Members present were Mayor Bill Gillespie, Councilman John Chambers, 10 Chairman Tim Smith, Mr. Ken Daniel, Mr. Seth Hayden, and Mr. Mugs Mullins. Annexation: 1060 Spring Street29 Location: 1060 Spring Street 30 Owner: Michael Stroup 31 32 Mr. Williams introduced the annexation and zoning amendment request of property located at 1060 33 Spring Street. He stated that the applicant is requesting to annex into the city and zone a 0.21 +/- acre 34 parcel located south of County Road 4 & east of Jensen Road for single-family residential use. The 35 parcel currently has a dwelling located on it. He stated that the Planning Department is recommending a 36 zoning of R-5 (Patio Garden Home) because of the size of the lots. He also stated that once incorporated 37 into the city, the applicant plans on connecting to the city sewer. The closest connection is located on 38 their neighbor’s parcel which the applicant has obtained written permission from their neighbor to allow 39 access to the connection. 40 41 Michael Stroup, petitioner, was present at the meeting. 42 43 Chairman Smith opened the floor for public comments. There were none to speak. The public hearing was 44 closed. 45 46 Mr. Hayden introduced a resolution recommending approval of the annexation of 1060 Spring Street into the 47 corporate limits of the City of Prattville and moved for its approval. Mr. Mullins seconded the motion. 48 49 The vote was called. The motion to approve passed unanimously. 50 51 2. The motion to approve passed unanimously. 62 63 Miscellaneous: 64 Mr. Stephens informed the Commission that the new Zoning Ordinance was adopted by City Council at 65 their March 15, 2022 meeting along with a new downtown overlay and a new fee schedule. Street Connectivity: Parcel has frontage on Maple Street and Bridge Street. Water/Sewer: Public water and sewer are available to this site. E. COMPREHENSIVE PLAN: The subject site has a Future Land Use Map (FLUM) designation of Mixed-Use Commercial. On April 15, 2021, the Planning Commission adopted an updated Prattville Comprehensive Plan. The Future Land Use Plan and Map in Land Use + Transportation section (pg. 40) of the document shows the subject parcel in Mixed- Use Commercial FLUM zones and surrounded by Mix-Use Commercial to the East, North, and West and Low Density Residential to the South (across Bridge Street). The proposed Zoning Map Amendment to O-1 Office meets the general fabric of the area. PLANNING STAFF EVALUATION Subject property, Parcel ‘C’, of the Daniel Pratt Apartments Plat 1 is currently zoned R-4 Multi-Family Residential. This parcel is part of the Pratt Gin Complex and includes one structure that fronts Maple Street. Surrounding this parcel to the East, North, and West are structures that will be part of the future multi-family rehabilitation of the Pratt Gin buildings. To the south is low density residential property zoned R-1. The applicant is proposing to convert this structure into offices, rather than multi-family residential. PLANNING STAFF EVALUATION These parcels are developed as and used as single-family residences. These are 75ft wide lots which comply with R-2 zoning. It is unknown why these are currently zoned B-2. There are a few addresses in the subject area that have business licenses assigned to their addresses, but the exterior appearance of these locations still appears to be residential. The proposed Zoning Map Amendment to B-2 (General Business) meets the existing use and general fabric of the area. PLANNING STAFF EVALUATION These parcels are primarily used as general business uses. It is unknown how long they have been zoned M-1 (there were some light industrial uses in years past), but it is the recommendation that this area should now be zoned for general business instead of industrial now.
