COMMENTS: Proposed Use: The applicant is requesting to rezone 115.62 acres located east of Highland Ridge Subdivision and west of Old Farm Lane. The applicant proposes to build 315 residential homes*. *The applicant has provided a sketch plan along with the rezoning application. The sketch plan is only being considered as a conceptual plan showing general ideas for development of the subject property. Staff has not evaluated the sketch plan for compliance with the Zoning Ordinance, Subdivision Regulations, Fire Code, or other applicable codes or regulations. Street Connectivity: The subject area connects to Wee Lovett Drive and the Exchange North Water/Sewer: Public water and sewer is available in the area E. COMPREHENSIVE PLAN: The subject site has a Future Land Use Map (FLUM) designation of Commercial On April 15, 2021, the Planning Commission adopted an updated Prattville Comprehensive Plan. The Future Land Use Plan and Map in Land Use + Transportation section (pg. 40) of the document shows the subject parcel is primarily Low Density & Medium Density Residential and surrounded by Medium Density Residential to the north, south, east, and west. PLANNING STAFF EVALUATION: It is the belief of the Planning Department that when these parcels of land were annexed into the City of Prattville they were given F.A.R zoning, which was standard at that time. Today, we give a pre-zoning when annexing land so that the Planning Commission when recommending an annexation can also recommend zoning based on the land use and surrounding zoning. The applicant is requesting to rezone 115.62 acres of property from F.A.R, R-2, & B-2 to R-3 (Single-Family Residential) located east of Highland Ridge Subdivision. The county line lies within this development and the Direction Land Use Zoning North Vacant/Undeveloped F.A.R (Forest, Agriculture, & Recreation) South Commercial & Multi-Family B-2 (General-Business) & R-4 (Multi-Family) East Vacant/Undeveloped & Multi-Family B-2 (General-Business), R- 4 (Multi-Family) & R-3 (Single-Family) West Residential R-3 (Single-Family) & R-4 (Multi-Family) Page | 3 applicant should ensure that enough land is established on either side to conform to the lot requirements listed in the Subdivision Regulations, if and when further subdivision occurs. The Future Land Use Map has this area designated as primarily Low Density Residential and Medium Density area. According to Project Prattville 2040, Low Density Residential includes single-family detached houses on relatively large lots, generally 3-4 homes per acre. Low-density residential areas are typically located where the street network is relatively sparse and access to other public infrastructure and services is more limited. From Project Prattville 2040, Medium Density Residential includes single-family detached homes with moderate lot sizes, generally 4-5 units per acre. These areas are typically located convenient to business areas and public facilities and services and where the existing and planned street network and other infrastructure are more robust. The included sketch plan has not been evaluated fully by staff and is not binding. However, the proposed layout indicates 2.7 homes per acre (315 homes / 115.62 acres = 2.7 homes per acre). This is likely due to the existence of a stream (Fay Branch) on the site and the topography. Without consideration to topography or other design concerns, R-3 zoning could allow between 5.3 homes per acre (front loaded house design) to 6.2 homes per acre (rear loaded design). The submitted sketch plan indicates an overall density of 2.7 homes per acre, however the sketch plan is not binding and a later submitted master plan or preliminary plat could have a different design.
