Chairman Tim Sanford, Vice-Chair Taylor Stewart, Mrs. Jean Davis, Mr. Scott 15 Ferguson, and Ms. Kristi Rollins were present. Mrs. Teresa Nettles was absent. 16 17 Quorum present 18 19 Also present was Mr. Scott Stephens, City Planner; Tommie Williams, Planner; and Ms. Alisa Morgan, Secretary. 20 21 Minutes: 22 Mrs. Davis moved to approve the minutes of the August 25, 2022 regular meeting as corrected. Mr. Ferguson 23 seconded the motion. The motion to approve passed unanimously. 24 25 Committee Reports: 26 There were no reports to be made. 27 28 Old Business: 29 There was no old business to discuss. 30 31 Mr. Ferguson moved to delay hearing of the agenda items to allow presentation from the Prattville Police 32 Department. Ms. Rollins seconded the motion. The motion passed unanimously. 33 34 Police Chief Mark Thompson discussed some public safety technology they’d like to have installed in a couple of 35 locations in the district. He explained how useful the technology was in other locations and would be beneficial in 36 the historic district. After his presentation, the Commission resumed with their regular business. They changed the 37 order of business. 38 39 New Business: 40 Certificate of Appropriateness 41 Fence 42 115 Maple Street 43 Tom Miller, Petitioner 44 45 Mr. Williams provided the staff report for the Certificate of Appropriateness to extend an existing fence on property 46 located at 115 Maple Street. He stated that the proposed 4’ black chain link is consistent with the guidelines. 47 48 Tom Miller, petitioner, presented the request for the Certificate of Appropriateness to place a chain link fence along 49 the concrete wall near the creek for safety issues on property located at 115 Maple Street. 50 51 Chairman Sanford opened the floor for public comments. Ms. Rollins seconded the motion. The motion to approve passed unanimously. 59 60 Chairman welcomed Dr. Miller to his appointment to serve on the HPC. Dr. Miller took his seat on the Commission. 61 62 Design Review Guidelines Update-Adoption 63 64 Chairman Sanford opened discussion for the board. After their comments and discussion, the vote was called. Ms. 65 Stewart moved to approve the adoption of the guidelines. Ms. Rollins seconded the motion. The motion to approve 66 passed unanimously. 67 68 Miscellaneous: 69 Chairman Sanford opened the floor to Nick Henninger of Chambless King Architects, representative of The Mill 70 Apartments, to discuss proposals for signs that would be considered for building identification. He has requested 71 that the HPC consider a special meeting to ensure they have all approvals required by January. 72 73 In consideration of the upcoming holidays, the Commission changed the regular December meeting date to 74 December 7, 2022. See the application included as Attachment A for a description of each element. 1.Exterior signage for The Mill Apartments PLANNING STAFF EVALUATION: Reviewed by: Tommie Williams, Planner Site Visits Conducted: December 2022 Recommendation: Approve with conditions, in order to meet the guidelines, the “The Mill” sign should be externally lit. Evaluation: The requested alterations were reviewed against the standards contained in the Prattville Historic District Design Guidelines Manual. The relevant sections of the manual are included. Staff comments/evaluations are summarized at the end of the section. 1.SIGNAGE- PAGE 59 Historic commercial buildings typically included multiple sign types for a single business including signs located above the storefront on the façade, projecting wall signs, and window signs. Multi-story structures also commonly had signs painted onto the exterior of the building towards the cap. Today, these are often “ghost” signs, which have gained historical significance as they have faded over time. New signs should not be painted directly onto the exterior of historic buildings, but ghost signs should be preserved and repaired if needed. Historic Commercial Buildings 1.Historic signs shall be retained and maintained The applicant is proposing a new modern sign 2.Historic “ghost” signs on the exterior cladding of commercial structures shall be retained andmaintained. Ghost signs can be repainted to their original appearance, though adding new painted signs onto the sides of unpainted historic structures shall be prohibited. Ghost signs will not be utilized with the project being presented DR A F T Page 3 of 4 3. Construct new signs with materials that mirror the appearance of historic sign materials such as wood, copper, or bronze. Vinyl signs are prohibited. The applicant is proposing to utilize metal (not copper or bronze). “The Mill” sign will have metal trimming acrylic, and internally lit 4. New signs shall be installed in locations historically used for signs such as awnings, above storefronts in the façade, storefront windows, and projecting wall signs on the façade. New signs shall not damage or obscure any architectural features of the main structure. “The Mill” sign will be installed in locations historically used for signs. It will be located on the awning and above the front façade. The number signs (indicating the building number) will be hanging signs, they will be located above each entrance. The new signs will not obscure any architectural features of the structures. 5. Signs anchored onto the building shall make use of existing fixtures; when new fixtures need to be added, mount them into mortar and other parts of the exterior so the sign does not damage or destroy the exterior of the main structure. The applicant is willing to add new fixtures to the mortar to protect the integrity of the exterior material. 6. New signs shall be proportioned appropriately to their storefront. The new signs will be proportioned appropriately to the main entrance of each building 7. Where ample ambient lighting is present, external signage shall not introduce new lighting fixtures. The applicant option B is proposing external lighting on the “The Mill” sign. Numeric signs will not require any additional lighting 8. Signs with lighting shall be externally lit, concealed, and shielded to avoid “spilling” over to adjacent storefronts, lots, and into pedestrian pathways. The applicant’s first option is to have internal lighting for the “The Mill” sign. Internally illuminated LED channel letters with aluminum backs and returns (color to be specified). 3/16" White acrylic faces with 1" Jewelite trim to match returns. The numeric signs that will be over each entrance will not be illuminated. The applicant option B is proposing external lighting on the “The Mill” sign. Numeric DR A F T Page 4 of 4 9. Neon signage can be used when it is compatible with the architectural style of the existing structure. For example, neon lighting was utilized on modern movement commercial structures from about 1920 to 1960. Neon signage will not be utilized in this project. 10. Any lighting equipment such as breaker boxes, wires, and outlets shall be obscured from view or concealed. All equipment will not be able to be seen from public view. Boxes, wires, and outlets will be obscured from public view. Analysis: These signs were reviewed utilizing the Design Guidelines and the City of Prattville Zoning Ordinance. The proposed addition of signage to The Mill Apartments located within an R-4 district (multi-family) will include one “The Mill” sign with the logo and be approximately 98 square feet, and four numeric signs that will be 4 square feet apiece. The applicant is proposing to utilize metal on the signage. “The Mill” sign will have white acrylic faces with 1” jewelite trim and is proposed to be internally lit. The applicant is willing to use external lighting if internal lighting is not approved. The numeric signs will be 4 square feet and will not be illuminated. It should also be noted that the Zoning Ordinance states in section § 9.07.02 that attached signs may not be larger than one square foot of sign area per two linear feet of the entire length of the elevation containing the main entrance or 80 sf, whichever is more restrictive. “The Mill” is proposed at about 98 square feet. The applicant will have to reduce the sign size or ask for a variance from the Board of Zoning Adjustments. DR A F T NATIONAL REGISTER OF HISTORIC PLACES INVENTORY 206. Bush Hog-Continental Gin complex (incorporating earliest portion of Pratt industrial complex): W side of Autauga Creek. Includes two structures surviving from antebellum manufacturing establishment, and three other structures built between 1896 and circa 1925, plus sites of other component buildings, now destroyed. (See diagrammatic map showing component structures and sites composint #207 and #208.) Interior spaces of all buildings essentially open, or subdivided by temporary partitions. A. Sash, Door, and Blind Factory; c. 1849 and later; oldest surviving structure of entire industrial complex. Three stories over full ground floor; brick (common bond) with corbeled cornice; approx. 220' long by 30' wide (easternmost end-section of building canted slightly to follow contour of Autauga Creek shoreline) and to accommodate subterranean flume beneath building); twelve-over-twelve wooden sashing throughout; gable roof. Corbie-stepped parapet walls denote five-bay first section of structure (erected c. 1849); fifteen-bay extension added soon afterward. Still visible on water side of building (basement level) is pair of arched openings denoting location of 60 horsepower water-powered wheel which originally drove machinery in this and adjoining building. In 1857 structure housed (besides sash, door, and blind factory) a grist mill, machine shop, and carriage and wagon factory. B. Daniel Pratt Cotton Gin Factory: 1854-55; abutting SW end of sash, door, and blind factory; three stories; brick (common bond) with drip-corbel cornice; L-shaped (approx. 250 f x 50 f overall) with roof terminated by hip at one end and gable at other (abutting gable sash, door, and blind factory). Ridge of roof surmounted at right-antle turn by square belfry with oval apertures. Twelve-over-twelve sash, first and second floors; twelve-over-eight sash, third floor. Brick jack arches slightly sunken to receive thin plaster coat simulating ashlar lintel. Still surviving on east wall are three raised wooden letters from sign that once spelled out "DANIEL PRATT COTTON MANUFACTORY." C. Daniel Pratt Gin Company (later addition): abutting east end of 1854-55 building ("b") and parallel to building "a"; last major 19th-century building in complex on SW side of Autauga Creek. Built 1896; three stories; pressed brick, rectangular, twenty-five bays long with intervening piers; gable roof; eight-over-eight sashing along each side. East end of structure (principal facade) distinguished by doorway enclosed by massive Syrian arch with corbeled intrados. Legend "DANIEL PRATT GIN CO." is worked out in raised terra cotta lettering above door. Facade further enriched by terra cotta bancing as well as quarry-faced ashlar sills and lintels. Much of exterior now concealed by more recent adjacent construction. Building represents last major phase of expansion before Pratt interests merged with those of Continental Gin Company in 1899. D. Continental Gin Company warehouse (east of 19th-century complex: 1911; four stories; brick, rectangular (170 1 x 60'), seventeen bays long with segmentally arched windows, shallow gable roof topped at center of elevator housing. Essentially open interior with double row of chamfered supports on each floor. Built on site of combination church and store erected in 1853 by Daniel Pratt. DR A F T E. Sheet Metal Department, S of 1911 Continental Gin warehouse ("d"): built c. 1905; one story; brick (common bond) with corbeled brick cornice; rectangular (ten bays long), gable roof with shed extensions at each gable end, ventilators atop main ridge; two-part windows (nine-over- nine sash) divided by wooden mullions (original wooden sash now largely replaced by metal fold-out windows). More recent metal buildings now abut brick structure at both north and south ends. F. Site of Daniel Pratt Foundry (S of and parallel to original complex): built c. 1860; one-story rectangular brick structure with stepped parapets at either end of gabled roof, raised monitor; lower rectangular brick extension at W end used for pattern storage. Entire structure demolished c. 1965. G. Site of Offices, Turntable, and Open Lumber Shed (between foundry site and main complex): built c. 1860; offices housed in three-story brick rectangular structure with shallow hipped roof. First floor bisected in each direction by open passages; executive offices above. Abutting structure to W was lumber shed. Office building linked to main complex by masonry wall. Razed c. 1965. H. Site of Fountain; erected c. 1855-57; circular fountain and pool originally fed from tank atop buildings of main complex. Razed c. 1900 as factory expanded.
