Members present were Mayor Bill Gillespie, Chairman Reuben Gardner, 10 Vice-Chairman Ken Daniel, Deputy Fire Marshal Craig Allen, Mr. Robert King, and Mr. Mugs Mullins. 11 Councilman John Chambers, Mrs. Paula Carpenter, and Mr. Seth Hayden were absent. 12 13 (Quorum present) 14 15 Staff present: Mr. Scott Stephens, City Planner; Mr. Tommie Williams, Planner; and Ms. Alisa Morgan, Secretary. 16 17 Minutes: 18 Mayor Gillespie moved to approve the minutes of the August 18, 2022 regular meeting and the September 9, 19 2022 work session. Mr. Daniel seconded the motion. The motion passed unanimously. 20 21 Committee Reports: 22 23 Old Business: 24 There was no old business to discuss. 25 26 New Business: 27 1. Preliminary Plat: Taylor Ridge Plat 1 28 Location: Hazel Street and Washington Ferry Road 29 Petitioner: Pete Taylor 30 Representative: Larry Speaks & Associates, Inc. 31 32 Mr. Williams introduced the preliminary plat of Taylor Ridge Plat 1. He stated that the petitioner 33 proposes to develop three (3) lots facing Hazel Street with future develop planned where there is an 34 existing structure. Staff recommends that the existing structure be removed before final plat approval. 35 36 Pete Taylor, petitioner, presented the preliminary plat of Taylor Ridge Plat 1. He stated that there are plans to 37 demolish the existing structure and further develop the lot. 38 39 Chairman Gardner opened the floor for public comments. Barbara Jemison Cyrus, 804 Co. Rd 21 N., and Willie 40 Jackson, 310 Russell Lane inquired about the preliminary plat. After no further comments, the public hearing 41 was closed. 42 43 Mr. Daniel introduced a resolution recommending approval of the preliminary plat of Taylor Ridge Plat 1 and 44 moved for its approval. Mr. King seconded the motion. 45 46 After their discussion, the vote was called. The motion to approve passed unanimously. 47 48 2. Preliminary Plat: Sam L. Spencer Plat 1 49 Location: East side of MLK, Jr. Drive between Greencrest Lane and Ridgewood Road 50 Petitioner: Sam L. Spencer, City of Prattville 51 Representative: Jeffcoat Engineers & Surveyors, LLC 52 53 Mr. Stephens introduced the preliminary plat of Sam L. Spencer Plat 1. He stated that the purpose of this 54 preliminary plat is to begin the process of vacating the existing, unimproved right-of-way between the 55 DR A F T Draft Prattville Planning Commission September 15, 2022 Minutes Page 2 of 3 Spencer property and the City’s property (Mac Gray Park), and to reconfigure the location of the property 56 line between the two after eliminating the ROW. 57 58 Steve Hughes of Jeffcoat Engineers & Surveyors, LLC, Spencer’s representative, was present and 59 available for questions or comments. 60 61 Chairman Gardner opened the floor for public comments. There were none. The public hearing was closed. 62 63 Mr. Allen introduced a resolution recommending approval of the preliminary plat of Sam L. Spencer Plat 1 and 64 moved for its approval. Mr. Mullins seconded the motion. 65 66 After their discussion, the vote was called. The motion to approve passed unanimously. 67 68 3. Preliminary Plat: McClain Landing Phase 7 69 Location: West side of McQueen Smith Road 70 Petitioner: H. D. & D Land Company 71 Representative: Barrett-Simpson, Inc. 72 73 Mr. Williams introduced the preliminary plat of McClain Landing Phase 7. He stated that the developer is 74 proposing to construct 103 residential lots on 38.75 acres. He stated that this property, formerly known as Smith 75 Property Phase 2, was previously approved for 85 residential lots. He stated that there will access (2) on McQueen 76 Smith Road and (1) on Highway 31. There will be no access on Highway 82. 77 78 Blake Rice of Barrett-Simpson, Inc., petitioner’s representative, presented the preliminary plat of McClain 79 Landing Phase 7. He stated that the previous preliminary plat had full access proposed at Highway 31, this plat 80 limits the access to a right in/right out and left in restricting the left out onto Highway 31 with a DOT curb island 81 to navigate the flow. 82 83 Mr. Gardner opened the floor for public comments. Jon Lee Finnegan, 211 Deer Trace, inquired about the size 84 of the access island. Kelly Lee, inquired about access. After no further comments, the public hearing was closed. 85 86 Mr. Mullins introduced a resolution recommending approval of the preliminary plat of McClain Landing Phase 87 7 and moved for its approval. Mr. Daniel seconded the motion. 88 89 The motion to approve passed unanimously. 90 91 4. Zoning Amendment: FAR, R-2, and B-2 to R-3 (Single Family Residential) 92 Location: East of Highland Ridge Subdivision 93 Petitioner: Carolyn Peddy Bryan, et al 94 Representative: Flowers & White Engineering, LLC, 95 96 Mr. Williams introduced the request for a zoning amendment from FAR, R-2, and B-2 to R-3 for the Carolyn 97 Peddy Bryan property located to the east of Highland Ridge Subdivision. He stated that the conceptual plan 98 proposes 315 lots on 115 acre lot. 99 100 Ken White of Flowers & White Engineering, LLC, petitioner’s representative, along with Mason Blake, presented 101 the zoning request for Carolyn Peddy Bryan property to rezone from FAR, R-2, and B-2 to R-3 single family 102 residential use. Mr. White stated that 22 acres are dedicated for amenities and recreation space but is not sure 103 what will be provided at this time. (The petitioner’s presentation of Highland Farms Rezoning is attached and 104 made a part of the minutes). 105 106 Chairman Gardner opened the floor for public comments. The majority of comments from the speakers listed 107 were concerns about increased traffic in Highland Ridge, Wee Love It Drive connection, school population and 108 sewer and water impact. Zoning Amendment: FAR (Forest, Agricultural, Recreation) to M-2 (General Industry) 117 Location: 1099 Doster Road 118 Petitioner: Graham Packaging Company, LP 119 120 Mr. Stephens introduced the request for a zoning amendment from FAR to M-2 for the property located at 1099 121 Doster Road. He stated that this is an existing industrial/manufacturing use that has been zoned FAR for some 122 time. The proposed M-2 zoning will be appropriate for the existing use and location. 123 124 Doug Cassel, petitioner’s representative, presented the request to rezone the property from FAR to M2. 125 126 Chairman Gardner opened the floor for public comments. There were none. The public hearing was closed. 127 128 Mayor Gillespie introduced a resolution recommending approval of the zoning amendment of 1099 Doster Road 129 from FAR to M-2 and moved for its approval.
