examples should be retained and maintained, and new construction should follow historic examples. Sidewalks should be of concrete and located between the main yard and a strip of yard bordering the street. 1. Historic driveways, sidewalks, and walkways should be retained and maintained. Page 3 of 3 4. Sidewalks are typically concrete and located between a narrow strip of grass bordering the street and the yard. New sidewalks should follow these historic models. 2. Install Fence along Bridge and Maple Street ROW Fences (page 46 Residential Guideline) Fences and walls have historically been used to define ownership or function and to separate public and private space. Historic fences and walls should be retained and maintained. New fences and walls should use design, materials, and placement that minimize their affect on the district’s historic character. 1. Historic fences and walls should be retained and maintained. 2. Wood and metal picket fences are appropriate new construction. If wooden, they should be painted using colors complementary to the adjacent house. They should be less than three feet tall, and the pickets should be set less than three inches apart and be less than four inches in width. 3. Cast iron fences are appropriate for 19th and early 20th century dwellings. These fences should be less than three feet tall. Item 1 Recommendation: Approval There is no guidance in the Prattville Design Review Guidelines specifically concerning public infrastructure, City owned structures or installation of pedestrian bridges, sidewalks, or fences in public ROW. Proposed additions will all take place on City owned property or within City maintained Rights-of-Way. Fences and sidewalks are continuations of existing fences and sidewalks that the City of Prattville has been installing for many years. Proposed structures and materials are consistent with the Historic Guidelines. Construct a public use restroom on the Northwest corner of the house, under the patio PLANNING STAFF EVALUATION: Reviewed by: Tommie Williams Site visit conducted on: March 2021 CITY OF PRATTVILLE Historic Preservation Commission Planning Department Staff Report 2 Recommendation: Approve Analysis This request is for constructing a public use restroom on the NW corner of the house, under the patio. The restroom will butt up to the existing building, but not be accessible from it. The restroom will only be accessible from the outside. The bathroom will be constructed under the existing patio, so there will be no changes to the roof. The exterior of the bathroom will be covered in hardi-board and have a lean-to-style covering over the door to protect it from the elements. The door must be solid with no glass due to privacy. Two door options are provided, with option 1 being similar to several in the historic district. Evaluation Since the subject property/structure is a residential property, the requested alterations were reviewed against the standards contained in the Prattville Residential Design Review Guidelines Manual. The relevant sections of the manual are included. Staff comments/evaluations are summarized at the end of the section. Item 1. Additions Additions (page 40) Additions to dwellings are appropriate as long as they are placed on rear elevations or non-readily visible side elevations. Additions should be designed to complement the historic qualities of the dwelling. 1. Additions should cause minimal damage or removal of historic walls, roofs, and features from historic buildings. Existing openings should be used to connect the building and the addition. 2. Additions should have no or limited visibility from the street. Generally, rear elevation are appropriate locations for additions. 3. Additions should be compatible with the original building in scale, proportion, rhythm, and materials. 4. Additions should be distinguishable from the historic building: they should be smaller and simpler in design. 5. Additions should not imitate earlier architectural styles, but should be contemporary in design.
