BUDGET WORK SESSION MINUTES
TUESDAY, SEPTEMBER 14, 2021
5:03 P.M.
The Prattville City Council held a work session on Tuesday, September 14, 2021, at 5:03 p.m.
in the Council Chambers at City Hall.
The meeting was called to order by Council President Starnes and all Councilors were recorded
as present. The purpose of the work session was to discuss the proposed FY2022 budget.
Mayor Bill Gillespie, Jr. was recorded as being present, in addition to the following department
heads: Finance Director Daniel Oakley, the Mayor’s Executive Assistant / Interim City Clerk
Lisa Byrd, Human Resources Director Lisa Thrash, Information Technology Director Jose
Figueroa, City Engineer Robby Anderson, City Planner Scott Stephens, Public Works Director
Dale Gandy (via ZOOM); Police Chief Mark Thompson, Fire Chief Terry Brown, Parks and
Recreation Director Kellie Cook, and Chief Magistrate Charlotte Griffith.
Council President Starnes opened the work session and turned the meeting over to Mr. Oakley
to review the budget.
After Mr. Oakley’s review, Council President Starnes asked if there was anyone from the public
who wished to make comments.
Ms. Jon Lee Finnegan, 211 Deer Trace, addressed the Council and asked if questions about
the budget should be directed to department heads or to the Council. Council President
Starnes advised that questions could be addressed to the Council and forwarded to department
heads.
With no other comments from the public, Council President Starnes called for closing
comments from the Mayor and Council.
Mayor Gillespie expressed his appreciation to department heads and the hard work put in by
the Finance Department to get the budget ready for review.
Council President Pro Tempore Boone thanked City employees for their dedication and skills
to organize the financial data and present the City’s budget.
ADJOURN:
There being no further business to come before the Council, Councilor Strichik made a motion
to adjourn and Councilor Chambers seconded the motion. The meeting was adjourned at 6:09
p.m. (7-0).
