Members present were Chairman Tim Sanford, Vice-Chair Taylor Stewart, Mrs. Jean Davis, Mr. Scott Ferguson, Ms. Kristi Rollins, and Mrs. Teresa Nettles. Members Absent: Mr. Zack Barker. Quorum present Also present was Mr. Scott Stephens, City Planner; Mr. Darrell Rigsby, Senior Planner; Mr. Tommie Williams, Planner, and Ms. Alisa Morgan, Secretary. Minutes: Mrs. Davis moved to approve the minutes of the February 24, 2022 regular meeting. Mrs. Nettles seconded the motion. The motion passed unanimously. Mrs. Rollins moved to approve the minutes of the March 8, 2022 special meeting. Ms. Stewart seconded the motion. The motion passed unanimously. Committee Reports: There were no reports to be made. Old Business: There was no old business to discuss. New Business: Certificate of Appropriateness Exterior Renovations 101 N. Chestnut Street Alfred Booth, Petitioner Mr. Williams provided the staff report for the Certificate of Appropriateness for exterior renovations on property located at 101 N. Chestnut Street. No action was taken on this request. The Commission determined that the requested renovations were previously approved and Chairman Sanford recommended that reference be made to the previous (2/28/2013) approval. There were no public comments made. Certificate of Appropriateness Accessory Structure 133 Pletcher Street Brigitte Lee, Petitioner Mr. Rigsby provided the staff report for the Certificate of Appropriateness to allow an accessory structure on property located at 133 Pletcher Street. He stated that the petitioner is proposing to place a pre-fabricated 10 ft x 12 ft accessory structure at the rear of the property. He stated that the proposed location is a wooded area of the lot, with limited visibility from Pletcher Street, Maple Street, or surrounding properties. Chairman Sanford opened the floor for public comments. Tom Miller, 115 Maple Street, stated that he was standing in for the petitioner, Brigitte Lee. He spoke in favor of the request. There were no other comments, the public hearing was closed. After no further discussion, the vote was called. Mr. Ferguson moved to approve the accessory structure as submitted. Ms. Stewart seconded the motion. The motion to approve passed unanimously. Mrs. Davis moved to change the order of agenda items 3 and 4. Mrs. Nettles seconded the motion. Certificate of Appropriateness Fountain Bridge Street and Maple Street (Roundabout) City of Prattville, Petitioner Mr. Stephens provided the staff report for the Certificate of Appropriateness to allow a fountain on property located in the roundabout of the street on Maple Street and Bridge Street. He stated that the fountain will be similar to the fountain in the Heritage Park. It will be gloss black finish. Robby Anderson, petitioner’s representative, presented the request for the fountain on Maple Street and Bridge Street. He stated that the fountain will be located inside the 30’ circle with some protective fencing similar to what was previously approved fencing used by the city. Chairman Sanford opened the floor for public comments. Tom Miller, 115 Maple Street, spoke in favor of the request. There were no other comments, the public hearing was closed. Chairman Sanford opened the discussion for the board. After their discussion, the vote was called. Mrs. Davis moved to approve the fountain (Caesar Model) as presented to include an iron fence similar in height (no more than 3 feet) to the surrounded brick pool base. Mr. Ferguson seconded the motion. The motion to approve passed unanimously. Certificate of Appropriateness Fountain 115 Maple Street Tom Miller, Petitioner Mr. Rigsby provided the staff report for the Certificate of Appropriateness to allow a fountain in the front yard on property located at 115 Maple Street. He stated that the proposed request does not meet the guidelines however it does not detract from the existing structures in the area. Tom Miller, petitioner, presented the request for the fountain at 115 Maple Street. He stated that the proposed 7 foot Janey Crane Fountain does not have a modern look. Chairman Sanford opened the floor for public comments. There were none. The public hearing was closed. Chairman Sanford opened the discussion for the board. After their discussion, the vote was called. Mr. Ferguson moved to approve the fountain (Janney Crane Fountain Model) as presented. Mrs. Nettles seconded the motion. The motion to approve passed by majority vote as recorded. Favor: Mr. Ferguson, Mrs. Nettles, Mrs. Davis, Ms. Rollins, and Chairman Sanford. Oppose: Ms. Stewart. Approved 4/28/22 Prattville Historic Preservation Commission March 24, 2022 Minutes Page 3 of 3 Certificate of Appropriateness Fitness Court Maple Street City of Prattville, Petitioner Ms. Stewart recused herself from acting on this item due to conflict of interest. Mr. Stephens provided the staff report for the Certificate of Appropriateness to allow a fitness court on property located on the creek side of Maple Street. He stated that the petitioner is proposing to install a 40ft x 40ft outdoor fitness area. The guidelines do not have any sections on or references to proposals such as this. He stated that the staff recommends considering landscaping to provide a visual buffer between the fitness area and adjoining residential property. Lisa Byrd, petitioner’s representative, presented the request for the outdoor fitness court proposed for location on the Creekside of Maple Street. She stated that the fitness court will be operated as a park use with limited hours. She stated that the they are proposing landscaping, a bike rack, and fencing to enclose the court. She stated that the location is a good area to fit in the one-mile pedestrian walking path. Chairman Sanford opened the floor for public comments. Jon Lee Finnegan, 211 Deer Trace Street; Anthony Castaldo, 124 Maple Street; Angela Josey, 138 Maple Street; Tom Miller, 115 Maple Street, and a letter received from Zack Barker, 150 Pletcher Street, were in opposition to the location of the proposed fitness court. Vandalism, traffic and parking issues, and safety concerns were also expressed. There were no other comments, the public hearing was closed. Chairman Sanford opened the discussion for the board. Chairman Sanford asked if an alternate location been considered. Mrs. Byrd stated that they are not opposed to a different downtown location. After their discussion, the vote was called. Mrs. Davis moved to deny the fitness court as presented. Mr. Ferguson seconded the motion. The motion to deny passed unanimously. The commission recommended a work session if an alternate downtown location is found. Mrs. Nettles, Chairman Sanford, and Mr. Barker were named as committee members for the work session. Miscellaneous: Guidelines Update Mr. Stephens provided an update on the process of the Design Guidelines being managed by PaleoWest. Construction of Accessory Structure Outbuildings (page 50) Outbuildings contribute to the historic and residential character of the district. Historic outbuildings should be retained and maintained. New outbuildings should be smaller than the adjoining main building. 3. New outbuildings should be simple in appearance. 4. Install an approximately 8ft tall water fountain in the roundabout located at the intersection of Bridge Street and Maple Street PLANNING STAFF EVALUATION: Reviewed by: Scott Stephens, Planning Director Site Visits Conducted: March 2022 Recommendation: Approval Evaluation: The subject property is a new roundabout constructed in the intersection of Bridge Street and Maple Street. Property to the west is the site of the Daniel Pratt Gin Company that is currently being converted to apartments (residential), to the south is the local Masonic lodge, and to the east is a single family housing. The subject property is between a former industrial site (the apartment project will be maintaining the industrial look), a civic building, and a recently built residential house. The Prattville Commercial Design Review Guidelines Manual has no reference to or information on fountains. The Prattville Residential Design Review Guidelines Manual does. The relevant sections of manual are included. Staff comments/evaluations are summarized at the end of each section. Staff Analysis / Recommendation: 1. Install fountain in roundabout. Pools and Fountains (Residential Guidelines page 51) 1. Swimming pools and fountains should be located in the back yards and have limited visibility from public vantage points. 2. Plants and/or fencing should be used to screen views of pools or fountains. Page 3 of 6 Staff Analysis The “Musgrove Fountain” in Downtown’s Heritage Park has become a well known and welcome icon of Prattville. The Musgrove Fountain is featured on page 3 of the Prattville Commercial Design Review Guidelines Manual in the section on the Intent and Purpose of Design Guidelines. However, the Commercial Manual has no reference to fountains, and the Residential Manual states that fountains should be limited from the public view. The proposal for the roundabout fountain will be very similar to the Musgrove Fountain. The Musgrove Fountain was constructed by Robinson Iron and is their ‘Florentine’ model. The proposed roundabout fountain will be the ‘Caesar’ model, which will have a similar height, width, and form. Staff believes the proposed fountain at this location would be akin to civic art and compliment the existing Musgrove Fountain. The subject property is zoned for residential and is near existing single-family residences. However, neither the Prattville Residential Design Review Guidelines Manual nor the Prattville Commercial Design Review Guidelines Manual have any sections on or references to proposals such as this. The Commission should evaluate this proposal based on its appearance and location. We live directly across from the proposed location of the fitness center, overlooking downtown Prattville. The view we have is an unobstructed natural view of historic downtown Prattville, which we enjoy every day. What is presented, appears to be very modern with finishes not representative of the area. I think that part of the reason people enjoy walking Maple St. is how natural this street is. My other concern is that we own the lot directly in front of the proposed location, and without parking considered for this area, my lot will most likely become the parking lot. Having voiced my concern’s, I do want to say that I am very much in favor of this fitness center. It looks great, just not where it is currently proposed. I think this would be great along the walk in Pratt Park, or possibly, along the walk past the new condos, in front of the Police Dept.
