CITY COUNCIL MINUTES
TUESDAY, NOVEMBER 2, 2021
6:04 P.M.
The Prattville City Council met in regular session on Tuesday, November 2, 2021, at 6:04 p.m.
in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag,
Councilor Striplin gave the invocation. Roll was called with all Councilors present. Council
President Starnes declared a quorum and called the meeting to order.
THE CHARACTER TRAIT OF THE MONTH IS GRATEFULNESS: Letting others know by my
words and actions how they have benefited my life.
APPROVAL OF MINUTES: Public Hearing and Council Meeting October 19, 2021, and Work
Session October 26, 2021. Councilor Strichik made a motion to adopt the minutes and
Councilor Chambers seconded the motion. There being no discussion, the minutes were
adopted (7-0).
Council President Starnes recognized Autauga County Board Member Jim Manderson and
Autauga County Commissioner Larry Stoudemire.

MAYOR’S REPORT:
Mayor Gillespie commented last night was a good evening of food and fellowship at the Dinner
in the District and thanked the Chamber of Commerce and Stacey Little from Southern Bite for
their partnership with the City of Prattville for the event in historic downtown Prattville. The
dinner was a great way to close out the 3rd annual Parade of Pumpkins. Mayor Gillespie
acknowledged employees and departments involved and his presentation included a slide. The
Parade of Pumpkins allowed families to get out and about in the open air and was a free family-
friendly event. Mayor Gillespie thanked Randy Jones and Associates for donating the
pumpkins and all the City workers who put in the time and effort to make the event successful.
Mayor Gillespie advised the Councilors to keep on the forefront a loitering ordinance, Airbnb’s
ordinance, and the hiring of a company for redistricting. These items will need to be looked
into in the future for further review.
Mayor Gillespie gave an update on Washington Street. It should be open tomorrow with a
rough coat of asphalt applied but it is still a construction zone so use caution. Bunche Avenue
is close to being reopened as well only waiting on some concrete work. Due to these concrete
shortages, the 7th Street sidewalk project has also been delayed.

Councilor Striplin asked if there were any reductions in the proposals or the costs of the
projects. Council President Starnes deferred to Mayor Gillespie to respond. Mayor Gillespie
advised that he met onsite with the engineers. They discussed cutbacks and timelines on
projects. He advised that he also met with the engineers about Newton Park and some items
like the concession stand being put on a different timeline. Councilor Striplin asked if the
discussion impacted the engineering fees since it is normally a percentage of the cost. Mayor
Gillespie responded that the City would be billed as work was done so that would reflect on the
fees and noted that the agreements were not to exceed those amounts. They discussed
keeping the scope of the projects and combining all three projects together; separate but
together since the funding is coming from a central source and are working to keep all costs
down.

Council President Starnes advised that all business in front of the Council had concluded and
that the Council would vote to enter into Executive Session after the completion of Comments
from Persons Present and Closing Comments from the Council.

CLOSING COMMENTS:
Councilor Striplin voiced his concern about the new redistricting that split Autauga County’s
voting districts in the House. He compelled the Council to voice its opposition against the State
Legislature’s redistricting. Councilor Striplin does not want it to seem as implied consent or
support of the redistricting by not publicly stating opposition to it.
Mayor Gillespie asked for a Point of Privilege. He thanked Councilor Striplin for his comments
and advised that he has reached out to Representatives and Senators about the concerns on
the redistricting. They are aware of the City’s position.
Councilor Strichik also voiced his concern over the Legislature’s redistricting and
representation coming from two different counties and two different cities.
Council President Pro Tempore Boone thanked everyone involved in the Parade of Pumpkins.
She commented that downtown looked beautiful and this was something that other cities
generally do not have. It was a great draw to downtown. Council President Pro Tempore Boone

shared that the downtown merchants expressed their appreciation for the increased foot traffic
and overall it has been good for our City. She looks forward to continuing to make Prattville a
year-round destination.
Council President Starnes advised the next City Council Meeting is set for Tuesday, November
16, 2021, at 6:00 pm.
Council President Starnes advised that all business in front of the Council had concluded and
that the Council would vote to enter into Executive Session to discuss matters related to
economic development and discussion of strategy in preparation for negotiations between
governmental bodies.
Councilor Gornto made a motion to enter into Executive Session and Councilor Chambers
seconded the motion. Council President Starnes ordered a Roll Call vote.
The motion to enter into Executive Session was passed with the following results:

to adjourn and Councilor Strichik seconded the motion.
