Mr. 19 Hayden seconded the motion. The motion passed unanimously. 20 21 Committee Reports: 22 Mr. Stephens provided an update on the progress of the Zoning Ordinance rewrite which was the topic of the July 23 7th work session. 24 25 Old Business: 26 There was no old business to discuss. 27 28 New Business: 29 1. Preliminary Plat: Nichols/Lanier Plat 130 Location: North of Cobbs Ford Road and west of Old Farm Lane S 31 Petitioner: Katherine Tae Nichols and Laura Ann Lanier 32 Representative: Chambliss Engineering, LLC 33 34 Clyde Chambliss of Chambliss Engineering, LLC, petitioner’s representative, presented the preliminary 35 plat of Nichols/Lanier Plat 1. He stated that the 7.8 acre lot will divide approximately 1.2 acre out for 36 commercial development of a car wash. 37 38 Chairman Smith opened the floor for public comments. There were none to speak. The public hearing was 39 closed. 40 41 Mrs. Carpenter introduced a resolution recommending approval of the preliminary plat of Nichols/Lanier Plat 1 42 and moved for its approval. He 55 stated that the remaining smaller lots have been removed and an amenity site has been added on the pond. Annexation: Glennbrooke 961 Location: South of Old Ridge Road adjacent to Glennbrooke 8 62 Owner: David L. Avant/Diane R. Avant 63 Representative: Barrett-Simpson, Inc. 64 65 Blake Rice of Barrett-Simpson, Inc., petitioner’s representative, presented the request for annexation of 66 Glennbrooke 9. He stated that this phase of development for Glennbrooke 9 proposes approximately 143 lots 67 with an amenity lot. 68 69 Chairman Smith opened the floor for public comments. There were none to speak. The public hearing was 70 closed. 71 72 Mr. Hayden introduced a resolution recommending approval of the annexation of Glennbrooke 9 and moved for 73 its approval. He stated that this phase of development for Glennbrooke 9 proposes for larger lots and side 87 entry garages. 88 89 Chairman Smith opened the floor for public comments. There were none to speak. The public hearing was 90 closed. 91 92 Councilman Chambers introduced a resolution recommending approval of the zoning of Glennbrooke 9 to R-3 93 and moved for its approval. Preliminary Plat: Prattville Square Shopping Center Plat 198 Location: North Memorial Drive 99 Owner: Tanner & Guin 100 Representative: Flowers & White Engineering, LLC 101 102 The petitioner requested that the preliminary plat of Prattville Square Shopping Center Plat 1 be held until the 103 August meeting. (E-letter attached and made a part of the minutes). 104 105 6. He stated that the property received sketch plan 113 approval formerly known as the Thrash Property (February 18, 2021). 114 115 Mr. White addressed questions posed by the public to address the entrance, utilities, price range, and target age 116 for the development. These questions were received by the Chairman prior to the meeting. 117 118 Chairman Smith opened the floor for public comments. There were none to speak. The public hearing was 119 closed. 120 121 Mayor Gillespie asked about the plans for the property east of the proposed development. Mr. White stated that 122 a stub street has been provided for future development, but there are no current plans for development. 123 124 Mr. Mullins introduced a resolution recommending approval of the preliminary plat of Magnolia Ridge 125 Subdivision and moved for its approval. Mrs. Carpenter seconded the motion. 126 127 After no further discussion, the vote was called. The motion to approve passed unanimously. 128 129 Miscellaneous Business: 130 Mr. Stephens proposed to the Commission a work session to continue discussion on the proposed re-write 131 of the Zoning Ordinance, Article 7. The Commission voted on a tentative date of Wednesday, August 4, 132 2021 at 11:30 at the Doster Center. 133 134 Mr. Stephens introduced Jason Fondren, consultant with KPS Group, who presented for discussion, the proposed 135 revisions of the Zoning Ordinance, Articles 7. 136 137 Councilman Chambers was excused at 4:35 p.m. 138 139 Mr. Mullins moved to send the remainder of the discussion to work session previously scheduled. Jason Fondren, KPS Group, lead the discussion of proposed Article 7, Use-Specific Regulations. Mr. Stephens announced that the next regular meeting of the Planning Commission would be August 19th.
