Minutes 2021-12-211 PRATTVILLE CITY COUNCIL CITY COUNCIL MINUTES TUESDAY, DECEMBER 21, 2021 6:01 P.M. The Prattville City Council met in regular session on Tuesday, December 21, 2021, at 6:01 p.m. in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Council President Starnes gave the invocation. Roll was called with all Councilors present and a quorum was declared. THE CHARACTER TRAIT OF THE MONTH IS GENEROSITY: Managing my resources so I can freely give to those in need. APPROVAL OF MINUTES: Public Hearing and Council Meeting December 7, 2021. Councilor Strichik made a motion to adopt the minutes and Councilor Gornto seconded the motion. There being no discussion, the minutes were adopted (7-0). COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA: None. MAYOR’S REPORT: Mayor Gillespie thanked everyone for all they have done during the year and advised this was the last Council meeting for 2021. He said that departments heads and their staff have overcome several challenges, but everyone pulled together. Mayor Gillespie thanked all that reached out to him during the loss of a family member and concluded his report wishing everyone a Merry Christmas and Happy New Year. REPORT FROM COUNCIL ON SPECIAL COMMITTEES: None. REPORT ON THE STATUS OF CITY FINANCES: The Finance Director, Daniel Oakley, provided the following report on City Finances for November 2021: • General Fund Revenue Report o $4,194,399.98 - total revenue collected in November o $4,614,663.36 - total revenue collected fiscal year to date • Tax Breakdown Comparison Report o $3,237,425.86 - tax revenue collected in November o 10.00% - increase over November 2020 • General Fund Expenditures Report o 16.67% - portion of fiscal year completed o 12.96% - portion of budgeted expenditures incurred to date • Wastewater Fund Income Statement o $313,424.74 - net income from operations for November o 16.37% - portion of fiscal year completed o 10.14% - portion of budgeted expenses incurred to date (excludes capital projects and debt service) 2 • Sanitation Fund Income Statement o $39,047.32 - net income for November o 16.67% - portion of fiscal year completed o 8.95% - portion of budgeted expenses incurred to date • Judicial Fund Income Statement o $20,455.10 - net income for November o 16.67% - portion of fiscal year completed o 5.02% - portion of budgeted expenditures incurred to date • Bank Balances Report o $31,571,547.06 - total of all bank balances at the end of November • Accounts Payable & Debt Balances Report o $46,357,649.66 - total debt balance city-wide at end of November o $12,973,149.66 - total non-enterprise fund debt at end of November CONSENT AGENDA 1. RESOLUTION: To Set a Public Hearing to Grant an Amended Restaurant Retail Liquor License to M & S Sports Diner, Inc. d/b/a Beef ‘O’ Brady’s. (Sponsored By: Council President Pro Tempore Boone) RESOLUTION BOOK 2021-A, PAGE 231 Councilor Gornto made a motion to place item numbers 1-4 on a Consent Agenda and Councilor Strichik seconded the motion. There being no discussion, the items were placed on a Consent Agenda (7-0). Councilor President Pro Tempore Boone made a motion to adopt the Consent Agenda and Councilor Strichik seconded the motion. RESOLUTION: To Authorize the Mayor to Enter into a Lease Agreement with the Autauga County Family Support Center. (Sponsored By: Council President Starnes) RESOLUTION BOOK 2021-A, PAGE 233 Council President Pro Tempore Boone made a motion to adopt the resolution and Councilor Strichik seconded the motion. Councilor Striplin pointed out the resolution stated the lease agreement would be for a three (3) year period, but noted that January 1, 2022, to December 31, 2025, was four (4) years. Councilor Gornto stated the lease agreement attachment read January 1, 2022, to December 31, 2024, and concluded the resolution contained a typo. City Attorney, Mr. Andrew Odom, advised the Council that a motion to amend would be appropriate. Council President Boone made a motion to amend line 26 of the resolution to read “and expiring on December 31, 2024” and Councilor Jackson seconded the motion. The amendment passed (7-0). CLOSING COMMENTS: Mayor Gillespie thanked the Council, department heads, and City employees for their hard work this year and wished everyone a Merry Christmas. Councilor Striplin thanked all City employees and remarked that he received many positive comments about downtown. He wished everyone a Merry Christmas. Councilor Jackson wished everyone a Merry Christmas and Happy New Year. Councilor Chambers thanked his fellow Council members, the Mayor’s Office, department heads, and staff. He said it was a pleasure to work with everyone. He offered Mayor Gillespie and family condolences for their loss. Council Chambers wished everyone a Merry Christmas and Happy New Year and looked forward to 2022. Councilor Gornto wished everyone a Merry Christmas and Happy New Year. Councilor Strichik said he was looking forward to working with everyone in the new year and wished all a Merry Christmas. Council President Pro Tempore Boone wished all a Merry Christmas. Council President Starnes wished everyone a Merry Christmas and Happy New Year. The next City Council meeting is scheduled for Tuesday, January 4, 2022, at 6:00 p.m. ADJOURN: There being no further business to come before the Council, Council President Pro Tempore Boone made a motion to adjourn and Councilor Gornto seconded the motion.
